TLS Certificates as Corroborating Evidence on Internet-Facing FortiGate Gateways

A Fortinet-associated TLS certificate can corroborate possible FortiGate exposure, but certificate details, endpoint behavior, DNS, IP ownership, and asset records are needed for a defensible attribution.

A TLS certificate can support a finding that an internet-facing endpoint may be serving a Fortinet or FortiGate function, but it cannot by itself prove who owns the address, what device is currently behind it, or which service the endpoint provides. Treat the certificate as one time-stamped clue and corroborate it with endpoint behavior, DNS, address ownership, and your organization’s asset records.

What a FortiGate TLS certificate can tell you

FortiOS uses certificates for more than one purpose, including VPNs, administrative access, and deep packet inspection. A certificate associated with Fortinet therefore does not uniquely identify a service or prove a particular configuration. Fortinet’s FortiOS 7.6.0 certificate documentation describes these different certificate roles.

There is a more specific clue for HTTPS administration. Fortinet’s FortiOS 7.6.1 documentation says Fortinet_GUI_Server is the default certificate for HTTPS administrative access. The appliance generates it and signs it with its built-in Fortinet_CA_SSL certificate authority, which Fortinet describes as unique to each FortiGate. In the documented behavior, the certificate’s subject alternative names (SANs) are populated dynamically with IP addresses of interfaces enabled for HTTPS, including an IP management address where applicable. See Fortinet’s FortiOS 7.6.1 administration guide.

Fortinet says this GUI certificate is only for HTTPS administrative access. A match can therefore corroborate possible exposure of an administrative interface, but it does not establish that the observed endpoint is currently controlled by a particular organization. Nor does a Fortinet string in a certificate, without the surrounding evidence, prove the device’s identity.

Distinguish the gateway’s admin certificate from inspected traffic

A certificate seen at an address may relate to traffic passing through a FortiGate rather than the appliance’s own management interface. The distinction matters because FortiOS has separate certificate behaviors for inspection and for inbound access to protected servers.

Certificate inspection and deep inspection

Certificate inspection reads headers through the SSL/TLS layer; deep inspection can decrypt traffic for content scanning. In the client-to-server scenario described in Fortinet’s FortiOS 7.2.7 documentation, deep inspection can dynamically substitute a server certificate signed by a CA on the FortiGate. The substituted certificate is evidence of TLS interception in that traffic path, not necessarily of the certificate used by the gateway’s own web administration.

  • INTEGRATED FIREWALL APPLIANCE AND SECURITY SERVICES: Comes with FortiGate-40F Firewall Appliance, 1 year of FortiCare Premium, and FortiGuard Unified Threat Protection.
  • UTP SECURITY FEATURES: Offers protection from advanced threats with DNS filtering, URL filtering, video filtering, and controls against botnets.

  • CONTINUOUS SUPPORT AND MAINTENANCE: FortiCare Premium ensures that technical help is readily available to manage and troubleshoot issues.
  • COMPACT AND EFFECTIVE: Provides a powerful, yet compact security solution that effectively protects against a wide range of cyber threats.

Fortinet also documents a specific limitation: in flow-based certificate inspection, certain validation and SNI checks are not performed. This caveat applies to the documented FortiOS 7.2.7 behavior and should not be generalized to every release or inspection mode. Details are in the FortiOS 7.2.7 administration guide.

Protecting an inbound SSL server

For an inbound policy protecting a backend server, Fortinet’s Protecting SSL Server profile can use the protected server’s installed certificate to simulate that server while the appliance decrypts and inspects traffic destined for it. That certificate represents the protected service in this policy context; do not mistake it for the certificate on the FortiGate’s own administrative interface. Fortinet documents this behavior for FortiOS 7.6.0 in its administration guide.

How to make a defensible finding

  1. Capture the observation. Record the time, target IP address or hostname, port, whether SNI was sent and its value, the complete certificate chain, subject and SAN values, issuer, validity period, and a stable certificate fingerprint.
  2. Compare the certificate with documented roles. Check whether its identity and SANs are consistent with the documented Fortinet_GUI_Server administrative certificate, a certificate used for a protected backend, or another FortiOS certificate role. A matching brand string alone is not device attribution.
  3. Corroborate the endpoint independently. Compare its protocol response with current DNS and IP ownership data and known asset records. Consider whether NAT, a reverse proxy, load balancer, shared hosting, or certificate reuse could affect what appears at the address; the certificate alone does not reveal how a particular target is deployed.
  4. State the conclusion at the strength the evidence supports. With certificate evidence alone, use language such as “consistent with” or “corroborates possible FortiGate exposure.” Reserve definitive attribution for multiple convergent lines of evidence.
  5. Check the deployed FortiOS version. Defaults and inspection behavior cited here are version-specific: the administrative certificate description is from FortiOS 7.6.1, the inspection caveat from 7.2.7, and the inbound protected-server behavior from 7.6.0.

How internet scan data fits into the assessment

Censys describes certificate inventories built from internet scans and certificate-transparency logs, and provides FortiGate endpoint application data. These sources can help discover and corroborate externally visible certificates, but an inventory entry is a scan observation, not proof of present-day configuration or organizational ownership. Check the collection time and verify the endpoint against independent DNS, address-ownership, and asset evidence.

For ongoing asset management, an external certificate inventory or attack-surface monitoring service may be a useful operational follow-up, but it is optional: the evidence question is resolved by careful collection and corroboration, not by buying a particular product. See Censys’s documentation on certificate inventory and internet scan data.

Fortinet’s certificates feature may be hidden in the FortiGate GUI until enabled under Feature Visibility, according to its FortiOS 7.6.0 certificate documentation. This affects where an administrator may find certificate controls in the interface; it does not change what an externally observed certificate can prove.
