The right choice depends on where staff work, how they identify themselves, what supervisors must approve, and how time records reach payroll. These are distinct options: a clock used to timestamp bid submissions, for example, is not an employee attendance system.
What does “time clock for public services” mean?
It can mean an employee timekeeping system used by a public agency, but “time clock” can also refer to a physical device used for an administrative timestamp. The distinction matters when evaluating products: employee attendance needs clock-in and clock-out records and an approval workflow; a procurement office may need an official timestamp for received bids or proposals.

Public records document both types of physical-clock use. A 2019 Village of Palmetto Bay invoice records the purchase of a NovaTime time clock for Public Services, while Williamson County’s purchasing manual describes a clock for recording bid and proposal receipt times. Neither record recommends a current model.
Compare the main timekeeping approaches
| Approach | How it works | Best fit to assess | Key checks |
|---|---|---|---|
| Shared software kiosk | Employees use a shared, connected device to enter time. | Workplaces with a suitable device and staff reporting to a common location. | Login method, connectivity, privacy, accessibility, plan requirements, and payroll compatibility. |
| Dedicated physical employee clock | Staff use a purpose-built device at a designated location. | Sites that need a fixed, dedicated clocking point or prefer not to use a shared general-purpose device. | Credentials supported, installation, maintenance, repair, replacement parts, system compatibility, and lifecycle cost. |
| Employee mobile entry | Staff record time using a mobile workflow. | Roles that move between jobs, locations, or assignments. | Location and privacy settings, connectivity, correction and approval processes, and applicable rules. |
These are operating models, not interchangeable product labels. A physical clock used to establish when a bid arrived does not by itself meet employee attendance needs, and a mobile app may be unsuitable for staff who must clock at a fixed workplace.

What a software kiosk can provide
Clockify describes a public-service kiosk that runs on an internet-connected device without special equipment or installation. Its stated workflow is to select a worker profile, enter a PIN, and clock in or out; the page also lists PIN, QR code, or photo capture as login methods. These are Clockify’s product claims, not independent test results. Check current plan requirements, supported devices, and billing terms with Clockify’s public-service time clock page.
The same page describes features beyond clocking: mobile tracking by task, job, or cost code; schedules across locations and projects; attendance reports covering hours, breaks, overtime, and time off; timesheet submission, revision, approval, and export; and GPS route or location tracking. Confirm which features are available in the plan under consideration and whether the agency’s policies permit the proposed collection and use of location or identity data.

What public records establish about physical clocks
Employee attendance: Palmetto Bay
A Village of Palmetto Bay invoice dated January 24, 2019 records a “PURCHASE OF NOVATIME TIME CLOCK FOR PUBLIC SERVICES,” supplied by Cincinnati Time Systems. The recorded total was $2,420, including freight. This documents a historical municipal purchase, not a current quote, current product listing, or endorsement of a particular model. See the Village of Palmetto Bay invoice history listing, Response 2019-124.

Bid receipt: Williamson County
Williamson County’s May 2023 purchasing manual says: “The Time Stamp Clock in the Purchasing Department serves as the official time clock for identifying the date and time bids/proposals were received in the Purchasing Department.” It also says late bids or proposals are not accepted and are returned unopened. This is a physical time reference for procurement submissions, not an employee attendance record. The manual’s procurement factors include price, specification compliance, vendor responsibility, maintenance and repair, quality, and lifecycle cost; they are examples from that county’s manual, not universal requirements. Read the Williamson County Purchasing Manual, May 2023 revision.
Implementation example: Turks and Caicos Islands
The Government of the Turks and Caicos Islands’ 2020–21 estimates report that time clocks had been purchased for offices on Grand Turk and Providenciales. The report says installation was completed and use reported in Providenciales, with installation anticipated in Grand Turk. This is a dated implementation account and does not establish current status. See the 2020–21 Government Approved Revised Estimates.

How to choose a system for an agency
- Define the attendance workflow. Identify which employees need to record time, where they work, whether they move among sites or jobs, and who corrects and approves entries.
- Choose the device model. Decide whether staff should use a shared kiosk, a dedicated physical clock, or mobile entry. A mixed workforce may require more than one method.
- Specify identity and job coding. Determine which credentials are acceptable—such as PIN, QR, photo, or mobile login—and whether staff must select a location, task, job, or cost code.
- Map records to payroll and oversight. Confirm how timesheets are revised, approved, exported, and audited, and whether the system works with the agency’s HR or payroll systems.
- Check operating conditions and obligations. Verify connectivity, installation, support, accessibility, privacy, data retention, and jurisdiction-specific employment and procurement requirements. These cannot be assumed from a vendor feature list.
- Compare lifecycle cost and vendor responsibility. Include device and installation costs, subscriptions and seat terms, support, maintenance, repair, and replacement. Assess specification fit and vendor responsibility using the agency’s own procurement rules.
For a physical-device search, “employee time clock system” is a useful category phrase, not a product recommendation. The public records above establish that agencies have procured physical clocks, but do not establish a currently available listing or a model’s compatibility. Verify credentials, payroll integration, installation, service, and ongoing costs before purchase.
