For an India-based small business that takes most payments face to face, a merchant UPI QR is usually the simpler starting point. For a website or app—or a checkout that should offer UPI alongside other payment methods—a payment gateway is generally a better fit. They are not competing versions of the same thing: UPI is the payment system, a QR code is one way to start a payment, and a gateway is an online payment intermediary and integration.
UPI, QR codes and gateways do different jobs
- UPI is the payment system through which customers can pay using a UPI app.
- A merchant UPI QR lets a customer scan a code and initiate a payment. The QR can contain merchant details such as a UPI ID and amount; these appear on the payer’s payment page after scanning, according to NPCI’s UPI FAQ.
- A payment gateway or payment aggregator provides an intermediary service or integration for accepting payments through an online checkout. RBI’s discussion paper describes these roles and their context: RBI discussion paper on payment aggregators and gateways.
A QR code can be part of a UPI acceptance setup, while a gateway can make UPI one of the payment options in an online checkout. A QR display by itself is not a website checkout, and it does not confirm that a payment has succeeded.

Which option fits your sales channel?
| Decision | Merchant UPI QR | Payment gateway or online checkout |
|---|---|---|
| Best fit | In-person counter sales or service interactions where a customer can scan a displayed QR. | Website or app sales that need an integrated or hosted checkout, particularly if you want to offer multiple payment methods. |
| How setup begins | NPCI says merchants need to partner with an acquiring bank to enable UPI infrastructure; QR is one of its listed merchant integration modes. | Choose an acquiring bank or gateway provider and arrange its checkout integration. Onboarding, scope and terms depend on the provider. |
| Online UPI flow | A static counter QR is not the same as an online checkout flow. NPCI’s March 2024 circular describes intent and dynamic QR flows for online UPI merchants. | Designed for an online checkout integration, subject to the provider’s capabilities and current requirements. |
| Fees and settlement | Ask the acquiring bank about charges and settlement terms. NPCI says settlement timing follows the merchant’s agreement. | Ask the provider about current charges, settlement schedule, refunds, reconciliation and payment-method conditions. The cited official materials do not establish a universal price comparison. |
| Practical limitation | The QR is a payment initiation method, not proof of payment. Check transaction status through the acquirer. | Requires a provider relationship and an integration decision; exact services and pricing vary by provider. |
Choose based on how customers pay you
If you mainly sell in person
Ask your bank or acquirer about a merchant UPI QR if UPI meets your customers’ needs. NPCI lists QR among its merchant integration modes and says merchants should work with an acquiring bank to enable UPI infrastructure. Before relying on the setup, confirm where funds are deposited, how you verify transactions, how refunds are handled, when settlement occurs, and whom to contact for support.

If you sell through a website or app
Compare gateway or acquiring providers on UPI support, checkout integration, other supported payment methods, fees, settlement, reconciliation, refunds and customer support. A gateway is generally more suitable than a counter QR when customers need to pay within an online purchase flow.
NPCI’s March 2024 circular says “Pay by any UPI App” should be prominent and describes intent for app-based and mobile-web merchants, and dynamic QR for other web-based merchants, instead of collect. Because later circulars may amend implementation requirements, confirm the current flow with your provider before building or changing checkout.

If you sell both online and in person
You can use a countertop merchant QR for face-to-face sales and a gateway for online orders. They serve different channels, so a hybrid business does not necessarily need to force every payment through one setup.
Questions to ask before signing up
- Which bank account receives the payment, and how will staff confirm that a transaction succeeded?
- What are the current charges, settlement timing and any payment-method-specific conditions in the agreement?
- How are refunds initiated, tracked and communicated to customers?
- What reconciliation reports are available, and how do they match payments to orders or sales?
- For online UPI, which checkout flow does the provider currently support, and does it meet applicable NPCI requirements?
- Who handles transaction disputes and technical support?
NPCI’s official FAQ says merchant funds are received into the merchant pool bank account or bank account according to the merchant’s agreement; it does not establish one settlement schedule for every merchant. Get the actual timing and process from your acquirer or provider rather than assuming that every setup settles in the same way.

QR display and payment confirmation
NPCI’s 2026 merchant QR guidance covers QR display and branding. For large dynamic QR designs, it addresses displaying the merchant UPI ID and “Scan & Pay with any UPI app.” Follow the requirements applicable to your QR type and setup rather than treating a generic printed code as a complete checkout solution.
A countertop stand can make a merchant-provided QR easier to display, but the stand itself does not generate a valid merchant QR, process a payment or verify receipt. Verify payments through the acquiring bank’s or provider’s transaction status, not by relying only on a customer’s screen or a printed display.

Bottom line for a small business
Start with a merchant UPI QR if your sales are mostly face to face and UPI is enough. Choose a gateway or integrated checkout for website and app payments, especially when you need UPI alongside other methods. For either route, the agreement—not a universal rule—determines fees, settlement and operational details.
