No—the EU has not imposed a blanket ban on loot boxes, in-game purchases or virtual currencies. Its current approach is to apply existing consumer-protection rules, issue guidance on fair practices and coordinate investigations into specific games and companies. The latest action described by the European Commission, dated 30 September 2026, is ongoing; its concerns are not final findings of wrongdoing.
What the EU is scrutinizing now
On 30 September 2026, the European Commission updated its online-games page with details of a coordinated action begun by the Consumer Protection Cooperation (CPC) Network in early 2026. The action concerns Call of Duty Mobile and Diablo Immortal, and the companies Microsoft Corporation and Activision Blizzard. Authorities are examining several areas of consumer protection and game design:
As an Amazon Associate I earn from qualifying purchases.
- How virtual currency is sold and used, including whether it makes prices or spending less clear.
- Consumer-data collection and design that may encourage excessive play.
- Preselected parental-control settings.
- Direct exhortations to children to make purchases.
- Missing information that should be provided before a purchase or contract.
- Unilateral account blocking.
The CPC action is ongoing. These are issues under scrutiny, not a published determination that either company has violated the law. The range of concerns also shows why the EU’s focus is broader than loot boxes: authorities are looking at purchase design, disclosures, children’s experiences and access to accounts.
What the rules mean for games and players
EU consumer-protection rules already apply to digital content and services, including games. In March 2025, the CPC Network set out key principles for online games as minimum requirements and best practices under existing consumer law. They focus on whether players can understand what they are buying, what it costs and what rights apply.

| Practice or question | What authorities say to expect | Status |

| Real-money prices and virtual currency | Show prices clearly and transparently; do not obscure the cost of digital content or force consumers to buy virtual currency to make a purchase. | Part of the CPC Network’s March 2025 principles, grounded in existing consumer law. |
| Information before purchase | Give consumers clear information about the product and its price before they commit. | Existing consumer-law duties, also addressed in the 2025 principles. |
| Withdrawal rights | Respect consumers’ right of withdrawal and provide relevant information about it. | Existing consumer-law duties; the 2025 principles call attention to them in online games. |
| Child-directed sales appeals | Do not directly tell children to buy something or to persuade an adult to buy it for them. | Addressed by existing consumer rules and the Commission’s guidance on online interfaces. |
| Loot boxes and other paid random content | Disclose price and the main characteristics of the purchase; do not market a game as “free” if it is not wholly free or directly exhort children to buy paid add-ons. | Described in the Commission’s account of its September 2022 letter on loot boxes; not a general prohibition on paid loot boxes. |
The table describes different obligations and areas of guidance, not a rule that every example of a virtual currency, paid random item or purchase prompt is automatically unlawful. Whether a practice breaches consumer law depends on the facts and how the rules apply to it.
Why virtual currency is a particular concern
When a game sells coins, gems or another virtual currency, a player may have to translate a bundle price into the real-money cost of an item. Bundles can also leave a player with more currency than needed for a purchase, making the next transaction feel easier even though the player paid real money for that balance.
A European Commission Staff Working Document published in 2024 found that 61.5% of observed cases involving in-game currency showed a lower price per currency unit when consumers bought currency in bundles. That figure describes the cases observed in the Commission’s study; it is not a market-wide estimate of how all games price currency or how all players spend.

The Commission’s 2024 document also recorded different ways of displaying prices and limited presentation of withdrawal information in the cases it examined. Its mobile-game examples included nagging, fake urgency, social proof, confirmshaming, hidden information and design that could be addictive. These are observations from the report’s sample, not a claim that every game uses these tactics.
What counts as a manipulative design tactic?
EU consumer-facing guidance describes dark patterns as deceptive interface choices that steer people toward decisions they may not otherwise make. A fake countdown timer, for example, can create pressure to purchase by suggesting an offer is about to disappear when that is not true. The guidance says consumer rules prohibit online interfaces designed to trick people into purchases they do not want.
In games, the relevant question is not simply whether a design encourages spending. Authorities may examine whether the interface hides material information, creates misleading urgency or directly pressures a child. The Commission’s guidance also says advertising, endorsements and paid content in games should be clearly marked. Influencer promotions that are not clearly disclosed can therefore raise a transparency concern.

What the Star Stable action illustrates
In March 2025, the Commission described a CPC Network assessment of Star Stable Online. The assessment identified concerns including direct advertising appeals asking children to buy in-game currency or items, or to persuade adults to buy them; time-limited purchase pressure; unclear information about buying and using currency; and influencer promotions without clear commercial disclosure.
The company was invited to respond and propose commitments. That procedural step matters: the Commission’s release describes concerns identified in an assessment, not a final ruling that the company broke the law. The examples nevertheless show the kinds of practices consumer authorities may examine, especially where children are addressed directly.
Are loot boxes illegal in the EU?
The official materials described here do not establish a general EU ban on paid loot boxes. Instead, the Commission’s account of its September 2022 letter says that paid random-content purchases must meet information obligations under the Consumer Rights Directive and the Unfair Commercial Practices Directive, including disclosure of price and the purchase’s main characteristics. A game should not be presented as “free” unless it is wholly free, and children must not be directly exhorted to buy paid add-ons such as loot boxes.

The European Parliament’s 2023 resolution asked the Commission to assess whether the existing consumer-law framework was sufficient for loot boxes and in-game purchases and considered possible legislative options. The Commission’s 2024 Digital Fairness Fitness Check found that the three consumer-law directives it reviewed remained relevant and necessary, while identifying harmful evolving practices and areas where improvement might be needed. It pointed to dark patterns, coherent application of consumer and digital rules, and more effective enforcement. The Commission said the form of follow-up would be determined later; the Fitness Check itself did not enact a gaming-specific law.

“The EU is coming for” manipulative monetization is best understood as growing scrutiny under existing rules, rather than a single new law banning a category of game purchase. The legal status differs depending on whether the source is a consumer-law duty, guidance, a coordinated case or a policy request.

- Guidance: The CPC Network’s March 2025 virtual-currency principles explain minimum requirements and best practices within the existing framework; they are not, by themselves, a new gaming statute.
- Enforcement: The CPC Network coordinates national consumer authorities. Its Star Stable assessment and the ongoing action concerning Call of Duty Mobile and Diablo Immortal concern named companies and practices; neither is a blanket EU-wide prohibition.
- Policy debate: Parliament’s 2023 resolution called for an assessment and considered possible legislative options. The 2024 Fitness Check identified areas for possible improvement but did not itself create new game-specific requirements.
Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection Michael McGrath said on 21 March 2025: “It is crucial to ensure a safe online environment for consumers, particularly children, so they can enjoy gaming without facing unfair practices.”

What players and parents can look for
The EU materials point to practical questions a player or parent can ask when reviewing a game’s store or settings:
- Can you tell the real-money price of an item without having to guess how much a virtual-currency bundle costs per unit?
- Does the game explain what currency buys and provide purchase information before payment?
- Is a countdown or limited-time offer presented in a way that appears genuine rather than misleading?
- Are commercial endorsements or influencer promotions clearly identified?
- Does the game directly ask a child to buy an item or persuade an adult to pay?
- Are parental controls and account restrictions understandable, and are relevant terms disclosed?
These checks can help identify questions worth raising, but they do not determine on their own whether a particular game violates EU law. Enforcement bodies assess the specific interface, marketing and circumstances.
