Use encryption to protect data stored on a lost or stolen USB drive, and access-control policy to decide which devices and actions are allowed. Neither replaces the other. On Windows, use BitLocker To Go for removable-drive encryption; Device Encryption does not encrypt external USB drives. Add device authorization, monitoring, and physical or logical port restrictions according to your risks.

What each control protects

“USB control” can mean several different things. A sound design starts by matching each control to its job rather than treating encryption, blocking, and port restrictions as interchangeable.

Control What it does What it does not do by itself
Encryption Protects data stored on media when the drive is locked, subject to the encryption method and key handling. Decide which devices may connect or prevent an authorized user from copying data.
Device authorization Allows or blocks devices, users, or particular operations according to policy. Protect data on a drive after it leaves the organization unless encryption is also used.
Port restriction Reduces available connection paths by disabling unnecessary ports or physically blocking them. Encrypt stored files or provide a full substitute for device policy and monitoring.
Monitoring and scanning Helps identify device connections, suspicious activity, or unsafe files. Prevent every unauthorized connection or protect data on a lost, unencrypted drive.

This separation matters in operational-technology (OT) settings as well as ordinary Windows fleets. NIST’s portable-storage guidance is specifically OT-focused; it recommends secure physical and logical controls together with safe-use training, not one universal USB rule. NIST SP 1334

How to encrypt a USB drive on Windows

Use BitLocker To Go for removable data drives

Microsoft describes BitLocker To Go as BitLocker protection for removable data drives, including USB flash drives, SD cards, and external hard drives. Documented unlock methods include a password, a smart-card certificate, or a recovery password. Select the unlock method that fits how the drive will be used and how authorized users can securely access it. Microsoft: Windows 11 encryption

Do not confuse removable-drive encryption with Device Encryption

Windows Device Encryption covers the operating-system and fixed drives; Microsoft says external USB drives remain unencrypted by it. For removable data drives, BitLocker To Go is the documented option. Microsoft also notes that organizations seeking more granular encryption settings can use a full BitLocker implementation. Microsoft: Windows 11 encryption

Plan recovery before requiring encryption

Before enforcing BitLocker, decide how recovery information will be generated, stored, and made available to authorized administrators. Microsoft’s configuration guidance covers removable-drive settings for recovery information, passwords, smart cards, hardware versus software encryption, and requiring BitLocker protection before allowing write access. Recovery storage behavior depends on policy and the device’s join state, so do not assume that recovery material is backed up automatically in every environment. Microsoft: Configure BitLocker

How to authorize or block USB devices

Choose the scope of the rule

On managed Windows devices, Microsoft Defender for Endpoint device control can prevent installation or use of selected devices, block external devices with exceptions, allow selected devices, or permit only BitLocker-encrypted devices. Windows device-installation restrictions can also target device identifiers or setup classes. These controls have different scopes: installation restrictions act when a device is installed, while Defender removable-media controls govern access to supported device categories and operations. Do not assume that every USB-connected accessory is treated as removable media. Microsoft says the device generally must create a disk in Windows to be classified as removable media for these controls. Check the device category and intended policy scope in the target environment, particularly if a rule could affect peripherals beyond storage.

Set defaults, exceptions, and permitted operations deliberately

Defender device-control policies can use default allow or deny behavior, include or exclude device groups, and scope actions to operations. Its documented access mask distinguishes device-level and file-system read, write, and execute operations; policy entries can also be scoped to users and devices. A deny-by-default approach can give tight control but requires carefully managed exceptions. An allow-by-default approach may be easier to operate but blocks fewer unapproved devices. Test the effective rules before broad deployment, including their impact on legitimate peripherals. Microsoft: Device-control policies

Keep installation control distinct from access control

Use installation restrictions when the requirement is to prevent specified devices from being installed, and removable-media policy when the requirement is to regulate access or file operations on supported storage. They are related but not interchangeable. Microsoft’s device-control overview explains the distinction and its platform-specific scope. Microsoft: Device control overview

When and how to restrict USB ports

Port protection is most useful where a port is unnecessary or its use can be tightly controlled. NIST SP 1334 describes disabling unnecessary ports through BIOS, operating-system, or Group Policy settings, and physical measures such as port locks, epoxy, or locking cabinets. These are examples for OT environments, not a recommendation to permanently disable every port in every organization. Assess what legitimate equipment depends on a port before restricting it. NIST SP 1334

  • Logical restrictions: Use applicable platform or management policy when a restriction needs to be centrally managed or adjusted.
  • Physical restrictions: Consider locks or controlled storage for unused ports in environments where physical access is a concern.
  • Layered controls: Pair port restrictions with device authorization, scanning, monitoring, and safe handling; a physical blocker alone does not encrypt data or govern permitted file operations.

A practical deployment sequence

  1. Define the risk and boundary. Decide whether the priority is lost-drive confidentiality, preventing unapproved devices, limiting file operations, reducing physical access, or detecting misuse. Identify affected devices, users, and locations.
  2. Inventory legitimate use. Identify storage and peripherals that must continue working. Determine which are removable disk devices and which require a different control scope.
  3. Choose enforcement and exceptions. Select an allow- or deny-default policy, define permitted device groups and operations, and specify who can approve exceptions.
  4. Protect data at rest. Require an appropriate removable-drive encryption method where the risk warrants it. Define unlock and recovery procedures before making encryption mandatory.
  5. Test in the target environment. Validate the intended rules with representative devices, users, and operations before expanding deployment. Confirm that allowed use works and denied use is actually denied.
  6. Enable visibility and response. Review device-control audit events and connection activity, assign alert ownership, and establish what happens when an unauthorized device or transfer is detected.
  7. Document the full media lifecycle. Specify approved use, transport, reuse, and sanitization before disposal, then train users on the process.

For managed Windows environments, Microsoft identifies Defender for Endpoint and Intune as relevant management options. Intune is a separate product and is not included in every Defender for Endpoint subscription; verify the organization’s licensing and management setup before relying on it. Scanning, transport, reuse, and disposal

Encryption addresses confidentiality, but it does not establish that a file is safe or that a transfer completed correctly. NIST SP 1334 recommends scanning portable media before and after use, disabling Autorun, using write protection when files only need to be read, and alerting on media insertion and data transfer. For moving files between systems, the guidance also describes encryption or a locked container for transport and hash or checksum verification. Reformat media before reusing it in different equipment or environments, and sanitize it before disposal. NIST SP 1334

Those recommendations are written for OT portable-storage risks. Apply them in context, including the operational consequences of scanning, blocking, or reformatting media used by specialized equipment. For broader organizational control requirements, NIST points readers to SP 800-82 Rev. 3 and SP 800-53.

Choosing the right combination

  • Lost or stolen drive is the main concern: Encrypt the removable drive and define secure key recovery.
  • Unapproved devices are the main concern: Use device authorization with scoped exceptions and audit review.
  • Unnecessary physical access is the main concern: Disable or physically restrict ports that do not need to be available, after checking operational dependencies.
  • Malware or data movement is the main concern: Combine authorization with scanning, monitoring, and controls over the relevant file operations.
  • Media moves between environments: Define handling, verification, reuse, and sanitization procedures in addition to encryption.

Microsoft’s device-control documentation describes Windows product behavior, not feature parity across macOS or other endpoint platforms, and product documentation alone is not independent evidence of effectiveness. NIST SP 1334 provides OT-specific guidance; its examples should be adapted to the environment rather than treated as blanket requirements.
