The Trump administration has reversed a request that US AI developers keep new models from the UK’s AI Security Institute (AISI) until after release, according to The Telegraph, as reported by Reuters on 11 October 2026. That is a reported change in access policy—not confirmation that any unreleased model has been tested or that the UK will receive early access to every future model. Neither the legal basis nor the operational details of the change have been established in the cited reporting.
What the reported reversal means
The reported change concerns whether US developers may share new AI models with the UK government’s AISI for safety testing before public release. Reuters attributed the account to The Telegraph and said spokespeople for the US administration, OpenAI and Anthropic did not immediately respond to requests for comment. The cited reporting does not identify the US office behind the earlier request, explain the mechanism of the reversal, or establish that any particular developer has agreed to provide a model. It is therefore more accurate to describe this as a reported shift in the prospect of pre-release access than as a confirmed testing arrangement. It does not, on the available evidence, guarantee UK access to unreleased models or confirm that testing has taken place.

The UK and US had already set out a framework for AI safety cooperation. Their April 2024 memorandum described intended work by their AI Safety Institutes, including developing shared approaches to model evaluations, conducting at least one joint evaluation of a publicly accessible model, collaborating on safety research, exploring personnel exchanges and sharing information subject to national law and contracts. The “at least one” test was a stated commitment, not evidence in itself that the test was completed. UK government summary of the April 2024 MoU.

- EVOLUTION AMD RYZEN AI MAX+ 395 MINI PC - GMKtec EVO-X2 is the next evolution in AI mini PC Ryzen Strix Halo series. Thanks to AMD Simultaneous Multithreading (SMT) the core-count is effectively doubled, to 32 threads. Ryzen AI Max+ 395 has 64 MB of L3 cache and can boost up to 5.1 GHz, depending on the workload. The Ryzen AI Max+ 395 is currently rated as the "most powerful x86 APU" on the market for AI computing.
- AI NPU with XDNA 2 ARCHITECTURE - Powered by 16 “Zen 5” CPU cores, 50+ peak AI TOPS XDNA 2 NPU and a truly massive integrated GPU driven by 40 AMD RDNA 3.5 CUs, the Ryzen AI MAX+ 395 is a transformative upgrade and delivers a significant performance boost over the competition. The Ryzen AI Max+ 395 excels in consumer AI workloads like the llama.cpp-powered application: LM Studio. Shaping up to be the must-have app for client LLM workloads, LM Studio allows users to locally run the latest language model without any technical knowledge required and unleash their creativity and productivity.
- AMD RADEON 8090S iGPU GAMING PC - The AMD Radeon RX 8060S offers all 40 CUs with up to 2.9 GHz graphics clock and uses the new RDNA 3.5 architecture. The powerful iGPU is positioned between an RTX 4060 and 4070 laptop GPU and therefore enables gaming in FHD at maximum details in most demanding games. The 8060S can also utilize the full 128GB pool, which is perfect for running LLMs such as Deepseek 70B Q8, which runs comfortably on this machine.
- EIGHT CHANNEL LPDDR5X - LPDDR5X is a new ground breaking memory small form factor installed on-board. With blazing speeds up to to 8000MT/s, it runs 1.5x faster than the DDR5 SODIMMs; 90% better performance over DDR5 SODIMMs in video conferencing and photo editing; 30% better performance in productivity apps; 12% better performance in digital content workloads.
- QUAD SCREEN 8K DISPLAY SUPPORT - EVO-X2 AI Mini PC support 4-screen 4K/8K output via HDMI 2.1 (8K@60Hz), DisplayPort 1.4 (4K@60Hz), and dual USB 4 40Gbps Transfer speed (supporting PD3.0/DP1.4/DATA). Ideal for gaming, video editing, and multitasking, it provides expansive and crisp multi-display support.
A publicly accessible model is different from an unreleased model: the former can be evaluated after it is available to the public, while pre-release access would let evaluators examine a model before launch. The 2024 summary supports the former as an intended joint exercise; it does not establish a general entitlement to the latter.
What the 2025 memorandum adds—and what it does not
A September 2025 memorandum connected the US Center for AI Standards and Innovation and the UK AISI through broader intended cooperation. Its AI section refers to secure AI innovation, model metrology and standards, better understanding of advanced model capabilities, and talent exchange. The document explicitly says it does not create legally binding obligations, so it should not be read as a guarantee that developers must provide unreleased models for UK testing. What is established, and what remains unclear
- Reported: The Telegraph, as cited by Reuters, says the US administration reversed an earlier request that developers not share new models with the UK AISI before release.
- Previously stated: The 2024 UK-US MoU set out intended shared evaluation work, including a joint test of a publicly accessible model.
- Non-binding: The 2025 memorandum describes further institute cooperation but says it creates no legal obligations.
- Not confirmed in the cited evidence: The text or legal basis of the earlier request, which US office issued it, the practical process for granting access, whether any unreleased model has been tested, and whether particular companies will provide future models.
The UK government’s April 2024 announcement framed the partnership as work on shared AI safety risks. US Commerce Secretary Gina Raimondo said it would accelerate both institutes’ work “across the full spectrum of risks”; UK minister Michelle Donelan described safe AI development as “a shared global issue.” These were statements about the 2024 partnership, not comments on the October 2026 report.
