Workers need manufacturing expertise alongside relevant digital and AI skills; operators need to understand how AI informs their work; and employers need the capacity to plan, train, engage, and retain the workforce. Data quality and compatible equipment matter too: training cannot solve every barrier to adoption.
What “human infrastructure” means in manufacturing
Human infrastructure is the connected set of skills, practices, and organizational support that lets people use AI appropriately in production. It includes more than technical training. Employers need to identify which roles and tasks are changing, preserve production knowledge, help workers interpret AI outputs, and make learning part of the transition rather than a one-time event.

The evidence points to a combined requirement: manufacturing-domain knowledge and digital or AI capability. AI expertise alone does not replace familiarity with a process, machine, material, or quality requirement. Conversely, production expertise by itself may not be enough when a task increasingly involves data or AI-generated recommendations.

Why workforce readiness is a real adoption issue
In OECD data for 2024, 10.6% of EU manufacturing enterprises used AI. That is an enterprise-level figure for the European Union, not a global adoption rate or a measure of how prepared individual workers are. In the same EU manufacturing context, more than 7.5% of enterprises reported lack of relevant expertise as a main reason for not using AI.

Expertise is not the only constraint reported. For 2024, 5.0% of EU manufacturing enterprises cited data availability or quality, and 4.8% cited incompatibility of equipment, software, or systems as barriers. These figures help separate a skills gap from other adoption obstacles: workers cannot make useful decisions with data that are inaccessible or unreliable, and a capable team cannot readily use systems that do not work together.
Five dimensions to assess before scaling AI
The following is a practical synthesis of the cited workforce and manufacturing sources, not an official scoring rubric. Assess each dimension against the specific AI use case, affected roles, and production environment.
1. Manufacturing and role-specific expertise
Identify the process knowledge required to judge whether an AI output is useful in context. That may include understanding production steps, equipment behavior, quality criteria, or how a change in one operation affects another. Map this expertise to the roles that will use, review, or respond to AI outputs; a generic “AI-ready” label can conceal important differences between jobs.

2. Digital, data, and AI skills
Determine what people need to do with the system in practice: access relevant information, recognize when an output is uncertain or incomplete, and use it within the limits of their role. Pair those needs with domain knowledge rather than treating AI training as a substitute for manufacturing experience.
3. Operator understanding and human-AI teamwork
Operators need enough understanding to interpret how AI affects a decision or workflow and to know when human judgment is required. This is an active measurement concern, not just a matter of making a screen easier to use. NIST’s manufacturing AI initiative, updated July 17, 2026, identifies human-AI teaming metrics and methods for assessing operator understanding as research priorities. It does not establish that a universal certification or finished measurement system is already available.
4. Workforce planning, training, and retention
Readiness depends on the way employers assess roles, recruit, train and develop workers and leaders, support engagement, and retain talent. NIST’s Manufacturing Extension Partnership describes workforce services across those areas. Its training examples span communication, teamwork, problem-solving, technical skills such as blueprint reading and geometric dimensioning and tolerancing, and lean or process improvement.

Plan for ongoing learning as tasks and systems change. The OECD’s 2024 report on training supply for the green and AI transitions emphasizes adult upskilling and reskilling alongside initial education. A workforce plan that addresses only new hires or initial deployment can miss the needs of experienced employees whose responsibilities are changing.

Check whether the organization can provide usable data, compatible systems, and support for the people expected to work with AI. The EU barrier figures show that expertise, data availability or quality, and equipment or system compatibility are distinct concerns. Assess them separately so a technical obstacle is not misdiagnosed as a worker shortcoming.
Protect tacit knowledge and earn worker trust
Some production knowledge is learned through experience and is rarely captured in formal systems. OECD’s 2026 discussion warns that retirements can erode this tacit knowledge, particularly at smaller enterprises. When experienced employees leave, the loss may involve practical judgment about unusual conditions as well as documented procedures.

Knowledge preservation should therefore be part of workforce planning. Identify processes that rely heavily on individual experience, and make time for experienced and newer workers to share how work is actually performed. Documentation and training can support that transfer, but should not be assumed to capture every detail of hands-on judgment.
Trust also affects whether AI becomes part of daily work. OECD identifies worker concerns about job security and automation, as well as difficulty accepting AI-generated decisions. Explain what the system is intended to support, how its output will be used, and what responsibility remains with people. Where the system affects a worker’s task or judgment, include those workers in the transition and give them a clear way to raise problems with outputs or workflows.
Turn a readiness assessment into a workforce plan
- Define the use case and affected work. Specify the production problem and identify which roles will provide data, use outputs, review them, or act on them. Avoid treating deployment as a single company-wide skill requirement.
- Map current capabilities and dependencies. For each affected role, record the relevant manufacturing expertise, digital and data capabilities, training needs, and dependencies such as data access or system compatibility. Distinguish what workers need to learn from what the organization needs to fix.
- Plan development and knowledge transfer. Choose training that fits the tasks, from technical and digital learning to teamwork, communication, problem-solving, and process improvement. Include ongoing learning for current employees and consider how experience held by long-serving workers will be shared.
- Support operators during use. Make clear how AI outputs fit into existing decisions and where human review or escalation belongs. Gather feedback on whether workers understand the system’s role and can recognize when its output needs attention.
- Review the plan as the work changes. Revisit roles, skills, and support when the AI system, production process, or responsibilities change. Treat workforce development as a continuing part of implementation, not a single launch activity.
What workforce frameworks can—and cannot—do
A framework can give employers, educators, and workers a shared vocabulary for discussing roles and capabilities. NIST’s 2026 analysis of the Manufacturing USA Occupation and Competency Framework draws on data collected in 2025 and identifies 132 occupations linked to 235 knowledge, skills, and abilities. It proposes 13 competencies and 68 sub-competencies across advanced manufacturing technology areas.

Those figures describe the scope of that framework analysis; they are not a count of skills every factory must teach or a universal readiness score. Use a framework to help structure a local assessment, then adapt it to the processes, roles, and systems involved. NIST’s 2022 symposium report also recommends developing a digitally capable manufacturing workforce alongside the tools, models, and infrastructure needed for AI implementation and scale-up.
The practical test for AI readiness
A manufacturing workforce is better prepared for AI when the people closest to the work have relevant domain knowledge, the digital capability and support their tasks require, and a clear understanding of how AI fits into decisions. The organization must also preserve expertise, create opportunities for continued learning, and address data and compatibility constraints. Software deployment alone does not establish those conditions.
