1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsNobody should hold administrator rights they do not use every day, because every standing privilege enlarges what a single stolen password, infected laptop or misclick can do. Administration itself is unavoidable. The practical answer is governance: keep admin work in separate identities, scope each privilege to the system and task it serves, grant elevated rights only when they are needed and only for as long as needed, protect the sign-in, and watch what privileged accounts actually do.
Why broad admin rights multiply the damage
An admin right is not dangerous in itself. It is dangerous when it sits on an account that is also used for email, web browsing, document editing or software installs, because those are the activities most likely to expose the account to phishing, malicious downloads and credential theft. When the account carries broad privileges, an attacker who gets in inherits them. When a well-meaning user makes a mistake while logged in with them, the mistake has the same reach.

CISA’s 2023 red-team advisory, CISA Red Team Shares Key Findings to Improve Monitoring and Hardening of Networks, treats excessive user permissions and ineffective separation of privileged accounts as security findings in their own right, not as housekeeping issues. The practical lesson is that privilege is a multiplier on every other weakness in the environment.

- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
- Human administrator accounts, including accounts that hold admin rights only through group membership.
- Service and automation accounts, which often hold broad rights and rarely have a named owner.
- Local administrator accounts on workstations and servers, including any shared local admin password.
- Cloud roles with tenant-wide, subscription-wide or project-wide control.
- Emergency or break-glass accounts, which are easy to forget until they are needed.
For each entry, record an owner, the business purpose, the systems it touches and the date of its last review. An entry without an owner or purpose is the first candidate for removal. CISA’s guidance on auditing accounts and permissions, in the 2023 joint NSA and CISA publication on the top ten cybersecurity misconfigurations, points in the same direction: know what privileges exist before deciding which ones to keep.
Separate everyday identities from administrative ones
The simplest structural change is also the most often skipped. CISA’s red-team advisory states: “Separate administrator accounts from user accounts.” In practice that means two identities for one person:
- An everyday account with no administrative rights, used for email, browsing, documents and routine work.
- A separate administrative account used only for administrative tasks, signed in only when such a task begins and never used to read mail or browse the web.
- Removal of admin rights from the everyday account, including membership in privileged groups that were added for convenience.
- A periodic audit of group membership to catch rights that were granted temporarily and never removed.
Separation fails when the admin account is used for everyday work “just this once”, or when an administrator keeps a browser session open under the admin identity. Both habits erase the boundary the arrangement is meant to create.
Scope privileges and cut standing access
Two decisions shape how much an admin account can damage: how wide the privilege is, and how permanently it is held. Both should be reduced.

Match scope to the task
Scope is the reach of a privilege. CISA’s guidance calls for scoping elevated permissions to the systems and tasks that actually need them. The table below sets out the common scope levels, from narrowest to broadest, so you can check each assignment against what the job requires.
| Scope level | What it covers | Typical use | Risk if over-granted |
|---|---|---|---|
| Per task | One defined action, such as resetting a specific account’s password | Help-desk work with a narrow remit | Low; the action is bounded |
| Per application | One application or service and its configuration | Application owners maintaining their own system | Moderate; compromise exposes that application’s data and settings |
| Per host | One server or workstation, including its local administrator rights | Local maintenance, patching, troubleshooting | Moderate to high if the host is shared or hosts other credentials |
| Per cloud role | A defined role within one subscription, project or resource group | Cloud platform operations for a bounded environment | High within that boundary; cloud roles often inherit rights downward |
| Domain or global administrator | Control of the whole directory or tenant | Rare, tightly controlled administration of the identity system itself | Severe; one identity can reach everything |
Assign the narrowest level that lets the work be done. Reserve domain or global administrator for a small number of purposes and treat it as an exception that needs a documented reason.
Remove permanent privileged assignments
A permanent assignment is a privilege that is always active, whether or not anyone is doing administrative work. The 2023 NSA and CISA guidance on common misconfigurations flags permanent privileged roles as a recurring weakness and recommends entitlement review and time-based elevation. Permanent rights are the easiest to exploit because they are available at every moment of the day, including the moments when no one is watching.

Reducing standing access does not require removing all privilege at once. Start with the broadest permanent assignments identified in your inventory, convert them to narrower or time-bound grants, and confirm that routine work still functions. Where it does not, the gap usually points to a role that was never defined clearly.

Use just-in-time elevation where the environment supports it
Just-in-time (JIT) access grants a privilege only when it is needed for a defined task and only for a limited period. CISA’s guidance presents it as a way to support least privilege and Zero Trust principles. The user is ordinary by default and elevates for a specific purpose, then returns to ordinary access when the window closes.
A working JIT process needs four things:
- A request tied to a system and a task. A request for “admin rights” is too vague to approve or audit. A request for “restart the print spooler service on host X to resolve incident Y” can be.
- An approval step proportionate to the privilege. Broader scope should need a second person.
- An expiry that is enforced, not merely recorded. The privilege should lapse automatically.
- A record of who requested, who approved, what was done and when access ended.
JIT fails in predictable ways. If approvals are slow, administrators will quietly keep standing access or share a long-lived account to avoid the queue. If the expiry is not enforced, the workflow becomes a paperwork exercise. Where your identity platform or tooling cannot enforce time limits, time-bound assignments managed through a regular review cycle are a weaker but still useful substitute.
Protect privileged sign-ins with phishing-resistant MFA
An administrator account is only as safe as its sign-in. CISA’s guidance on communications infrastructure states: “Require phishing-resistant multi-factor authentication (MFA) for all accounts that access company systems, networks, and applications, including sensitive administrative access to routers.” The same guidance identifies hardware-based public key infrastructure (PKI) or FIDO authentication as examples of phishing-resistant methods.
Phishing-resistant means the factor is bound to the legitimate site or service, so a convincing fake login page cannot capture a reusable code. Passwords combined with SMS or one-time codes are weaker against adversary-in-the-middle phishing, which is why the guidance prefers hardware-backed options for privileged access.

A FIDO2 security key can be a suitable choice for administrator sign-in, but only after you confirm it is supported by your identity provider and by the endpoints administrators use. Compatibility varies by platform and by protocol, and this article does not recommend a particular model. A key protects the sign-in; it does not replace least privilege, account separation or review.

Privileged access management (PAM) is a category of tooling that centralizes control of privileged accounts. CISA recommends considering it for managing privileged accounts and resources, and describes benefits in logging and alerting on privileged use. It is not a universal requirement, and CISA’s advice supports the category rather than any named product.
The central question is scale and operating model. A small organization with a handful of administrators and a few systems can often achieve most of the benefit through inventory, account separation, scoped roles and disciplined reviews. A larger estate with many service accounts, multiple cloud tenants, frequent audit obligations or distributed administrators is where PAM tends to pay for itself.
If you evaluate PAM, these are the questions that matter:

- USB A PORT BLOCKERS WITH KEY: Designed for standard USB A ports on laptops, desktop PCs, notebooks, and docking stations. Includes 10 USB blockers and a removal key for simple physical port control on compatible devices.
- PREVENT DATA THEFT AND UNWANTED ACCESS: Use these USB port locks to restrict unauthorized data transfer on unattended devices. They provide total peace of mind for offices, schools, front desks, computer labs, and libraries.
- FOR WORK, TRAVEL, AND SHARED DEVICES: Useful when devices are left unattended or used by multiple people. Ideal for business travel, classrooms, hotel workstations, field setups, and family computers in shared spaces.
- DUST AND MOISTURE PROTECTION: In addition to controlling port access, these USB A blockers keep out dust, debris, and moisture that collect in open ports over time. A smart choice for everyday protection and cleaner ports.
- DESIGNED FOR IT ADMINS AND HOME USERS: Made from durable, heat resistant PE material. A simple solution for IT teams, schools, parents, and security minded users who want better control over open USB A ports.
- Does it discover privileged accounts, including service and local accounts, or only the ones you register by hand?
- Can it scope permissions to a task, host or application rather than only to broad groups?
- Does it support just-in-time elevation with enforced expiry?
- Does it record sessions, log privileged actions and generate alerts that someone actually reviews?
- How is the vault itself protected? A PAM vault holds the keys to everything, so it needs strict access restrictions, monitoring and its own administrative controls.
- What happens during an outage? Emergency recovery paths must work without the vault, and must themselves be controlled.
- Who will run the approvals and reviews? A tool that generates more requests than the team can process will be bypassed.
Treat these as buyer questions, not a ranking. The guidance describes what the category should do; it does not compare vendors.
Monitor, review and protect the audit trail
Controls that are not observed decay. Three practices keep privileged access honest.
- Periodic entitlement reviews. Confirm each privileged assignment still has an owner, a purpose and a reason to exist. Remove the rest.
- Logging of administrative activity. CISA’s cloud guidance, within its TIC 3.0 cloud use case from 2023, calls for extensive administrative logging and for considering whether administrators can disable or alter logs and alerts.
- Logs outside the reach of the monitored account. If the same administrator who performs an action can also edit the record of it, the record is not an independent control. Send logs to a location that administrators cannot silently change, and alert when logging is turned off.
Separation of duties in cloud environments
The same 2023 cloud guidance recommends separation of duties, so that no single identity controls the environment from end to end. In a cloud tenant, that can mean distinct roles for identity administration, billing, security configuration and workload operation, held by different people or identities. Where one identity must hold broad rights, record why and review it more often.

Emergency administrator accounts
Every environment needs a way in when normal sign-in fails, such as an identity provider outage or a lost MFA device. CISA’s cloud guidance recommends that emergency administrator accounts be tightly controlled. In practice:
- Keep the number of emergency accounts small and document their owners.
- Protect their credentials with the strongest available sign-in controls, and store them under dual control.
- Test them on a schedule so you know they work before an incident.
- Alert on every use and review each use afterward against a recorded reason.
Where to start
The order matters. Inventory comes first because every later step depends on knowing which privileges exist. Account separation and removal of unnecessary rights come next because they deliver the largest reduction in exposure for the least tooling. Scoping and time-bound elevation follow, then the stronger sign-in, and finally monitoring that is protected from the people it observes. PAM is a scaling decision that makes sense after those basics are in place, not a substitute for them.
The guidance cited here dates from 2023. Before adopting specific settings in 2026, check the issuing agencies’ websites for later revisions.
