Open source software can create value through more than lower licence fees: organizations may gain faster development, flexibility to adapt software, interoperability, reuse, and less dependence on one vendor. Those benefits are not automatic, and open source is not necessarily cheaper once support, security, compliance, and maintenance are counted. The strongest case compares the full costs and strategic fit of real options—not simply whether a licence is free.

What value can open source deliver beyond lower licence fees?

Open source software makes its source code available under a licence that permits use, inspection, modification, and redistribution subject to that licence’s terms. For an organization, the resulting value can be financial, operational, technological, or strategic. The Linux Foundation Research’s 2023 survey identified cost savings, faster development, open standards, and interoperability among the benefits respondents rated highly.

These benefits are connected. A team that can inspect or adapt a project may be able to build a needed capability without waiting for one vendor’s roadmap. A system built around open standards may be easier to connect to other tools or move between providers. Reusing mature components can also avoid rebuilding functionality from scratch. Whether those advantages materialize depends on the software, the organization’s skills, and how it implements and maintains the system.

Adaptability and development speed

Access to source code can give capable teams more options for fixing defects, tailoring features, or integrating software with existing systems. Shared projects can also let organizations reuse work developed elsewhere. But access alone does not make changes easy: teams still need expertise, testing, documentation, and a plan for maintaining modifications as the upstream project evolves.

Interoperability, portability, and control

Open standards and interoperable systems can make it easier to combine tools and reduce barriers to changing vendors. This can improve an organization’s control over its technology choices. It does not mean every open source product is portable or avoids lock-in; proprietary formats, specialized hosting, custom integrations, or scarce expertise can create dependence regardless of licence.

Public and social value

A 2023 Linux Foundation Research report on the public sector groups potential benefits into political, economic, technological, and social categories. These include digital sovereignty and transparency; reuse, competition, and local market development; interoperability and collaboration; and local skills or affordability that may help reduce a digital divide. They are possible outcomes discussed by the report, not guaranteed effects of choosing open source.

What does the economic evidence show—and what does it not show?

The available figures support a value case, but they do not establish a universal return. The Linux Foundation Research report Measuring the Economic Value of Open Source: A Survey and a Preliminary Analysis, published in 2023, found that almost two-thirds of surveyed companies perceived open source’s benefits as exceeding its costs. The median respondent estimated its economic value at one to two times the cost of use. These are perceptions reported by respondents, not measured causal returns that every adopter should expect.

The survey included more than 430 companies, and 43% reported annual revenue above $1 billion, according to the Linux Foundation’s March 2, 2023 announcement. The report notes that its sample tilts toward Fortune 500 firms and that perceived value varies among firms, likely reflecting differences in experience and contribution. A large organization with dedicated technical and governance capacity may not have the same costs or results as a small organization adopting its first major open source system.

A separate European Commission announcement from September 6, 2021 reported that EU-located companies invested around €1 billion in open source software in 2018, with an estimated positive impact of €65–95 billion on the European economy. The same announcement described a model in which a 10% increase in open source code contributions was projected to raise EU GDP by 0.4–0.6% annually and lead to more than 600 additional ICT start-ups. Those are study projections, not observed effects or current forecasts. The year, geography, and modeled nature of the estimates matter when using them to make a business case.

Is open source really cheaper?

Sometimes, but a zero or low licence price is not the same as a low total cost of ownership. The Linux Foundation’s 2023 survey included security gaps, hidden support costs, and licensing uncertainty among perceived cost categories. Organizations may also need to budget for implementation, internal expertise, integration, training, operations, and ongoing maintenance. Conversely, a proprietary option may bundle support or reduce internal work, while bringing recurring fees or constraints of its own.

Compare options over the same time period and for the same business requirements. Include one-time migration and setup costs as well as recurring expenses. Separate costs that would arise under either option—such as hosting—from costs that differ because of the software or its support model. Avoid treating an estimated economic value or survey perception as a cash saving on a particular project.

A practical total-cost checklist

  • Acquisition and use: licences, subscriptions, hosting, and any paid distributions or managed services.
  • Implementation: migration, configuration, integration, testing, and training.
  • Operations: staff time, monitoring, upgrades, backups, and incident response.
  • Support: internal specialists, paid support contracts, service-level needs, and escalation arrangements.
  • Security and compliance: vulnerability assessment, patching, dependency tracking, licence review, and audit work.
  • Exit and continuity: data portability, replacing customizations, switching providers, and maintaining the system if a supplier or project changes direction.

What are the risks and organizational costs?

Open source does not mean unsupported, insecure, or obligation-free. It means the licence and project model differ from those of a closed product; the adopter still has to decide who is accountable for operation, security, updates, and compliance.

Security and maintenance

Public code can be inspected, but visibility does not guarantee that a project is reviewed, actively maintained, or promptly patched. Assess the project’s release and maintenance practices, the availability of security information, the support path for critical issues, and who will apply updates in your environment. Security gaps were among the costs respondents perceived in the 2023 Linux Foundation survey, so do not treat openness itself as a security control.

Licensing and governance

Open source licences have conditions, and organizations need a process for tracking dependencies and meeting applicable obligations when distributing or modifying software. Licensing uncertainty appeared among the survey’s perceived costs. Assign responsibility for licence review and dependency governance rather than assuming that publicly available code can be used without checking its terms.

Support and skills

A project may have an active community without offering the response times, accountability, or service commitments a business-critical system needs. Decide whether internal staff, a commercial support provider, a managed service, or a combination will handle operations and incidents. Factor scarce expertise into the comparison, especially if the organization would struggle to maintain a fork or replace the system.

How should you compare open source with a proprietary alternative?

Evaluate specific products against the same requirements; “open source” and “proprietary” are broad licensing categories, not quality ratings. The European Commission’s 2021 study reported that open source procurement could reduce total cost of ownership and vendor lock-in and increase digital autonomy. Its conclusion concerns procurement choices and implementation, not an automatic outcome from selecting any open source product.

Decision factor Questions to ask
Total cost of ownership What are the full setup, support, staffing, hosting, security, compliance, and exit costs across the expected life of the system?
Fit and adaptability Can the software meet current needs, and can the organization safely customize or extend it when requirements change?
Standards and interoperability Does it use formats and interfaces that work with existing systems and make future migration feasible?
Vendor and project dependence Can the organization change providers or maintain service if a supplier changes terms or the project loses momentum?
Security and quality Is the software maintained, are updates and vulnerability handling clear, and is there a dependable support arrangement?
Governance capacity Can the organization manage licence obligations, dependencies, updates, and any custom code it introduces?
Ecosystem responsibility Does the organization rely on shared projects whose maintenance it should help sustain, through contributions, funding, or other support?

Choose the option that best meets requirements at an acceptable full cost and risk. Open source may be the stronger fit where adaptability, reuse, open interfaces, or reduced dependence matter and the organization can support the system. A proprietary product may be preferable where its support model, integration, accountability, or total cost better fits the organization’s needs.

Why does sustaining open source matter to adopters?

Using a shared project and helping sustain it are related but distinct. The Linux Foundation Research’s 2025 European report, Open Source as Europe’s Strategic Advantage, describes widespread adoption alongside uneven organizational maturity: many companies lack formal strategies or open source program offices, and relatively few invest directly in sustaining projects.

That gap matters when an organization depends on software maintained by a community or a small group of contributors. Adoption can deliver immediate value while the project’s long-term health remains uncertain. For important dependencies, identify who maintains them, what support exists, and how the organization will respond if maintenance slows. Depending on the project and the organization’s role, contributing code, funding, documentation, testing, or staff time can help support the shared resource. Such support is a strategic and operational choice, not a condition that every user must meet to benefit.
