The HTTP connector, HTTPS connector, and shutdown port are separate settings, so changing the wrong one can leave the web endpoint unchanged. If the new socket answers but your application returns an error, investigate its context path and deployment rather than changing the port again.

Start with the failure you can actually observe
Port changes produce different symptoms, and each symptom points to a different layer. Classify the failure before editing more XML.

A refused connection means no process is accepting the socket at the address you tested. An HTTP status such as 404 or 500 proves that a process answered; continue with application and deployment checks instead of treating it as a port-bind failure.
Identify the port setting that controls your URL
For ordinary HTTP, the relevant value is the port attribute on the active HTTP Connector. A typical connector looks like this:

redirectPort='8443' />Tomcat creates its HTTP server socket on that connector port. The usual default is 8080; that is a configuration default, not a requirement. If you changed it to 1977, an HTTP request must use http://localhost:1977/ when testing locally.
Make sure you edited the running instance
Tomcat installations can have separate CATALINA_HOME and CATALINA_BASE directories. CATALINA_HOME contains the installed binaries, while CATALINA_BASE identifies an instance’s configuration, logs, webapps, and work directories. In a single-instance installation they may be the same directory. A service, container, IDE, or startup script can point to a different base directory than the one you opened in an editor.
Inspect the startup command, service definition, or container environment to determine the active base directory. Then open its conf/server.xml. Editing a second Tomcat installation has no effect on the process that is listening.
Distinguish HTTP, HTTPS, and shutdown ports

The redirectPort on a non-SSL connector tells Tomcat where to send requests that require transport security. It does not make that port an HTTPS listener. An HTTPS connector must be configured and listening separately.
In multi-instance configurations, portOffset can shift the server port and nested connector ports. Two instances may therefore have different effective ports even when their XML values appear similar. Compare the effective configuration and startup logs for each instance.

Change the active connector safely
- Stop or prepare to restart the correct instance. Record the service name, container, or startup command that launches it. This prevents a successful restart of one instance from being mistaken for a change to another.
- Back up the active file. Copy the instance’s
conf/server.xmlbefore editing. Preserve the original so a malformed XML change can be reversed quickly. - Edit only the intended connector. Change the HTTP connector’s
portvalue to a numeric, unused port. Do not change the outerServerport when you intend to change browser traffic. If you are moving HTTPS, edit the SSL connector instead and review the relatedredirectPort. - Choose a bindable port. Apache Tomcat’s startup guidance says: “Change it to a port that isn’t in use, and is greater than 1024, as ports less than or equal to 1024 require superuser access to bind under UNIX.” On Unix-like systems, a port at or below 1024 normally requires the process to have the necessary elevated privilege. A higher unused port avoids that requirement for ordinary deployments.
- Validate the XML. Keep the connector inside the correct
Serviceelement, close every element, and retain required attributes such asprotocol. A syntax error can prevent startup even when the port itself is free. - Restart Tomcat. Saving the file is not enough. Tomcat does not reload
server.xmlas a live port change; stop and start the same service, container, orCATALINA_BASEinstance. - Read the startup log. Confirm that the connector initialized and look for bind errors, XML parsing errors, or a message identifying the effective port. If startup failed, fix that error before testing from a browser.
- Test the new URL. Replace the old port in the browser, API client, health check, reverse proxy, and firewall rule. A port change does not alter the application path.
Check whether another process owns the new port
Only one server application can listen on a particular port and IP address at a time. A second Tomcat instance, another Java service, a development server, or a system daemon may already own the value you selected. The operating system’s listener table is more reliable than guessing from configuration files.
Linux and other Unix-like systems
Use one of these diagnostic commands with the actual port number:
ss -ltnp | grep ':1977'
lsof -nP -iTCP:1977 -sTCP:LISTENThe first command displays listening TCP sockets when ss is available. The second identifies the process and command line when lsof is installed. You may need elevated privileges to see another user’s process details. If a process owns the port, determine whether it is the intended Tomcat instance before stopping it.
Windows
PowerShell can query the listener directly:
Get-NetTCPConnection -LocalPort 1977 -State ListenOn systems without that cmdlet, use:
netstat -ano | findstr :1977The final column from netstat is a process ID. Map it to a process with the normal Windows process tools, then verify the service identity. Do not terminate a process merely because it uses the desired port; it may be a production service.
Interpret a bind failure correctly
If the log reports Address already in use, changing the browser URL will not help because Tomcat never obtained the socket. Select another free connector port or stop the conflicting process according to your operating procedures. Also check whether an old Tomcat process remained after a failed restart and whether two service definitions launch the same instance.

Restart the same Tomcat instance you edited
A common cause of apparent non-response is restarting a different installation. A manual command may use one CATALINA_BASE, while a system service uses another. Containers can mount a host directory over the image’s configuration, and an IDE may launch an embedded copy.
Use the control mechanism that owns the running process:
- For a system service, restart that service and inspect its status and journal or event log.
- For a manual installation, stop it with the instance’s shutdown script or normal process-control method, then start it with the same environment variables and base directory.
- For a container, recreate or restart the container after changing the mounted configuration, and verify that the host-to-container port publishing still maps the new value.
- For an IDE-managed server, stop and start the server configuration shown by the IDE rather than launching an unrelated Tomcat from a shell.
The Context reference and startup guidance both require a restart for server.xml changes. If the old port remains open after your restart, inspect the process command line and listening sockets to discover which instance is actually running.
Use the new host and port when testing
After a successful restart, test locally on the machine where Tomcat runs:
curl -i http://localhost:1977/Use the server’s real hostname or IP address when testing from another machine. A browser bookmark, monitoring probe, API client, reverse proxy, or load-balancer target that still contains :8080 will continue to fail even though Tomcat is healthy on :1977.

Check the protocol as well as the number. Sending HTTP to an HTTPS connector can produce a protocol error; sending HTTPS to an HTTP connector can produce a handshake failure. Use the URL scheme that matches the connector you configured.
When local access works but remote access fails
If localhost succeeds while a remote client cannot connect, Tomcat has probably completed its bind and the remaining problem is outside the connector’s numeric port value. Work outward from the server:
- Check the connector address. A connector bound only to loopback accepts local traffic but not connections arriving on the server’s network interface. Review any
addressattribute or equivalent bind setting. - Check the host firewall. Permit the selected TCP port in the operating system firewall, using the correct network profile and source ranges.
- Check cloud or virtual-network policy. A security group, network ACL, or provider firewall may still allow 8080 while blocking the new value.
- Check container publishing. The connector’s container port and the host’s published port are separate. Update the publishing rule and then recreate or restart the container.
- Check proxies and load balancers. Update the upstream target, listener, health check, and any TLS termination rule. A proxy can continue sending traffic to the old port even when direct access works.
- Test from the client network. A successful local curl proves only local reachability. Test the hostname, DNS result, route, and TCP connection from the same network as the failing user.
Do not expose the shutdown port to the network as a workaround. It is an administrative control channel, not a web listener, and should remain restricted.

A Tomcat landing page or an HTTP response proves that the socket and at least one web application answered. It does not prove that the requested application URL is correct.
Use the deployed context path
Tomcat commonly derives an application context from the WAR filename or an explicit context configuration. An application deployed as myapp.war is normally requested at /myapp/, not automatically at /. Request the path shown by your deployment configuration:
curl -i http://localhost:1977/myapp/Changing a connector port does not rename a WAR, alter its context path, or move its static resources.
Verify deployment state
- Confirm that the WAR or exploded directory is present in the active instance’s webapps location.
- Read the application and host logs for deployment exceptions, missing dependencies, permission errors, or failed initialization.
- Check whether an explicit Context configuration points to a different document base or path.
- Make sure you are reading logs from the same
CATALINA_BASEthat owns the connector.
Tomcat’s Context configuration is separate from the connector. If you change context settings in server.xml, restart as well; those changes are not made live simply by saving the file.

Fix HTTPS and redirect-port mismatches
HTTP and HTTPS usually use separate connectors. Suppose HTTP listens on 1977 and HTTPS listens on 9443. A request that requires confidentiality may be redirected to the value in redirectPort on the HTTP connector. If that value still points to an old secure port, the redirect can lead to a refused connection or to the wrong service.
When changing the secure port:
- Locate the SSL/TLS connector and change its
portto the chosen unused value. - Review the non-SSL connector’s
redirectPortand set it to the actual HTTPS listener when redirects are required. - Confirm that certificates, proxy forwarding rules, health checks, and firewall permissions refer to the same secure port.
- Restart Tomcat and test both the direct HTTPS URL and an HTTP request that should redirect.
The SSL HOW-TO specifically calls out updating redirectPort when the secure port changes. A working HTTP connector does not demonstrate that the SSL connector is configured correctly.
Account for multiple Tomcat instances
Running more than one instance on a host requires unique listening combinations. Each instance needs its own HTTP connector port, HTTPS connector port, and shutdown port on the same IP address. If an instance uses portOffset, its effective values may be shifted from the numbers visible in the base configuration.
Compare the startup logs and complete server.xml files for all instances. Look for duplicate connector values, duplicate outer Server ports, and service definitions that accidentally start the same base directory twice. A successful first instance can occupy a port and cause only the second startup to fail.

A complete recovery checklist
- Identify the process and active
CATALINA_BASE. - Open that instance’s
conf/server.xml, not a similarly named installation. - Confirm whether the desired endpoint is HTTP or HTTPS.
- Change the matching connector’s
port; leave the shutdown port alone unless you are deliberately reconfiguring administration. - Choose a free port, preferably above 1024 for an ordinary Unix deployment.
- Check listeners with the operating system’s socket tools.
- Validate XML and retain a rollback copy.
- Restart the same service, container, or manual instance that owns the configuration.
- Read startup logs for connector initialization and bind errors.
- Test
http://host:new-port/or the corresponding HTTPS URL. - Use the application’s real context path, such as
/myapp/. - If only remote access fails, update network controls and proxy or container mappings.
- If HTTPS is involved, align the secure connector and
redirectPort. - For multiple instances, compare all effective ports and any
portOffsetvalues.
Prevent the next port-change outage
Document each instance’s HTTP, HTTPS, and shutdown ports alongside its service name and base directory. Keep a small change record showing the old value, new value, restart command, firewall rule, proxy target, and health-check URL. Reserve ports deliberately so a development server or second instance does not claim them unexpectedly.
Automated health checks should be updated in the same change as the connector. Test from both the Tomcat host and a representative remote network, and verify the application context rather than only the root landing page. These practices separate a successful socket change from a complete, reachable application deployment.
