For small, familiar edits, go straight to Agent mode. For changes that span several files, have more than one reasonable approach, or depend on requirements you have not pinned down, spend a few minutes in Plan Mode first. Cursor’s own guidance draws exactly this line, and the reason is practical: a plan you can read and edit is cheaper to fix than a multi-file implementation you have to unwind.
What Plan Mode actually does
Plan Mode asks Cursor to investigate before it changes anything. According to Cursor’s Plan Mode documentation, it explores the codebase, can ask clarifying questions, and produces a plan you can review. You can edit that plan before any code is built. The documentation puts it directly: “Plan Mode creates detailed implementation plans before writing any code.”

Two things follow from that. First, the plan is a checkpoint, not a commitment: you can reject it, narrow it, or correct an assumption. Second, the clarifying questions are a possibility, not a guarantee. Cursor’s documentation says it may ask them, so do not treat a missing question as proof that the requirements are clear.
Choosing between Plan Mode and Agent mode
The real decision is not whether planning is good in general. It is whether reviewing an approach before edits begin is likely to prevent a mis-scoped change. Compare the two modes on the factors that matter:
#1 Best Overall
- Compact Mouse: With a comfortable and contoured shape, this Logitech ambidextrous wireless mouse feels great in either right or left hand and is far superior to a touchpad
- Durable and Reliable: This USB wireless mouse features a line-by-line scroll wheel, up to 1 year of battery life (2) thanks to a smart sleep mode function, and comes with the included AA battery
- Universal Compatibility: Your Logitech mouse works with your Windows PC, Mac, or laptop, so no matter what type of computer you own today or buy tomorrow your mouse will be compatible
- Plug and Play Simplicity: Just plug in the tiny nano USB receiver and start working in seconds with a strong, reliable connection to your wireless computer mouse up to 33 feet / 10 m (5)
- Better than touchpad: Get more done by adding M185 to your laptop; according to a recent study, laptop users who chose this mouse over a touchpad were 50% more productive (3) and worked 30% faster (4)
| Factor | Start in Plan Mode | Go directly to Agent mode |
|---|---|---|
| Task size | Substantial feature or refactor | Quick, routine change |
| Files or systems touched | Many files or several subsystems | One file or a small, contained area |
| Requirements | Unclear, or open to interpretation | Clear and already specified |
| Approaches | Several valid designs are plausible | One obvious way to do it |
| Architecture | Involves a structural or design decision | Follows an existing pattern in the code |
| Cost | An extra planning step before any edit | Fastest path from request to change |
| Main benefit | Catches wrong scope or assumptions before code exists | Efficiency on work you already understand |
Cursor’s guidance is explicit that quick routine tasks can go straight to Agent mode. Planning every edit is not the goal, and it would waste time on work that does not need it.
A working sequence for substantial tasks
- Classify the task first. If it is small, familiar, and well scoped, use Agent directly. If it touches multiple files, has competing approaches, or needs you or Cursor to discover how the codebase works, start in Plan Mode.
- State the outcome in concrete terms. Say what should change, what should stay the same, and the constraints that matter, such as a library you must not add or an interface that cannot break. Cursor’s CLI documentation recommends a clear statement of intent for the same reason: vague requests produce plans built on guesses.
- Let Cursor inspect before it edits. In Plan Mode, the agent researches the relevant code and may ask clarifying questions. Answer them with specifics. Vague answers yield a vague plan.
- Review the plan against the intended change. Check the scope, the assumptions, and the chosen approach. Edit anything that is wrong or unnecessary. Build only once the plan matches what you actually want.
- Encode recurring expectations as rules. If you keep repeating the same project conventions, move them into persistent instructions (see below).
- If the result misses the goal, go back to the plan. Cursor’s guidance is to revert, refine the plan, and run it again, rather than stacking follow-up prompts on a flawed implementation.
Persistent instructions: keep them short
Cursor’s documentation describes three places where reusable context lives: project rules stored in .cursor/rules, user rules, and AGENTS.md. Use them to preserve project context so you do not restate it in every prompt.

The documentation on rules states: “Good rules are focused, actionable, and scoped.” In practice that means a rule should describe one expectation the agent can act on, such as a naming convention or a test command. Avoid copying your README or existing contributor docs into rules. A duplicated document is longer to maintain and more likely to drift out of date.
Do these 3 things before closing this tab:

The guidance here is consistent across Cursor’s Plan Mode, CLI, and rules documentation, but it is qualitative. Cursor’s best-practices material refers to a University of Chicago study about experienced developers planning before generating code. No figure or publication year is attached to that reference in the material available, so this article makes no quantified claim about how much planning improves results.

Interface details also change. Menu labels, shortcuts, and where Plan Mode appears in the chat panel can differ between Cursor versions, so check the current UI before following any step-by-step instructions. The principle, matching deliberation to task size, does not depend on those details.

Use Agent mode when the task is small and you already know the answer. Use Plan Mode when the change is wide, the requirements are loose, or more than one design is credible. Read the plan as a reviewer would, correct it before any code is written, and return to the plan rather than patching a bad result. That is the sense in which slowing down first makes you faster overall.
