The Agile Manifesto of February 2001 was not a method. It was four pairs of value statements, and its own text says the items on the right still have value. When teams put their effort into elaborating or fine-tuning a framework rather than into the software work itself, they can lose sight of those values. The test this article applies is practical: does a given practice help people build and improve useful software? That test is this article’s interpretation of the Manifesto, not a rule the authors stated.
Where the Manifesto came from
Seventeen software practitioners met from February 11 to 13, 2001, at The Lodge at Snowbird ski resort in the Wasatch mountains of Utah. The Agile Manifesto history page describes the gathering as an attempt to find common ground among people who were frustrated with documentation-driven, heavyweight software development processes. Its own account says the seventeen “met to talk, ski, relax, and try to find common ground—and of course, to eat.”

That origin shapes how the document should be read. The group was reacting against heavy process. It was not designing a new system to be perfected over time.
What the four comparisons actually say
The Manifesto sets four comparisons. In each, the left-hand item is valued more, and the right-hand item is not discarded.
#1 Best Overall
| Valued more (left) | Valued less, but still valued (right) |
|---|---|
| Individuals and interactions | Processes and tools |
| Working software | Comprehensive documentation |
| Customer collaboration | Contract negotiation |
| Responding to change | Following a plan |
The qualifier is the key sentence. The Manifesto itself states: “That is, while there is value in the items on the right, we value the items on the left more.” The full text is published at agilemanifesto.org.
What the text does not say
- It does not tell teams to abandon processes, tools, plans, contracts, or documents.
- It does not describe a single correct process that every team must adopt.
- It does not measure results. It states priorities, and those priorities are judgments about what matters more when the two sides conflict.
Reading the four comparisons as a ban on process is a common distortion. The document asks for a ranking, not an elimination.

How frameworks fit into the picture
Frameworks such as Scrum are one way to put the Manifesto’s values into practice, and their own guidance points back toward the work. The Scrum Guide describes Scrum as iterative and incremental. It says that work and process should emerge and remain visible. It also makes the Scrum Master accountable for helping the team improve its practices within the framework.
That is a useful model. A framework can guide improvement, but improvement stays tied to actual work and to the team’s context. The Scrum Guide does not establish that any one process is best for every team, and it does not treat the framework’s rules as the goal.

Why “optimize the work itself” is an interpretation
The phrase “optimize the work itself” is this article’s conclusion drawn from the Manifesto’s values. It is not a separate value the authors wrote down. The argument runs as follows:
- The Manifesto ranks working software, collaboration, and responsiveness above process and plans.
- A framework produces artifacts, roles, and rules that are easy to elaborate and easy to measure by compliance.
- If those artifacts become the target, the team can improve the description of its method while the software, the customer relationship, and the response to change stay the same.
Optimizing the framework is not wrong in itself. The mistake is treating the framework’s refinement as the outcome, when the Manifesto points to the software and the people who use it.

Teams can apply the Manifesto’s priorities by asking five questions about a practice, whether it comes from a named framework or from the team’s own habits:
- Does it help deliver working software or other useful outcomes?
- Does it create feedback and meaningful collaboration with the people who use the work?
- Does it let the team respond to change without a lengthy approval cycle?
- Does it make the work visible enough for the team to coordinate and learn from it?
- Does it fit the team’s context, or does it exist mainly to show compliance?
A practice that fails most of these questions deserves review, whatever framework it belongs to. A practice that passes them can be kept even if it looks unusual.
What this argument can and cannot show
The sources cited here are the Manifesto text, its history page, and the Scrum Guide. None of them measures how any practice affects delivery speed, quality, or outcomes, and this article does not claim otherwise. The argument rests on how the Manifesto ranks its values and how the Scrum Guide assigns improvement responsibility. Whether a specific change helps a specific team has to be judged from that team’s work.
The Manifesto is also 25 years old as of 2026. Its values were written for the software problems of 2001, and applying them today means checking each practice against current work rather than against the text alone.
