UNESCO Warned That Siri and Alexa Could Reinforce Misogyny

UNESCO warned that feminine-voiced, submissive digital assistants could reinforce gender stereotypes, while its 2019 report focused more broadly on education and digital skills.

UNESCO’s 2019 report argued that giving digital assistants young, feminine voices and submissive responses can reinforce stereotypes of women as compliant and subservient. It raised a concern about the social meaning of these design choices—not proof that using Siri or Alexa causes misogyny in every user or interaction.

What UNESCO said about Siri and Alexa

The headline “United Nations: Siri and Alexa Are Encouraging Misogyny” comes from a 2019 article by Kristin Houser in Futurism. It refers to UNESCO’s report I’d Blush If I Could: Closing Gender Divides in Digital Skills through Education, by Mark West, Rebecca Kraut and Han Ei Chew. The report’s broader subject is education, digital skills and gender equality; voice assistants are one example within that discussion. UNESCO’s gender-equality page says gendering digital assistants has the potential to spread and reinforce ideas of women as subservient and compliant.

That qualification matters. UNESCO identifies a risk in how assistants are designed and presented; the claim is not that every interaction with Siri or Alexa makes a user misogynistic, or that the report established a direct causal effect.

How voice design can carry a gender stereotype

A voice assistant may be treated as a tool, but its voice and responses also give it a social character. A young, feminine voice paired with compliant or submissive replies can echo expectations that women should be agreeable and deferential. The concern is about the pattern those choices may normalize, especially when such assistants become familiar parts of everyday technology—not about feminine voices being inherently problematic.

Amazon Echo Dot (newest model) - Vibrant sounding speaker, Designed for Alexa+, Great for bedrooms, dining rooms and offices, Charcoal
  • Your favorite music and content – Play music, audiobooks, and podcasts from Amazon Music, Apple Music, Spotify and others or via Bluetooth throughout your home.
  • Alexa is happy to help – Ask Alexa for weather updates and to set hands-free timers, get answers to your questions and even hear jokes. Need a few extra minutes in the morning? Just tap your Echo Dot to snooze your alarm.
  • Keep your home comfortable – Control compatible smart home devices with your voice and routines triggered by built-in motion or indoor temperature sensors. Create routines to automatically turn on lights when you walk into a room, or start a fan if the inside temperature goes above your comfort zone.
  • Do more with device pairing – Fill your home with music using compatible Echo devices in different rooms, or create a home theatre system with Fire TV.
  • Say goodbye to drop-offs and buffering - With eero Built-in, Echo Dot doubles as a mesh wifi extender, adding up to 1,000 sq. ft. of wifi coverage to your existing eero network.

Houser reported that Apple changed a Siri response after UNESCO shared a draft of the report in April 2019. That is historical reporting by Futurism, not a current test of Siri. The available sources do not establish how Siri or Alexa responds today, or compare their present voices and policies.

The report’s wider concern: unequal digital skills

UNESCO’s publication record situates the assistant example within a broader account of gender gaps in technology and education. It gives these 2019 figures:

Rank #2
Amazon Echo Dot (newest model) - Vibrant sounding speaker, Designed for Alexa+, Great for bedrooms, dining rooms and offices, Glacier White
  • Women were 25 per cent less likely to know how to use digital technology for basic purposes.
  • Women were four times less likely to know how to programme computers.
  • Women were 13 times less likely to file for a technology patent.

These are figures UNESCO presents about digital-skills and technology gaps, not measurements of voice-assistant use or evidence that assistants cause misogyny. The publication record does not, by itself, provide the underlying datasets, definitions or methods needed to explain how each figure was derived. Why UNESCO connected AI with accountability

The concern extends beyond which voice a device uses: it asks who makes design decisions and whether the effects of AI systems are examined. Marlova Jovchelovitch Noleto, Director and Representative of UNESCO’s Brasilia Office, put the institutional challenge this way: “We need to contribute to the development of ethical principles to manage Artificial Intelligence with transparency and accountability.” The statement appears in UNESCO’s announcement of the publication.

What the headline gets right—and what it overstates

The headline captures UNESCO’s warning that gendered assistant design may reinforce harmful ideas about women. Read literally as proof that Siri and Alexa cause misogyny, however, it goes further than the evidence described here. The supported point is narrower: assigning assistants feminine voices and submissive responses can carry social meaning and may help reinforce stereotypes. The report is a warning about design and culture, not a controlled demonstration of what every user learns from an assistant.
