Universal Disk Format (UDF): Definition, Revisions and Compatibility

Universal Disk Format (UDF) is a filesystem standard for mass-storage media, especially optical discs. Here is what it defines, its revisions, and how it differs from ISO 9660.

Universal Disk Format (UDF) is a file-system format standard for mass-storage media, most often optical discs such as DVDs. It defines how files and folders are organized on the disc so that different operating systems can read the same data. UDF is not a disc type, a drive, or a software product. It is the filesystem layer that sits on top of whatever medium holds it.

What UDF actually defines

A filesystem decides how data is named, grouped into directories, located on the medium, and described in metadata. UDF is one such filesystem. Ecma International, the standards body that publishes it, describes UDF as a widely used file system for mass-storage media such as optical disks. In its technical report ECMA TR/112 (first edition, December 2023), Ecma states: “This Technical Report describes Universal Disk Format, a widely used file system for mass-storage media such as optical disks.”

Because UDF is a filesystem, it is separate from the physical layer. A UDF-formatted disc still needs a compatible drive, a compatible disc, and software or an operating system that understands the filesystem. A DVD does not become “a UDF disc” in the sense of a distinct disc standard; it carries a UDF filesystem written onto a standard DVD.

Where the standard comes from

Ecma’s description of UDF 1.02 says the format is based on ISO 13346 and is intended to enable file interchange among different operating systems. Microsoft’s documentation adds that UDF was developed for optical media by the Optical Storage Technology Association and is portable across several operating systems. Microsoft’s page was last updated on August 23, 2019, so treat it as a description of how the format was designed to be used, not as a current statement about every device on the market.

UDF revisions

UDF has been revised several times, and the revision number matters when you check whether a disc or device will work. Ecma’s technical report bundles eight parts: general information, UDF revisions 1.02, 1.50, 2.00, 2.01, 2.50 and 2.60, and Secure UDF 1.00. The table below lists only what the cited sources state about each revision.

Revision What the sources state Source
UDF 1.02 Based on ISO 13346; enables file interchange among different operating systems. Ecma International, UDF 1.02 description
UDF 1.50 Listed as one of the eight parts of the report. Specific changes not stated in the cited material. ECMA TR/112 (December 2023)
UDF 2.00 IEC TR 62291:2009 specifies an API for reading and writing files that conform to UDF revision 2.00 and its security extension. IEC TR 62291:2009 (published 2009-02-25)
UDF 2.01 The IEC second edition updated its UDF reference to revision 2.01. A DICOM media profile states that a reader of a UDF 2.01 filesystem can also read 2.0, 1.5 and 1.02. IEC listing; NEMA DICOM media profile
UDF 2.50 and 2.60 Listed as parts of the report. Specific changes not stated in the cited material. ECMA TR/112 (December 2023)
Secure UDF 1.00 Listed as a separate part of the report. The IEC API report refers to a security extension to revision 2.00. The sources do not establish that these two are the same specification. ECMA TR/112; IEC TR 62291:2009

The backward-reading statement for UDF 2.01 comes from one DICOM profile. It describes what that profile expects, and it should not be read as a promise that every drive or operating system will read every revision.

UDF compared with ISO 9660 and bridge discs

UDF is often confused with ISO 9660, the older filesystem many people associate with CD and early DVD data discs. They are different filesystems. Microsoft’s documentation describes a bridge format in which ISO 9660, Joliet and UDF coexist on one disc, so a single disc can present the same content to systems that understand different filesystems. The documentation gives DVD-Video, DVD+VR and DVD-VR as examples of this arrangement.

A bridge disc therefore carries more than one filesystem at once. Reading such a disc does not prove that UDF is the filesystem a given device uses, and a disc that only carries ISO 9660 will not show UDF structures at all.

Checking whether a disc or device supports UDF

Because support depends on the device, the revision and the software, verify these points before relying on a disc:

  • Medium type: Confirm whether the disc is read-only or rewritable. Microsoft’s documentation says UDF is especially relevant to read/write media.
  • Filesystem layout: Determine whether the disc is UDF only or a bridge disc that also carries ISO 9660 and Joliet.
  • Revision supported by the target: Check the revision the reading device or software documents. Do not assume that a newer revision is read by an older implementation.
  • Write-side software: Use authoring software that states which UDF revision it writes. A reader’s support for a revision does not tell you what the writer produced.

If you plan to create or test UDF discs, a blank DVD-RW is the usual read/write optical medium. The disc is not UDF-specific, and you do not need one to understand the format.

Summary of the definition

UDF is an open filesystem standard for optical and other mass-storage media, maintained through Ecma International and tied to ISO 13346. Its name describes its role of enabling file interchange across systems, but each device and revision must be checked on its own terms.
