The proposal is not a finalized 100-person layoff: negotiations with the Works Council and employee participation were still continuing as of October 15, 2026, and the final number, terms and timing had not been confirmed.
What Ubisoft has proposed
Insider Gaming reported on October 14, 2026, that Ubisoft is discussing buyouts with employees at its three German locations. Ubisoft described the voluntary plan as “the primary measure being proposed to support the intended organizational changes.” Because participation is optional, the eventual number of departures could be lower than the roughly 100 roles identified in the report.

Managing director Benedikt Grindel said the changes are intended to “best position our German studios for the future” by clarifying their roles and organizational setup. That explanation does not establish that a particular team, game or responsibility will be transferred or canceled.
Which German studios are affected?
| Studio | Estimated workforce | Reported share of potential reductions | Status |
|---|---|---|---|
| Düsseldorf | More than 400 employees, according to a source cited by Insider Gaming; this is an estimate, not a company-published headcount. | More than half of the potential German reductions are expected here. | Included in the proposed voluntary plan. |
| Berlin | A little over 100 employees, based on the same source estimate. | Exact figure not stated. | Included in the proposed voluntary plan. |
| Mainz | A little over 100 employees, based on the same source estimate. | Exact figure not stated. | Included in the proposed voluntary plan. |
Ubisoft’s official Germany information identifies Düsseldorf, Berlin and Mainz as the three studios in its Blue Byte network. The reported staffing figures should be treated as estimates because Ubisoft has not published a studio-by-studio headcount for this announcement.

Are these confirmed layoffs?
No. The current information describes a proposed voluntary departure or buyout program, not a completed dismissal of exactly 100 people. Employees would have to accept the offered terms, and the Works Council process was still unresolved when the report was published.
- Confirmed: Ubisoft is proposing a voluntary measure covering the three German studios.
- Reported potential impact: About 100 roles, with more than half expected in Düsseldorf.
- Not confirmed: The final number of departures, eligibility rules, severance or buyout amounts, effective dates and whether any compulsory redundancies will follow.
Those details can change during negotiations. A final agreement from Ubisoft, the Works Council or employee representatives would be needed to establish the actual outcome.

Why Ubisoft is restructuring
The German proposal fits a wider company effort to reduce costs and reorganize operations. In its first-half FY2025–26 release, Ubisoft reported 17,097 employees worldwide on September 30, 2025. That was about 1,500 fewer than a year earlier and about 700 fewer than in March 2025.

Ubisoft said the savings would come through targeted restructurings and tighter hiring discipline.

Ubisoft also described a model built around more autonomous “Creative Houses,” intended to improve focus, efficiency, autonomy and accountability. This provides context for the German management team’s reference to clarifying roles and organizational setup, but it does not show that a specific German position or project is being moved.
What this means for Anno 117: Pax Romana
Ubisoft Mainz is associated with Anno 117: Pax Romana, which was released in November 2025. The staffing proposal is not evidence that the game is being canceled, withdrawn or materially changed. No announcement in the reported plan links a project cancellation to Mainz or to any other affected studio.

What happens next
- Ubisoft and the Works Council continue discussions about the proposed structure and voluntary package.
- Eligible employees decide whether to accept the eventual terms, if an agreement is reached.
- Ubisoft or employee representatives publish a final figure, timetable and conditions, if and when those details are settled.
Until those steps are complete, “about 100 roles could be affected” is the most precise description available. It should not be rewritten as “Ubisoft fired 100 employees in Germany.”
