TSMC vs. Building Your Own Chip Factory: Costs, Risks, and Tradeoffs

Using TSMC avoids the fixed-cost burden of owning a fab, while a new factory offers more control but demands enormous capital, talent, technology investment and durable utilization. Here is how to evaluate the tradeoff without relying on a misleading single fab price.

For most chip companies, buying manufacturing from a scaled foundry is financially safer than building a fab. Owning a factory can provide tighter control over capacity, supply resilience and process differentiation, but it converts a variable manufacturing bill into a large, mostly fixed-cost commitment that must be supported by years of demand, engineering talent, equipment investment and high utilization.

There is no current universal price for “a chip factory” or a generic break-even utilization rate. The answer depends on location, process node, wafer capacity, equipment scope, financing, subsidies, customer commitments, yield ramp and product mix. TSMC’s scale illustrates what a mature foundry network can deliver; its announced US$165 billion U.S. program is a multi-project portfolio, not the cost of one fab.

The short answer: compare a manufacturing service with an industrial platform

A fabless chip company pays a foundry to process wafers. It still pays design, mask, packaging, testing and supply-chain costs, and it remains exposed to the foundry’s prices, capacity allocation and technology roadmap. It avoids owning the cleanrooms, process tools and facilities that consume capital whether a particular product is selling or not.

An owned fab reverses that exposure. The company controls the site and planned capacity, but it must finance construction and equipment, recruit and retain process specialists, qualify tools, develop or license a competitive process, maintain utilities and safety systems, ramp yields, keep equipment productive and continually upgrade the facility. If demand falls, depreciation, maintenance and much of the workforce cost continue.

TSMC’s pure-play model is not simply a cheaper version of one company’s hypothetical factory. It is a network business built around multiple fabs, process development, packaging, customer relationships and diversified end markets. A fair decision therefore asks whether a company can reproduce enough of that utilization and ecosystem—or whether it should buy access to them.

What TSMC’s scale means in this comparison

TSMC says it pioneered the pure-play foundry model in 1987 and manufactures customer products rather than selling semiconductor products under its own name. That separation helps address a customer concern: the manufacturer is not normally competing with customers’ chip products. TSMC Chairman and CEO C.C. Wei describes the mission as being “the trusted technology and capacity provider for the global logic IC industry for years to come.” That is the company’s stated mission, not an independent guarantee of economics.

Its 2025 Annual Report records more than 17 million 12-inch-equivalent wafers of annual capacity, 534 customers, 305 distinct technologies and 12,682 products manufactured in 2025. Those figures show the breadth against which a new owner would be measured. They do not mean every customer can use every node, that all wafers have identical margins, or that a new fab can aggregate equivalent demand immediately.

TSMC reported that 74% of 2025 wafer revenue came from processes at 7nm and below, up from 69% in 2024. Its end-market exposure includes high-performance computing, smartphones, Internet of Things devices, automotive products and digital consumer electronics. Diversification can smooth fluctuations because weakness in one market may be offset by another, but it does not eliminate semiconductor cycles, trade restrictions or downturns.

The same report places TSMC’s current footprint in context: its Arizona first facility began volume production of 4nm in the fourth quarter of 2024; construction of the second facility was complete while facility-system installation was under way; and construction of a third facility began in 2025. The report also describes facilities in Taiwan, Nanjing and Japan and a specialty-fab project in Dresden. These are status statements dated to the 2025 report, not a promise that every project has reached full production.

What it actually costs to own a fab

The initial building is only one line in the economic case. Semiconductor plants are substantial, largely fixed-cost assets, and meaningful spending continues after ground is broken.

Construction and site infrastructure

A project needs a suitable site, highly controlled cleanroom space, power distribution, water treatment, gas systems, waste handling, seismic and environmental systems, logistics areas and secure connections to suppliers and customers. Location changes both construction cost and operating risk. Electricity reliability, water availability, permitting, labor markets, taxes, public incentives and proximity to an existing semiconductor ecosystem can matter as much as the building itself.

Production equipment

Process tools, metrology, inspection, automation and material-handling systems often represent a major share of the investment. The required set varies by technology node and product: a leading-edge logic line has different tooling and process-control needs from a mature specialty line. Capacity cannot be inferred from the floor area alone; tool count, cycle time, redundancy and expected yield determine useful wafer output.

Process technology and qualification

An owner must fund process integration, device engineering, design enablement, masks, intellectual-property licenses, test vehicles and customer qualification. Keeping a process competitive requires recurring development rather than a one-time purchase. A facility that cannot deliver the performance, power, yield or design rules customers need can become economically obsolete even while its equipment remains physically usable.

People, utilities and operations

Fabs require process, equipment, facilities, quality, safety, information-technology and manufacturing staff, often across continuous shifts. Utilities and consumables are ongoing operating costs. Preventive maintenance, spare parts, calibration, contamination control, security and compliance continue during weak demand.

Expansion, upgrades and depreciation

TSMC’s filings describe significant capital needed to build, expand and upgrade facilities and equipment. The relevant commitment is therefore initial construction plus the investment needed to add capacity, replace tools, adopt new process generations and preserve yield. Capacity that is built but not fully used still carries depreciation and much of its fixed operating cost.

Idle-capacity risk

A fab owner needs enough wafer starts, at acceptable prices and yields, to spread fixed costs. A customer’s product launch can slip, a market can contract, or a process can lose competitiveness. A foundry spreads those events across many customers and end markets; a single-product owner does not. No source establishes a universal utilization percentage at which any fab breaks even.

Foundry service versus owned manufacturing

Decision axis Foundry route Owned-fab route
Capital exposure Pay manufacturing charges instead of owning all fabrication assets. The chip company still funds design, masks, packaging and testing and faces foundry pricing and access constraints. Fund site, cleanroom, equipment, process development, staffing and continuing expansion and upgrades.
Capacity control Use the supplier’s available capacity and process portfolio; allocation can tighten when industry demand rises. Plan and prioritize the facility’s capacity directly, subject to construction, qualification and ramp execution.
Utilization risk Demand risk is shared across the foundry’s customer base, although the individual company can still face shortages or minimum commitments. The owner must secure internal or external demand for largely fixed-cost assets.
Technology Access the foundry’s qualified nodes, design rules, process-development investment and manufacturing ecosystem. Develop, license and maintain a competitive process, equipment base, workforce and design ecosystem.
Customer and IP position A pure-play supplier’s focus on customer products can reduce direct-competition concerns. An integrated manufacturer controls its own products; a merchant foundry must earn trust while protecting customer information and avoiding conflicts.
Execution burden The supplier handles construction and fab operations; the chip company manages supplier selection, qualification and continuity planning. The owner carries construction, equipment installation, staffing, yield ramp, maintenance and operational execution.
Strategic resilience Avoids direct construction while creating dependence on the supplier’s geography, capacity and business continuity. Can provide direct geographic or supply control, but the resilience benefit must justify the cost and execution risk.

Why a single-fab price cannot answer the question

The U.S. Department of Commerce estimated total semiconductor-industry capital expenditure at US$182 billion in 2022, nearly twice the 2017 level. That is an industry-wide historical figure, not a quotation for one factory. The report also estimated that TSMC held about 60% of foundry property, plant and equipment value and nearly 20% of total semiconductor-industry property, plant and equipment in 2022. Those percentages describe concentration of manufacturing assets, not 60% of foundry revenue or market share.

In March 2025, TSMC announced that it intended to add US$100 billion to its U.S. advanced-manufacturing investment, bringing its stated planned total to US$165 billion. The announcement covers three additional fabs, two advanced-packaging facilities and a major research-and-development center. It is a multi-project corporate commitment, not a unit cost for one fab and not proof that the entire amount has already been spent. The announcement also references government support and customer partnerships, so the total should not be treated as wholly private capital or a guaranteed outcome.

A credible project estimate must specify at least:

  • Country, state or province, site conditions, permitting and public incentives.
  • Process node, wafer diameter, monthly wafer capacity and product mix.
  • Building, cleanroom and utility scope, including expansion phases.
  • Equipment list, installation, spares, automation and metrology.
  • Process-development, mask, intellectual-property and qualification budgets.
  • Financing costs, tax treatment, labor assumptions and utility prices.
  • Expected yield ramp, selling prices, cycle time, maintenance and downtime.
  • Committed internal or external customers and the timing of their demand.

Without those inputs, a precise “fab cost” number would create false confidence.

Fabless economics: lower capital does not mean lower risk

The fabless model avoids direct ownership of fabrication assets and can leave more capital for architecture, software, design tools, verification and market development. It adds dependence on foundry capacity, process availability, packaging schedules and the supplier relationship. A fabless company can also face long lead times or allocation limits when demand surges.

The Commerce Department’s survey of companies from 2017 through 2022 illustrates why neither model should be reduced to a slogan. Fabless companies had higher net-profit margins in all but one of the covered years; in 2022, the survey reported 32% for fabless firms versus 20% for integrated device manufacturers, a 12-point difference. At the same time, an average 44% of surveyed fabless companies reported a net loss in any year from 2017 to 2022, compared with 17% of IDMs. These are historical, group-level observations, not a forecast for a particular entrant and not proof that outsourcing causes the margin result.

When owning a fab can be strategically rational

Demand is large, visible and durable

Ownership becomes more defensible when a company can show multi-year demand from its own products or contracted customers, with enough volume and pricing power to support the facility through cyclical periods. A forecast based only on a current boom—such as a temporary surge in one application—does not establish durable utilization.

Manufacturing itself is a differentiator

An owned process may be justified when device performance, specialized materials, analog characteristics, radiation tolerance, security controls or proprietary integration cannot be obtained economically from a merchant foundry. The owner must still demonstrate that the differentiation survives the cost of developing and maintaining the process.

Supply continuity has exceptional value

Defense, critical infrastructure or regulated products may place a premium on domestic or controlled production. That premium can support an owned facility or a public-private project, but it should be quantified against the cost of redundant capacity, inventory and alternate suppliers.

There is an ecosystem to support the plant

Experienced operators, equipment service, materials suppliers, packaging, testing, universities and design customers reduce ramp risk. Starting in a location without those capabilities increases hiring, training, logistics and downtime exposure.

When the foundry route is usually stronger

Outsourcing is generally more attractive when product demand is uncertain, volumes are modest or changing, the company’s advantage lies in architecture and software, or the required process is available from several qualified suppliers. It also suits companies that cannot finance years of construction and qualification before revenue arrives. The trade-off is less direct control over capacity and roadmap decisions, so the business should negotiate forecasts, allocation rules, quality requirements, change notification, business-continuity measures and, where possible, second-source options.

A practical decision framework

  1. Define the manufacturing requirement. Specify node, wafer size, monthly starts, performance targets, packaging, testing, quality standards and geographic constraints. “We need a fab” is not a usable requirement.
  2. Build a demand case by product and year. Separate committed orders, internal consumption, probability-weighted pipeline and speculative demand. Model downturns and delayed launches.
  3. Obtain foundry alternatives. Compare available nodes, capacity reservations, pricing structure, lead times, yield history supplied by the vendor, packaging access and continuity terms. Do not assume all foundries or nodes are interchangeable.
  4. Model the owned-fab cash curve. Include land, design, construction, tools, installation, process development, staffing, utilities, maintenance, financing, ramp scrap and idle capacity. Show timing, not only a final capital total.
  5. Stress-test utilization and yield. Run cases for slower demand, lower yield, delayed qualification, tool failure, cost inflation and technology migration. The analysis should show when cash flow turns positive under each case rather than rely on one break-even percentage.
  6. Value strategic benefits explicitly. Assign a monetary or operational value to supply assurance, export-control flexibility, geographic diversity, proprietary process capability and faster engineering feedback. If a benefit cannot be measured, label it as a strategic judgment rather than a financial return.
  7. Check execution capability. Identify who will lead site development, equipment procurement, process integration, quality, safety, hiring and customer qualification. A financing plan without an operating team is incomplete.
  8. Choose staged commitment where possible. Options include long-term foundry reservations, joint ventures, a mature-node pilot line, contract manufacturing, or a phased site that adds tools only after customer milestones. Staging reduces irreversible exposure but may provide less control.

Principal risks and how to manage them

Demand and cycle risk

Semiconductor demand varies by end market, and TSMC identifies trade conflicts and protectionism among risks to demand. Use multiple market scenarios and avoid treating current artificial-intelligence or computing demand as a permanent utilization guarantee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Technology obsolescence

A facility can lose relevance if it cannot keep pace with customers’ process needs. Reserve capital for upgrades and a process roadmap; otherwise, the original investment may remain tied to a shrinking product set.

Construction and ramp failure

An announced project is not the same as completed construction, qualified tools, acceptable yield or profitable production. Track milestones separately: site, building, utilities, tool installation, first wafer, qualification, volume production and sustained yield.

Customer concentration

TSMC’s 534-customer base and diversified end markets are difficult for a new owner to replicate. A project dependent on one internal product or one external customer needs contractual protection and a contingency plan for lost volume.

Geographic and policy risk

Incentives, permitting, export controls, tariffs, power availability and water restrictions are jurisdiction-specific. Public support can improve a project’s economics, but eligibility, timing and conditions must be documented rather than assumed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Talent and supplier bottlenecks

Process engineers, equipment technicians, facilities specialists and experienced fab managers are not instantly available. A hiring and training plan should precede construction, and critical tools and consumables need qualified alternatives where feasible.

What the evidence supports—and what it does not

The evidence supports a clear structural conclusion: a scaled foundry can spread fixed assets, technology investment and demand fluctuations across many customers, while an owned fab gives control at the price of concentrated capital and execution risk. It supports using TSMC’s 17-million-wafer capacity, 534 customers and 305 technologies as scale context, not as a promise that every customer receives identical economics.

It does not support a universal current construction price, a generic break-even utilization threshold or a blanket claim that fabless companies always outperform integrated manufacturers. The Commerce Department’s margin and loss figures are historical survey aggregates; TSMC’s US$165 billion U.S. figure is a planned, multi-facility program. Any investment decision needs a project-specific model with dated assumptions and customer evidence.

Bottom-line decision rule

Choose a foundry when flexibility, speed to market and preservation of capital matter more than direct control, and when qualified external capacity is available. Consider owning manufacturing only when demand is substantial and durable, the process itself creates defensible value, supply-control benefits are worth paying for, and the company can finance and operate the fab through technology transitions and downturns. For most firms, the disciplined first step is not announcing a factory; it is proving the demand, alternatives and staged economics that would make one necessary.
