Donald Trump is asking voters to treat the 2026 midterms as if he were personally on the ballot—and has promised a $5,000 payment if Republicans win. The reported proposal is not an approved benefit: Trump has not explained how it would be funded or what legal authority would allow it.
What Trump said about the midterms and $5,000
At the Republican midterm convention in Dallas in September 2026, Trump urged supporters to imagine he was on the ballot. “I’m asking you to pretend that I’m on the ballot … just one more time,” he said, according to CBS News. In the same speech, he promised: “If the Republicans win, you win with us, and you get $5,000.”
CBS News and The Guardian reported the condition as Republicans retaining control of both the House and Senate. Trump is asking voters to treat the election as a referendum on him; the reports do not say he is a candidate in these midterms.
Who would receive the proposed payment?
Georgia Public Broadcasting reported that Trump described the proposed dividend as $5,000 for every adult U.S. citizen. He also said the money would have to be spent in the United States. The reporting does not provide a process for determining eligibility, distributing payments, or enforcing that spending condition.

Is the $5,000 payment approved or available to claim?
No. The reporting describes a promise made in a political speech, not an enacted or funded benefit program. Georgia Public Broadcasting reported that Trump did not explain where the money would come from or the proposal’s legal basis. The sources reviewed do not establish an appropriation or authoritative legal ruling for it. There is no reported application process or claim date.
How much could the payments cost?
CBS News estimated that paying approximately 245 million adult U.S. citizens $5,000 each could cost upwards of $1 trillion. That is a news organization’s estimate of the potential total, not an official budget score or the cost of an enacted program. Pandemic-era stimulus payments show that broad household payments have precedent, but that precedent does not establish funding or legal authority for this proposal.

Why is Trump asking voters to pretend he is on the ballot?
The Associated Press described the appeal as an effort to counter the political headwinds that commonly face the party controlling the White House in midterm elections. Its account framed Trump’s approach as an attempt to make the campaign about himself and his record. That describes the political strategy, not proof that it will increase turnout or help Republicans win.
Trump repeated the appeal after the Dallas convention. At an October 2, 2026, event in Mobile, Alabama, he said: “This election, I’m asking you to pretend that I’m on the ballot,” according to The Daily Beast. The repetition shows he continued using the message; the reporting does not establish how voters responded.
