The Setup Screen Is Not Evidence: How to Verify a Configuration

A setup screen is useful supporting evidence, but proving a configuration requires checks of actual system state, scope, changes, and behavior.

A setup screen can show that a setting appeared in an interface at a particular moment. On its own, it does not establish that the setting is active on every relevant system, remains in place, or makes a control work as intended. Treat the screen as one supporting artifact, then corroborate it with system data, scope checks, change records, and behavior tests suited to the claim.

What a setup screen can—and cannot—show

A screenshot records what was visible in a particular interface, account or role, environment, and moment. That may support a narrow statement such as “this page displayed MFA as enabled when captured.” It does not automatically support a broader statement such as “MFA is enforced for all privileged users” or “the control operated consistently throughout the quarter.”

The distinction is between a displayed value and the state and behavior of the relevant systems. The U.S. Government Accountability Office (GAO) explains that system information—such as configuration settings or access-control lists—obtained through the system or specialized software can provide evidence about actual configuration. Its Federal Information System Controls Audit Manual (FISCAM) also advises using an appropriate mix of procedures: inquiries should be corroborated, and observation supports evidence only for the time observed.

Build evidence around the claim

Before collecting artifacts, state exactly what you need to establish. “The setting is enabled on this server now” is a different claim from “the required profile is applied to all in-scope assets” or “the control operated effectively throughout the review period.” The evidence should match the claim’s system, users, assets, environment, and time span.

Klein Tools VDV526-200 LAN Scout Jr Cable Tester Ethernet Cable Tester Kit
  • VERSATILE CABLE TESTING: Cable tester for data (RJ45) terminated cables and patch cords, ensuring comprehensive testing capabilities
  • LARGE BACKLIT LCD: Backlit LCD display enables easy reading of pin-to-pin wiremap results, even in low-lit areas
  • COMPREHENSIVE FAULT DETECTION: Test for Open, Short, Miswire, Split-Pair faults, Cross-over, and Shield, providing thorough fault detection
  • INTUITIVE USER INTERFACE: User-friendly interface with three buttons and simple, easy-to-identify test responses, ensuring a smooth testing experience
  • MULTIPLE TONE GENERATOR STYLES: Tone on a single wire, wire pair, or all 8 conductor wires using the multiple style tone generator (solid/warble); requires probe Cat. No. VDV500-123 (sold separately)
  • Point-in-time configuration: Capture the relevant interface and, where available, inspect configuration information from the system or management software.
  • Coverage: Identify the in-scope assets or users, then verify whether the approved profile or policy was applied to them.
  • Persistence and change: Review configuration status and change records, including approvals and whether approved changes reached the affected assets.
  • Operating effectiveness: Test the behavior that matters, rather than inferring it from a displayed setting.
  • Period-level operation: Use evidence from across the period or other appropriate corroboration; one observation cannot establish consistent operation over time.

Use an evidence ladder, not a screenshot alone

  1. Preserve the screen with context. Record enough to identify the system, account or role, environment, relevant setting, and capture time. A cropped image without context is harder to interpret or corroborate.
  2. Inspect actual system information. Where available, obtain configuration or access-control information from the system or specialized software. GAO describes this as evidence about actual system configuration, which is more directly relevant than a screen that may only display a value.
  3. Define the population and check application. Identify the assets that should receive the configuration profile, compare them with the approved baseline, and sample assets to verify the profile was correctly applied. NHS England Digital’s Principle B4 recommends identifying relevant assets and profiles and sampling assets to check application.
  4. Trace changes. Inspect approvals for security-configuration changes and determine whether profiles and deployed settings reflect authorized changes. Track configuration status and investigate deviations rather than treating an unexplained exception as proof of compliance.
  5. Test the control’s behavior. If the claim concerns enforcement, observe or reperform the relevant action. NHS England Digital’s Principle B2 gives an example: check whether MFA is required during a privileged login and sample privileged users to verify MFA.
  6. Match timing to the conclusion. For a claim about a period, gather evidence that addresses the period—not only a screenshot or observation from one date. GAO cautions that observation establishes evidence for the time the auditor was present; additional evidence is needed to assess consistent functioning over a period.

Compare evidence by what it establishes

Evidence What it can support What it does not establish by itself
Setup screen or screenshot What an interface displayed in a particular context and at a particular time. That the setting is active across the relevant population, persists, or operates as intended.
System or management-software information Actual configuration information, such as settings or access-control data, as described by GAO. Coverage beyond the systems represented, or effective behavior over a period without appropriate testing and timing evidence.
Asset or user sampling Whether selected in-scope assets received the expected profile, or selected users meet a requirement. Every member of the population unless the method and scope support that conclusion.
Change approvals and status records Whether changes were authorized and whether configuration status is tracked. That deployed settings work correctly unless their application and behavior are also checked.
Operation test Whether the relevant behavior occurred for the tested scenario or sample. Operation in untested scenarios or consistent operation throughout a period without broader evidence.

Be precise about screenshot integrity

A screenshot can be useful evidence; it is not categorically invalid, and the fact that an image could be manipulated does not prove that a particular image was altered. NIST SP 800-63A includes requirements for a specific context: covered remote identity-proofing processes using optical capture or recognition must use controls to increase confidence that media comes from a genuine sensor and analyze submitted media for indicators of modification, manipulation, tampering, or forgery. Those requirements concern defined identity-proofing workflows, not every configuration screen or audit.

Write a conclusion no broader than the evidence

Describe what was observed, where and when it was observed, which systems or users were checked, and what tests were performed. Separate the direct observation from the conclusion. For example, “The management interface displayed the required setting on the sampled servers on the inspection date” is narrower—and more defensible—than “the setting was enabled everywhere throughout the period” unless the evidence actually supports that wider claim.
