The October 3, 2026 report describes exploratory talks, not a signed agreement or a confirmed Intel departure. Startup Fortune attributes its account to Tim Culpan’s October 2 Culpium newsletter.
What is TSMC reportedly considering?
According to the October 3 report, TSMC is exploring a partnership to help operate Terafab. The report says the project could make the proposed Texas campus an anchor client for TSMC, but it does not provide signed terms, a confirmed role, or a finalized schedule. These details remain attributed reporting rather than an announcement from TSMC or the Terafab companies. Startup Fortune’s report does not establish a contract.

What does the Intel setback mean?
The report says talks over Intel’s potential Terafab role have stalled. That is not evidence that Intel has withdrawn from the project: the available reporting does not confirm an exit. Nor does it establish competing Intel and TSMC proposals that can be compared on price, chipmaking process, capacity, or schedule.

In correspondence to the SEC dated May 7, 2026, SpaceX said Tesla and SpaceX had agreed to a general framework for future Terafab development. The filing said specific projects would require separate negotiations and agreements covering matters such as timelines, milestones, and capital expenditures. It also said Tesla and Intel were not obligated to remain part of the project. The filing predates the reported TSMC talks and does not say TSMC was participating. SpaceX’s SEC correspondence therefore establishes a framework, not a TSMC deal or settled project plan.

What has TSMC said about Tesla, Intel, and building fabs?
At TSMC’s April 16, 2026, first-quarter earnings call, CEO C.C. Wei described Tesla and Intel as both TSMC customers and competitors. His remarks came before the October report and should not be read as a response to it. In that call, Wei also outlined the general time required to build and ramp a new fab:
“Again, let me say that it takes two to three years to build a new fab. No shortcuts. And it takes another one to two years to ramp it up.”
That is Wei’s general description of fab timelines, not a Terafab construction schedule or prediction. The same call emphasized technology leadership, manufacturing excellence, customer trust, and service as requirements for foundry success. TSMC’s Q1 2026 earnings-call transcript records those comments.
What is confirmed—and what remains uncertain?
- Reported, not confirmed: TSMC is exploring a Terafab role, and Intel talks reportedly stalled, according to the October 3 account.
- Disclosed by SpaceX: Tesla and SpaceX had a general framework for future development as of May 7, 2026; specific projects required separate agreements.
- On the record before the report: Wei called Tesla and Intel both customers and competitors, and gave a general fab build-and-ramp timeline.
- Not established: A signed TSMC agreement, Intel’s withdrawal, final Terafab responsibilities, project-specific timing, or confirmed comparative proposals.
The distinction matters because the official filing and earnings-call remarks describe earlier, limited facts; neither verifies the October report’s account of current discussions.
