China has several contenders for a Hugging Face-like role, but the available evidence does not establish a single winner. Recent reporting names ModelScope and MoArk as platforms competing to serve Chinese-speaking developers; OpenCSG has a broader stated focus that includes enterprise AI and agent tools. “China’s Hugging Face” is best understood as shorthand for a contest over developer infrastructure, not a confirmed ranking.

What “China’s Hugging Face” means

Hugging Face is known as a place where developers find and share models and related resources. In China, the comparable ambition is not confined to one site: platforms may host models and datasets, support collaboration, or provide tools for deploying and managing AI applications. A platform can overlap with Hugging Face in one area without matching its full scope.

The September 29, 2026, Rest of World report names ModelScope and MoArk as competitors for Chinese-speaking developers. Its surfaced description reports more than 170,000 models hosted by ModelScope, but that figure is a reported claim, not a comparable measure of active use or proof that ModelScope leads the field.

How the main platforms describe their roles

ModelScope: models and datasets

ModelScope describes itself as “The open-source hub for hosting AI models, datasets, and more.” Its platform says it was founded in June 2022 by Alibaba’s Institute for Intelligent Computing with the CCF Open Source Development Committee. That stated focus makes it a direct candidate for comparison with Hugging Face’s model-and-resource hub role. See ModelScope for its own description.

Why infrastructure projects belong in the wider picture

China’s AI ecosystem includes projects that support model development without being model hubs in the same sense. Hugging Face’s ecosystem analysis identifies FlagOpen, OpenDataLab, and OpenCompass as examples focused on toolchains, data platforms, evaluation systems, and deployment infrastructure. Those projects can complement model-hosting communities; they should not automatically be treated as direct Hugging Face replacements.

  • Let AI Better Organize Your Memories: UGREEN NAS uses AI to tag faces, locations, texts, and objects—so you can effortlessly find any photo by searching for who or what's in it in seconds. It also automatically finds and deletes similar or duplicate photo, backs up live photos and allows you to share them with your friends or family with just one tap. Everything stays effortlessly organized, powered by intelligent tagging and recognition.

The distinction matters because “platform” can refer to different layers of the work: sharing model artifacts, supplying datasets, evaluating systems, or helping teams deploy and govern applications. Comparing projects only by model counts would miss much of that infrastructure.

What Qwen’s popularity does—and does not—show

Qwen’s ecosystem illustrates the reach of Chinese open models, but its derivative counts on Hugging Face are not ModelScope user or activity statistics. Hugging Face reported in February 2026 that, by mid-2025, more than 113,000 models used Qwen as a base and more than 200,000 repositories were tagged Qwen. In the same account, it compared those totals with 27,000 Llama derivatives and 6,000 DeepSeek derivatives. The figures describe activity on Hugging Face, not a head-to-head comparison of Chinese platform engagement. See Hugging Face’s February 2026 ecosystem analysis.

The U.S.-China Economic and Security Review Commission separately cited more than 100,000 Qwen derivatives on Hugging Face as of March 2026. It framed Chinese open models as part of a strategy involving low-price access and deployment feedback. The Commission’s figure is a separate, less precise estimate with a different stated date; neither it nor Hugging Face’s account establishes which Chinese hub has the most users. The Commission summarized its view this way: “China has opted to go all in on an open-source approach to AI.” That is the Commission’s characterization, not a neutral measurement. See its March 23, 2026 report.

How to compare the platforms fairly

The available descriptions show differences in stated scope, but not enough comparable evidence to score the services or declare a leader. Developers and organizations evaluating them should examine the same practical questions for each platform:

  • Artifacts: Does it host models, datasets, code, evaluation resources, or other assets your work needs?
  • Discovery and documentation: Can you find relevant projects, understand their intended use, and assess their documentation?
  • Collaboration: What contribution, versioning, and community tools are available?
  • Deployment and enterprise controls: Does the service support the inference, agent-management, orchestration, or organizational controls you require?
  • Access and localization: Is access practical for your team, and are the interface and documentation suited to your language and operating environment?
  • Licensing and portability: What rights apply to each model, dataset, and tool, and can you move artifacts or workflows elsewhere?

These questions are especially important because “open source” is not a guarantee that every part of an AI system is open on the same terms. Model weights, source code, training data, and licenses can differ. The available platform descriptions do not provide a like-for-like audit of the hosted models’ openness or licensing, so check the terms attached to the specific artifact you plan to use.

Is there a clear winner?

No. ModelScope and MoArk are identified as contenders in recent reporting; OpenCSG describes a wider model, enterprise, and agent-management scope; and OpenI and infrastructure projects occupy adjacent parts of the ecosystem. Comparable figures for active users, contributors, retention, or traffic were not established for these platforms. Without those measures—and consistent tests of catalogue quality, tools, access, governance, and portability—calling one the definitive Chinese Hugging Face would overstate what is known.
