Moving mainframe data is not one kind of job. A storage refresh that keeps z/OS or z/VM in place moves volumes or datasets within a supported mainframe environment; a move to cloud databases or object storage changes the data platform itself. The first may involve redirecting I/O or updating catalogs. The second can require extraction, format conversion, target loading, application changes, and a plan for changes made while the systems coexist. In either case, copying bytes is only one part of the work.
First decide what “moving the data” means
The migration unit determines the tools, outage risks, and proof of success. These approaches are related, but they are not interchangeable:

| Approach | What moves | What changes | Typical validation focus |
|---|---|---|---|
| Storage mobility | Volumes or storage devices supporting z/OS or z/VM workloads | The storage path or underlying hardware; the mainframe environment remains in place | I/O redirection, data transfer status, workload behavior, and the ability to switch back |
| Dataset-level migration | Selected logical datasets or extents between volume sets | Dataset placement and potentially catalog and SMS information | Dataset completeness, catalog correctness, application access, and I/O impact |
| Data-tier migration | Extracted files, records, databases, or other data into a different platform | Potentially encoding, data types, schemas, access methods, security boundaries, and application behavior | Record-level reconciliation, conversion correctness, target behavior, and change capture or coexistence |
That last category may be called replatforming, refactoring, analytics access, or archival, but those goals lead to different target designs. A bulk transfer to a cloud database is not the same operation as replacing a storage array under an unchanged z/OS workload.

IBM describes its Transparent Data Migration Facility (TDMF) for z/OS as host-based software for local or global storage migration in supported z/OS and z/VM environments. IBM says its dynamic-swap process redirects I/O from source to target storage during migration, and describes switchback to the original configuration, transfer tracking and validation, and dynamic pacing. IBM also describes a z/VM agent for shared-DASD situations and planning and monitoring features.

These are product capabilities as IBM describes them, not a guarantee that every configuration can be migrated without interruption. Support depends on the specific source and target infrastructure and applicable software levels. Before planning around a feature, confirm the current compatibility and support information for the actual environment; the broad description of multivendor support is not a substitute for that check.
Switchback is a useful capability to assess, but a rollback plan is more than a button or feature name. The team needs a defined trigger, an authorized decision-maker, a recovery sequence, and a way to preserve a consistent view of writes if the source configuration is restored. A live migration can change production I/O behavior even if applications remain online, so pacing and performance need to be evaluated against representative workloads and batch windows.
IBM lists zDMF for dataset-level migration, z/OSMF for management UI, GDPS for availability and recovery continuity, and Spectrum Virtualize for Public Cloud for hybrid storage integration as adjacent products. Those references indicate related capabilities; they do not by themselves establish a complete architecture for a particular migration.

Moving datasets has catalog and workload consequences
Dataset-level work operates at a different boundary from volume migration. IBM Redbooks’ DS8870 Data Migration Techniques (2015) describes zDMF as a host-based facility for moving logical datasets or extents between volume sets. The guide says zDMF updates ICF catalog information and interacts with SMS, so the move is not simply a file copy: placement metadata and storage-management behavior matter to the applications that locate and use the data.
The Redbooks guide describes uses including volume consolidation, tiered storage, availability, and performance service-level support. It also notes that zDMF observes activity on volumes containing selected migration datasets, adding I/O processing burden. Many moves may avoid application disruption, but some datasets can require a short application outage to complete. The guide is from 2015 and focuses on DS8870-era material; treat it as technical context, then verify current product support and procedures before applying it to a present-day system.
For this kind of move, catalog and SMS ownership should be explicit. Teams also need to identify applications, jobs, and operational processes that depend on the affected datasets, then test that they find and use the data correctly after movement. Storage-level validation alone cannot establish that application access paths and scheduled work still behave as intended.

A cloud data tier adds extraction, conversion, and coexistence
When the destination is a different platform, the team has to move meaning as well as bytes. Microsoft Learn’s example for mLogica LIBER*IRIS describes using mainframe metadata and extraction scripts to produce sequential files and SQL load scripts, transferring them to Azure Blob Storage over SFTP, converting EBCDIC to ASCII during loading, and loading Azure SQL, PostgreSQL, MySQL, or Cosmos DB. The example also describes logs and monitoring, transport and authentication, encryption, and temporary staging; in that architecture, staged data is deleted from Blob Storage after migration.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsMicrosoft presents this as one architecture for replatforming or refactoring and archival, not a universal cloud design. Before choosing a target, decide whether the goal is to replace the operational application, preserve data for archive, expose it for analytics, or run old and new systems together. Those choices affect target schema and data types, access patterns, retention, the security boundary, and what must be changed in applications.
For a migration that must keep a target current while source applications continue to write, Microsoft’s Azure guidance also describes Rocket Data Replicate and Sync (RDRS), formerly tcVISION, for replication, synchronization, migration, and change data capture. Its guidance discusses bulk loading from direct reads or backup/unload data and says that, in the described pattern, using backup or unload data can reduce network I/O and load times compared with direct reads. It also describes reverse synchronization and coexistence. Those are patterns to evaluate against the project’s needs, not assurances about a particular implementation’s speed or availability.

The practical distinction is whether the project needs a one-time bulk copy, ongoing change data capture (CDC), bidirectional coexistence, or an archival load. Each adds different requirements for ordering changes, detecting missed updates, resolving conflicts, and deciding when the old system can stop accepting writes.

TDMF, zDMF, LIBER*IRIS, and RDRS address different parts of the problem, so a feature-by-feature ranking would be misleading. Use the migration unit and desired operating state to narrow the choices, then compare the details that determine whether a particular design is supportable:
- Scope and compatibility: identify the volumes, datasets, databases, files, or tape data in scope; record source and target hardware, firmware, operating-system levels, catalogs, SMS policies, and replication features; verify vendor support for those exact combinations.
- Availability and recovery: set an agreed outage budget; separate online steps from steps requiring a controlled pause or restart; define rollback or switchback triggers, authority, and the method for keeping source and target writes consistent.
- Correctness: specify how the team will prove completeness and correctness before cutover. Use storage or file checks where appropriate, but add application-level reconciliation for records, balances, totals, or other business-critical behavior.
- Performance: measure the effect of migration I/O on production latency and batch windows. For cloud moves, also account for network use and target loading. Do not assume default pacing or a bulk-load pattern will suit the workload.
- Security and retention: document identity and access, encryption, network controls, audit requirements, retention, and treatment of temporary staging data outside the mainframe.
- Ownership: assign responsibility for catalog and SMS changes, job schedules, application dependencies, business sign-off, communications, monitoring, and post-cutover operations.
- Commercial and lifecycle checks: confirm current product support, licensing, and operational ownership for the chosen design. No independent performance or cost comparison establishes a universal best tool.
Write these decisions into a migration runbook with checkpoints: what must be true before data movement starts, how progress and errors are monitored, which reconciliations must pass before cutover, who approves the transition, and how the system is recovered if a checkpoint fails. For a platform change, include conversion rules and a plan for updates made during the migration. “The copy completed” is not an adequate cutover criterion.

Scale does not eliminate coordination work
IBM’s 2024 CIO Insourcing case study reports that IBM moved more than 380 applications and 24 PB of data storage to in-house IBM infrastructure in 47 migration waves. IBM says the waves had zero rollbacks to its prior third-party managed service provider. The case study attributes the figures to internal project management reports; they describe one IBM project, not a general success rate or forecast for another organization. It also reports over USD 12 million in estimated annual savings, calculated internally from before-and-after outsourcing and in-house infrastructure costs; that estimate should not be treated as a transferable savings expectation.
The case study emphasizes inventory, data governance, cross-functional coordination, and phased sequencing alongside technology. Rosalind Radcliffe, IBM Fellow and CTO of the CIO Technology Platform Team, said in the case study: “We built an entirely new IBM Z team, moved all workloads, set up 4 new data centers and successfully exited the third-party managed infrastructure services data centers. Despite all the work and changes, we still managed improvement.” This is IBM’s account of its own program, but it illustrates why staffing, ownership, and operational transition belong in the plan rather than being left until after the data copy.
What a credible migration plan must settle
Before approving a schedule, make the boundary and the evidence of success concrete. A useful plan answers these questions in terms the storage, application, security, and business teams can all verify:

- Exactly what moves, and what remains unchanged?
- Which operations can run online, and which require an outage, restart, or write freeze?
- What counts as complete and correct at both infrastructure and application level?
- How will production workload, batch timing, network use, and target load be observed during execution?
- For a platform move, what conversion rules apply, how are ongoing changes captured, and when does the old system stop accepting writes?
- Who signs off on the cutover, and what are the measurable conditions for switching back?
- Where is data staged, who can access it, how long is it retained, and how is it removed when the migration is complete?
The safe conclusion is not that a particular tool makes migration easy. It is that tool selection follows from the migration boundary. A storage move needs a supported path and controlled I/O; a dataset move needs correct metadata and application access; a new data platform needs trustworthy extraction, conversion, loading, reconciliation, and a coexistence or retirement plan. Treating those as separate engineering and operational questions is what makes the “easy bit” only one part of a successful migration.
