Time-Tracking Best Practices for Teams: Build Accurate, Trustworthy Records

A practical guide to accurate team time records: separate payroll hours from project allocations, set clear submission and approval rules, and collect only what the work requires.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Good team time tracking records the hours and work details a business actually needs—without collecting more information than the purpose requires. Set clear categories and deadlines, let employees review and correct their entries, and make approvals traceable. Keep attendance records for payroll distinct from project and task allocations used for costing, billing, or planning.

Start with the purpose of tracking

Before choosing a form or tool, tell employees what the records are for and how they will be used. A process designed to confirm hours for payroll is not automatically the right way to measure project effort or plan workload.

  • Attendance and payroll: Record the hours and attendance details needed to administer pay and meet applicable local requirements.
  • Project costing, billing, or contract and grant labor distribution: Record work against categories that reflect where the labor was actually spent.
  • Estimating and workload planning: Capture enough project or activity detail to inform forecasts without implying that every minute is a productivity measure.

Explain the purpose to the team and connect each required field to it. Atlassian’s guidance recommends making clear why tracking matters: Atlassian on time tracking.

Distinguish hours worked from project allocation

These records answer different questions. An attendance record shows when or how long someone worked; a project time entry allocates work to a project, task, client, or activity. One record may support both only if it captures the information each process needs and employees can understand the categories.

Record type Question it answers Useful policy detail
Attendance or payroll hours What hours or attendance information should be processed for pay? Work schedules, how to record hours, how leave and corrections are handled, and the applicable submission and approval cycle.
Project or task allocation Which work received the recorded labor? Project and activity names, rules for indirect or unassigned work, and the detail needed for costing, billing, estimating, or planning.

For commercial organizations documenting salary and wage costs charged to contracts or grants, NIH guidance says hours should be reported and distributed according to work performed, not the availability of funding. That guidance is specific to its contract-and-grant context, not a universal rule for every employer. See the NIH guidance on time and effort reporting.

Write a policy employees can follow

Use plain language and make the policy answer the practical questions an employee faces while entering time. Keep the rules consistent with the stated purpose.

  • Which hours, work, or activities must be recorded?
  • Which project, task, or activity categories should employees use, and what should they do when work does not fit a direct project?
  • How precise must entries be? Choose a level that serves the business need; there is no single precision increment established for every team.
  • How should leave, schedule differences, missed entries, and corrections be handled?
  • When are entries due, and who reviews and approves them?
  • What are the records used for, who can access them, and how can employees see their own entries?

Avoid ambiguous labels such as “other” unless the policy explains when to use them. If several worker groups have different schedules or requirements, spell out the differences rather than expecting staff to infer them.

Set a regular, predictable submission rhythm

Timely entries are easier to complete accurately than a backlog reconstructed from memory. Publish a recurring deadline and choose a reporting period that fits the purpose of the records.

For payroll or attendance

Set the period and deadline to match the organization’s payroll process and applicable local requirements. Tell employees when the period closes, when approvals are due, and how to raise a missed or incorrect entry.

For project control

Align timekeeping status dates with the dates used to assess project progress. PMI gives the example of a project whose status is assessed through Sunday using a Monday-through-Sunday timekeeping period. That is an illustration of alignment, not a universal deadline. See PMI’s guidance on timekeeping status dates.

Make entry, approval, and correction responsibilities clear

Employees should be able to enter and review their own time. Managers or designated timekeepers should check entries and approve or return them under a defined process. The University of Pennsylvania’s Workday guide, for example, assigns workers responsibility for entering accurate time and submitting timesheets on time under their manager, department, and University instructions; its workflow is an institutional example, not a rule for all organizations. See the Penn Workday time-tracking guide.

For corrections, state who may make a change, how the reason is recorded, and how the employee can review or attest to it. NIH’s contract-and-grant guidance says changes should be made by the employee and initialed, and calls for separation between timekeeping and payroll accounting. Apply that as context-specific internal-control guidance rather than a universal procedure; see the NIH guidance.

Choose a collection method that fits the work

Paper and electronic timesheets can both work. Choose based on team size, work patterns, payroll and project systems, approval needs, auditability, and employee access—not on an assumption that one format is always better. PMI discusses time reporting in relation to project controls in its project time-reporting guidance.

When comparing processes or tools, check whether:

  • Categories match the work and make sense to employees.
  • Employees can enter, view, and request or make corrections to their own records.
  • Reviewers can approve or return entries, with a clear record of what changed.
  • Reports and exports support the actual payroll, costing, billing, or planning workflow.
  • The process accommodates different schedules, locations, and worker groups.
  • The tool collects only information needed for the stated purpose and provides appropriate privacy information.

Keep time tracking proportionate and transparent

Recording reported work hours is different from watching how someone works throughout the day. Choose the least intrusive method that can meet the stated objective. The UK Information Commissioner’s Office (ICO) says employers should have a clear purpose, identify an appropriate lawful basis for monitoring, and use the least intrusive means that achieves the aim. Buying a monitoring tool does not transfer the employer’s data-protection responsibilities. Read the ICO’s worker-monitoring guidance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The ICO describes a case in which an employer responded to a small number of discrepancies in remote workers’ start times by introducing webcam images. Its guidance indicates that this is likely disproportionate if a less intrusive check—such as reviewing system login times and letting workers explain discrepancies—could address the concern. The example does not decide every workplace situation; it illustrates why the monitoring method should match the problem.

For privacy-sensitive decisions, distinguish a time-entry requirement from monitoring that captures screenshots, keystrokes, webcam images, or broad productivity data. Explain what is collected, why it is necessary, who can access it, and how it will be used. Verify legal obligations for the relevant location and worker category; the ICO guidance concerns UK data-protection responsibilities, and employment rules vary by jurisdiction.

Review whether the process is working

Regular review can identify unclear categories, late submissions, recurring corrections, or approval bottlenecks. Review the records for their stated operational purpose, not as a substitute for a clear policy or a reason to collect more intrusive data. Atlassian recommends regular time entries and review in its time-tracking guidance.
