Treasury Bills vs. CDs: Which Is Better for Short-Term Savings?

Treasury bills and CDs can both work for short-term savings. Compare the same-term after-tax return, maturity date, early-access terms, and applicable protections before choosing.

Neither Treasury bills nor certificates of deposit (CDs) are always the better choice. Match the maturity to when you need the money, compare current yields over the same period, and account for taxes and the cost or risk of getting your cash early. For US savers, Treasury bill interest is federally taxable but exempt from state and local income tax; CD interest is taxable interest. A Treasury bill can be sold before maturity at a market price, while a CD’s early-withdrawal rules depend on its contract.

How Treasury bills and CDs work

Treasury bills

Treasury bills are short-term securities issued by the US government. TreasuryDirect lists regular terms of 4, 6, 8, 13, 17, 26, and 52 weeks, within an overall range of four to 52 weeks. Bills are sold at a discount or at face value; at maturity, the Treasury pays the face value. The difference between the purchase price and face value is the bill’s interest. The rate is set at auction, and interest is paid at maturity. The listed minimum purchase is $100, in $100 increments. TreasuryDirect explains bill terms and mechanics.

You can buy bills through TreasuryDirect with a noncompetitive auction bid, through a bank, broker, or dealer, or in the secondary market. The auction sets the rate, so a TreasuryDirect buyer does not know the final rate when scheduling a purchase. TreasuryDirect describes purchase routes.

At maturity, you can receive the proceeds or schedule reinvestment in a bill of the same term through TreasuryDirect. Its bill redemption and reinvestment guidance explains those options.

Certificates of deposit

A bank CD is a deposit held for a specified term. The FDIC says terms are usually three months to five years or more. The rate, maturity, renewal process, and access to money are governed by the account’s terms. Many fixed-rate CDs allow early withdrawal in exchange for a penalty, but the amount and rules vary. Some market-linked CDs may not allow early redemption; some long-term, high-yield CDs may give the bank a call option. Read the specific account disclosures rather than assuming all CDs work alike. FDIC guidance on shopping for CDs covers these features.

Which one is better for your savings?

The better fit depends on your cash deadline and the terms available when you invest. Use this comparison to identify what to check; it is not a same-day rate ranking.

Consideration Treasury bill CD
Return and payment Rate set at auction; bought at a discount or at par, with face value paid at maturity. Rate and payment terms are set by the institution’s offer and contract; compare the advertised APY and term.
Access before maturity Can be sold in the market, but proceeds may be more or less than the maturity value. Early withdrawal may trigger a contract-specific penalty; some CDs do not permit early redemption.
Taxes for US savers Interest is subject to federal income tax and exempt from state and local income taxes. Interest is taxable interest; state and local treatment may apply.
Protection Direct debt obligation of the US government. May be covered by FDIC insurance when held at an FDIC-insured bank, subject to applicable rules and limits.
Maturity and renewal Can be redeemed or scheduled for reinvestment in the same term through TreasuryDirect. May renew automatically; check the renewal rate, notice window, and instructions for withdrawing or stopping renewal.

A Treasury bill may fit when…

  • Your savings date aligns with an available bill term and you expect to hold the bill to maturity.
  • State or local income-tax treatment materially affects your after-tax comparison.
  • You want a direct US government obligation and are comfortable with auction-set rates and maturity-based payment.

A CD may fit when…

  • You find a competitive offer with a term that matches your savings goal.
  • You understand the early-withdrawal penalty or can leave the deposit untouched until maturity.
  • You prefer the account’s stated deposit and renewal terms, and have confirmed whether the balance is within applicable FDIC coverage.

Compare the return on equal terms

Do not compare a Treasury bill’s quoted discount rate directly with a CD’s APY as though they measured the same thing. Compare annualized, pre-tax returns for approximately the same holding period, using the bill’s current auction result and the CD’s current APY. Then estimate after-tax returns: both are subject to federal income tax, but Treasury bill interest is exempt from state and local income taxes while CD interest is taxable interest. Your personal tax situation determines how much that difference matters. See the IRS guidance on interest received.

There is no established same-day comparison here between October 7, 2026 Treasury bill auction yields and available CD offers. The FDIC’s March 16, 2026 national rate table reported average rates of 1.28% for three-month CDs, 1.47% for six-month CDs, and 1.52% for 12-month CDs. These are dated national averages—not current offers—and should not be treated as directly comparable to a particular bill’s auction yield. The FDIC publishes national rate tables.

Check liquidity, maturity, and protections

If you might need the money early

A bill can be sold before maturity, but a sale takes place in the market; its price may differ from face value. A CD may allow early withdrawal for a fee, or may prohibit early redemption. Compare the bill’s possible market-price risk with the CD’s exact penalty and access rules. If you cannot accept either consequence, money that must remain immediately available may need a different kind of account.

If you want predictable maturity handling

For a bill held to maturity, the Treasury pays face value. Decide whether to redeem it or arrange same-term reinvestment through TreasuryDirect. For a CD, check whether it renews automatically, what rate applies after renewal, and how much time you have to withdraw or change instructions at maturity.

If deposit insurance matters

A CD is potentially covered by FDIC insurance only when it is a qualifying deposit at an FDIC-insured bank, and coverage is subject to applicable limits and ownership categories. Check the institution and how your planned deposit combines with other balances in the same category; do not assume every dollar is insured. The FDIC’s deposit insurance FAQs explain coverage. A Treasury bill is a direct obligation of the US government, not an FDIC-insured bank deposit.

A practical comparison checklist

  1. Set your cash date. Decide when the money must be available and look for a product whose maturity aligns with that date.
  2. Get current terms. Check the relevant Treasury bill auction result and the CD’s current APY for a similar term; rates and offers change.
  3. Make the yields comparable. Compare annualized, pre-tax returns rather than treating a bill’s discount rate and a CD’s APY as interchangeable.
  4. Estimate your after-tax return. Include federal tax on both and the state and local tax distinction for Treasury bill interest.
  5. Read the CD contract. Verify the minimum deposit, early-withdrawal penalty, renewal window and rate, and any call or market-linked features.
  6. Plan for early access. Decide whether you will hold a bill to maturity or might sell it, and understand that an early sale price can differ from face value.
  7. Verify CD coverage. Confirm the bank’s FDIC status and whether your total planned balance fits within applicable coverage limits.
