A pull request can show passing checks and still refuse to merge. In the case Cortia described in its post “The Commit That Wouldn’t Merge” (published September 9, 2026), the blocker was a required check that never reported for the target branch. The workflow that produced it only ran when the base branch was main, so a pull request aimed at develop sat waiting for a result that was never going to arrive. The author reports that the fix was to let the job run on both branches.
The article’s case details come from the author’s own account, and we could not independently confirm the repository history. The GitHub behavior it depends on is documented, however, and that behavior is what makes the pattern worth understanding. This guide separates the three conditions that look alike on the merge button and shows how to tell them apart.

What the reported case looked like
According to the article, the pull request was PR #48, targeting develop. Most checks appeared green, but the merge button was gray. The merge box displayed the message “This branch is out-of-date with the base branch and must be updated.” The check that held everything up was lint-python, which stayed in the expected state, meaning GitHub was waiting for it to report, with no matching job run in the Actions log.

The author first rebased the feature branch and reran CI. The block remained. The workflow condition restricting the job to main was then removed, so the job ran for both main and develop. The check appeared, passed, and the merge went through.

The out-of-date message in that account is a red herring in one sense. Rebasing addressed the freshness rule, but the real problem was a required check that could not be reported at all. Those are two separate conditions, and the rest of this article treats them that way.
Three blockers that look alike
The merge box and the checks list can make different problems appear identical. Before changing anything, match the exact blocker against this table.

| What you see | What it means | Typical fix |
|---|---|---|
| “This branch is out-of-date with the base branch and must be updated.” | The branch uses strict required status checks, and it does not contain the latest commit from its base branch. | Update or rebase the branch from the base, then wait for checks on the new commit. |
A required check shows Expected or Pending with no matching run |
The check is required, but no workflow has reported a result for it on the commit that needs one. | Trace why the workflow did not run: triggers, path or branch filters, skip messages, and job conditions. |
| A required check shows a failure | The check ran and failed, so the merge is blocked on its result. | Read the job log and fix the failing step. Freshness changes do not help here. |
A pull request can carry more than one of these blockers at once. Clear them in the order the table lists them, because a fresh commit can change which check result is required.

Required checks must actually report
GitHub defines an expected check as one waiting for a status to be reported. A required status check must pass before a pull request can merge into a protected branch. A required check that never reports therefore holds the merge indefinitely, even when every other check is green.
Skipped workflows and skipped jobs are not the same
GitHub’s troubleshooting guidance for required status checks distinguishes two cases. When a whole workflow is skipped because of path filtering, branch filtering, or a skip instruction in the commit message, its associated required check can stay pending and block the merge. When a job is skipped by a conditional, GitHub reports that job as successful.

The Cortia symptom, an expected check with no matching job run, fits the first pattern more closely than the second. The check never got a result, and that is what held the merge. Whether a particular restriction lives at the workflow level or the job level therefore changes the outcome, and it is worth checking which one you have.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Strict branch freshness is a separate rule
GitHub documents that a branch with strict required status checks must be up to date with its base branch before merging. Merging or rebasing the base branch into the feature branch is the documented remedy. Passing checks do not satisfy this rule on their own, and a fresh base merge does not make a missing check appear.

Checks report against a specific commit
Required checks must report against the relevant latest commit or the applicable test merge commit. When a check is stuck, identify which commit is expected to carry its result and which event triggered the workflow. A result on an older commit does not satisfy the requirement for the current one.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to diagnose a required check that never reports
- Read the exact blocker. Open the pull request and read the message in the merge box. Note whether it names an out-of-date branch, a missing or pending check, a failed check, or another protection rule.
- Compare the required check name with the job name. In the repository’s branch protection rule (Settings, then Branches) or ruleset (Settings, then Rules, then Rulesets), note the exact required check name and any GitHub App source pinned to it. Then compare that with the job name in the workflow file. A mismatch in name or source means the check you require is never produced.
- Confirm the workflow runs for this event and branch. Check the
on:block for thepull_requestevent, the target branches listed under it, and anypathsorpaths-ignorefilters. Check the commit message for skip instructions. A workflow that cannot run on a valid pull request path can block the merge. - Check job-level conditions. Look for
if:expressions on the job that reference the base branch or other context. A condition that evaluates false on one target branch can leave the required check unreported there. Because a conditionally skipped job reports success, a missing result often points to a workflow-level restriction instead. - Fix only the freshness issue if that is all that remains. If the merge box names only an out-of-date branch, update or rebase from the base branch and wait for checks on the new commit. This will not fix a workflow that still never emits the required check.
Merge queues need their own trigger
If the repository uses a merge queue, required GitHub Actions workflows must also handle the merge_group event. GitHub documents this as a trigger separate from pull_request. A workflow that only listens for pull requests will pass on the pull request and then fail to report when the queue builds its test merge commit.
Fix the coverage, not the protection
When a merge is stuck, it is tempting to remove the required check or turn off strict freshness. That clears the button but weakens the policy. The better approach is to make the workflow cover every target branch and event where the check is required, then confirm it reports on a real pull request against each one. In the Cortia case, that meant removing the restriction to main so the job runs on develop too, rather than deleting the requirement.
These steps reflect GitHub’s documented behavior for its own required checks. Other CI and hosting providers define skipped, pending, and required checks differently, so confirm the rules in that provider’s documentation before applying them there.
The Bottom Line
A green summary does not prove that every required check reported for the commit that needs it. Read the exact blocker first. If it names an out-of-date branch, update from the base. If a required check sits in expected with no matching run, find out why the workflow did not run for that event and branch, and make its coverage match the protection rule rather than removing the rule.
