To open Shorefront’s blue lockbox, collect the Back Door Key upstairs in Building 16, use it to enter Jess’s House, then take the Lock Box Key from the kitchen drawer beside the stove. Bring that key back to Flat 0/1 in Building 16. The box is reported to contain an Empty IV Bag and IV Fluid. Because the Lock Box Key is described as single-use, choose your target before using it.

Enter Building 16 in Shorefront and go upstairs to the room or flat labeled 1/2.

Return to Building 16 and go to Flat 0/1. Use the Lock Box Key on the blue lockbox there. The reported contents are an Empty IV Bag and IV Fluid.
