Build it around that choice—not by shrinking every section of the market report—and give executives enough context to judge the recommendation while preserving pointers to the supporting analysis.
Start with the decision the brief must unlock
Before drafting, define the concrete choice: for example, whether to launch a product, enter a market, change pricing, or fund an initiative. Identify the person or group authorized to decide and what they need to know. A brief for a launch decision may center on demand, competitive position, and the investment required; one for a pricing decision may need different evidence.

Write the decision as a direct question, then identify the requested action. This prevents background information from crowding out the central choice.
Wait until the report’s conclusions are stable
Draft the brief after the full report is complete and its findings and conclusions have passed initial review. The European Court of Auditors advises that an executive summary should be balanced and reflect the report, emphasizing its main conclusions and recommendations. A brief written too early can get ahead of unsettled evidence or omit findings that alter the recommendation. See the European Court of Auditors’ guidance on executive summaries.

- KNOW WHAT IS WORKING AND WHAT IS NOT Each quarter opens with a structured review across revenue, time, clients, marketing, and content, so you understand what actually happened in your business before you decide what comes next.
- QUARTERLY PLANNING SYSTEM Break your annual vision into four focused 90-day plans using the 12-week-year structure that coaches and entrepreneurs rely on, giving you a strategic layer that sits above your daily calendar and holds the direction your scheduling tools cannot.
- TRACK REVENUE-GENERATING ACTIVITIES EVERY MONTH Every month gets a dedicated spread to set priorities, track revenue and the activities driving it, and review results against plan, keeping the business moving between quarterly reviews.
- A5 LINEN HARDCOVER, FULLY UNDATED A5 size (5.8" x 8.3") in linen with gold foil stamping, reinforced binding, and thick lay-flat pages built to hold a full year of planning. Organized by quarter and fully undated, so you start in any month without wasting a page. For business owners who invest in tools that match what they're building.
- A THOUGHTFUL GIFT FOR ENTREPRENEURS, COACHES AND CREATORS A quarterly planning system makes a purposeful gift for someone building a business alongside a full life, useful long after a birthday or a business milestone has passed because they will reach for it at the start of every quarter and every month.
State one actionable recommendation
Put the recommendation near the top, in a sentence that names the action, its scope, and any important condition. If comparison helps the decision, name the alternative it favors. NHMRC guidance calls for one main action, described in enough detail for those responsible to carry it out; avoid stacking several unrelated requests into a single recommendation. The NHMRC recommendation guidance explains this principle.
For example, a useful recommendation might specify whether to enter a defined customer segment, what must be true for the plan to proceed, and which executive is being asked to approve it. Do not invent a deadline or owner if the decision process has not established one.
Choose only findings that could change the choice
Include the small set of results that bear directly on the recommendation. For a market-entry decision, that may mean the market estimate and its assumptions, buyer-relevant competitor comparisons, primary research results, and the resulting positioning implication. Lead with each finding, not with a description of how the analysis was conducted. Keep detailed methods and secondary findings in the full report or an appendix, with section or page pointers.

Use a visual when it makes a real comparison easier to inspect. A market-sizing funnel can distinguish total, addressable, and obtainable markets; a competitor grid or quadrant can make relative positions clearer than a prose list. Label assumptions and axes so the visual does not imply greater certainty than the underlying estimates warrant. SurveyMonkey discusses these options in its guide to what to include in a market research report.
Make the evidence’s boundaries visible
A reader needs enough information to judge what the findings support. Briefly state the question studied, scope, method, material assumptions, and limitations or gaps that could change the recommendation. Explain technical terms in plain language and note how a method affects the conclusion when that matters. Government research guidance covers aims, methods, findings, conclusions, and recommendations; the UK National Screening Committee checklist also emphasizes findings and evidence gaps (UK Government research publication guidance; UK NSC evidence review process).
Do not present an estimate without its assumptions or treat a limited sample as proof of broad demand. Include contrary evidence if it materially bears on the decision. A concise qualification is more useful than a confident recommendation that hides uncertainty.
Make the brief stand alone and traceable
A senior reader should be able to understand what was examined, what was found, what is recommended, and why without first opening the full report. Remove history and method detail that do not affect the decision, but preserve clear pointers to the evidence behind material findings. That gives readers a short route to inspect assumptions or challenge a conclusion.

A colleague unfamiliar with the analysis can test whether the language is clear and whether the recommendation follows from the findings. The National Laboratory of the Rockies communication standard similarly stresses a stand-alone summary and plain language (NREL communication standard).

- Decision required: the question the executive must resolve.
- Recommendation: one clear action, its scope, and any key condition.
- Context: only background necessary to understand the choice.
- Evidence: the few findings that determine the decision, with report pointers.
- Confidence and limits: method, assumptions, uncertainty, contrary evidence, and gaps that matter.
- Options and trade-offs: compare only alternatives that are genuinely available, using criteria relevant to the decision.
- Next step: the requested approval or action, the responsible owner, and a review point when appropriate.
Close with a specific request: who should do what, by when if the decision has a real deadline, and what follow-up evidence would change the recommendation. Keep the request to one main action.
Choose a length that earns its space
There is no universal page count. UK Government research publication guidance says its executive summaries should be 2 to 8 pages depending on report length. A separate NREL communication standard offers a relative heuristic of up to 5% to 10% of the paper. These are institution-specific examples, not a common rule. Use the shortest format that still lets the intended reader understand the decision, evidence, and qualifications.
Neither cited convention establishes that a particular length improves decision quality. The brief’s test is whether it supports a well-informed choice without making the executive search through the full report for the essentials.
