A time card calculator can save a calculation in its URL by encoding the entered state in query parameters or a URL fragment. Reopening that link can restore the calculation without an account-backed save system—but the title alone does not establish which method a particular calculator uses or whether its page makes other network requests.
What “the URL is the save file” means
A calculator needs a way to preserve the values you entered if you want to return to them later. One client-side design is to serialize those values into the page URL. The browser’s URLSearchParams API can read, set and serialize query parameters; a site can also use the URL fragment, the portion after #. In either case, the page can read the saved values and rebuild the calculation when it opens. MDN’s URLSearchParams documentation describes the browser API.

This makes the link a portable save: bookmark it, or send it to another device or person, and the calculator may reconstruct the same state. Whether it actually does so—and whether it stores values in the query string or fragment—depends on the calculator’s implementation. Check its behavior rather than assuming the headline identifies the mechanism.

If a calculator restores state from the URL in the browser, it need not retrieve that saved calculation from an account-backed database. That is different from proving the entire website makes no network requests: the page still has to be served, and analytics, fonts or other dependencies may also connect to servers.

A URL is not private storage. Query parameters may be sent to the web server in the page request; a fragment is processed by the browser after the resource is retrieved and is not included in the HTTP request for that resource. But either kind of URL state can be seen by someone who receives or inspects the link. Do not put employee names, IDs, or other sensitive information into a shareable save URL. URL save versus browser storage
URL state and localStorage solve different problems. A URL can travel with you and be shared; local storage can keep values in a browser without putting them in a link, but it is tied to that browser profile and site origin.

MDN notes that localStorage is specific to a document’s protocol. Browser behavior can also differ for pages opened with file: URLs, and private-session data is cleared when the session ends. What a time card calculator can tell you
A calculator that totals hours you enter is an arithmetic aid. A total by itself does not determine whether every period is legally compensable, establish an employee’s overtime eligibility, calculate the correct regular rate, or fulfill an employer’s recordkeeping obligations.

For the U.S. federal baseline, the Department of Labor says covered, nonexempt employees generally receive at least one and one-half times their regular rate for hours over 40 in a workweek. A workweek is a fixed, recurring period of 168 hours; it does not have to begin on a calendar-week boundary. Worker eligibility, compensable time, regular-rate rules, state or local law, and special employment rules can change the outcome. The Department’s Fact Sheet #22 was revised in July 2008; consult current official guidance for a specific situation.

Employers have separate duties to maintain complete and accurate time and wage records. The Department of Labor’s Fact Sheet #21 says, “Any timekeeping plan is acceptable as long as it is complete and accurate.” It lists employee and wage details and daily and weekly hours among the records covered employers must maintain. The fact sheet says payroll records must be kept for at least three years, and records used to compute wages—including time cards—for two years. It was revised in July 2008, so employers should verify current federal and jurisdiction-specific requirements. A bookmarked calculator link is not a substitute for required workplace records.
