The best fit depends on what “without cloud recording” means to you. For one camera and locally stored event clips, a microSD model such as the TP-Link Tapo C103 is the simpler option. For several cameras recording continuously, a wired PoE system with a local NVR is better suited. Neither local storage choice, by itself, proves that setup, remote viewing, or alerts work without internet—or that the camera has no vendor-mediated access.
What “without cloud recording” means
Local recording means footage is saved to storage you control, such as a camera’s microSD card, a hub, an NVR, or a NAS. It is different from paying for a vendor’s cloud archive. A camera can store video locally and still use internet connectivity or vendor services for app setup, remote viewing, or push alerts.

Decide whether you want to avoid a paid cloud archive or also prevent remote access through the manufacturer’s service. These are separate requirements. eufy says supported devices can record without a cloud-storage subscription, but storage methods and features vary by model (eufy’s subscription guidance).

| Approach | Best suited to | Trade-offs to check |
|---|---|---|
| Camera with microSD | A simple single-camera setup and local event clips | Capacity is finite. Confirm continuous-recording support, overwrite behavior, app requirements, and whether encryption affects portability. |
| PoE cameras with a local NVR | Several wired camera views and continuous recording | Requires a recorder, compatible cameras, cabling, and separately purchased storage. |
| Camera recording to a NAS | People who already manage network storage and want footage centralized | Check protocol and exact model compatibility, setup complexity, and any NAS-vendor licensing costs. |
Compare options by where footage is stored, whether recording is event-based or continuous, what works on the local network, which privacy controls are available, and how much installation work is required. These are practical distinctions, not independent test scores.

Best simple local-storage example: TP-Link Tapo C103
TP-Link’s US product page lists the Tapo C103 as an indoor/outdoor 1080p Wi-Fi camera with microSD storage up to 512 GB, person and motion detection without a subscription, and configurable privacy zones. A microSD card is sold separately; cloud backup through Tapo Care is optional. The camera needs a power source for normal operation (TP-Link Tapo C103 specifications).
It is a straightforward candidate if you want a standalone camera that can save footage to a card rather than requiring a cloud archive. The listed card capacity is a product specification, not a promise of a particular number of days of retention. Actual retention varies with resolution, frame rate, compression, activity, and settings. Check the current specifications and availability for your region before buying.

Best for several cameras and continuous recording: Tapo NVR system
TP-Link’s 2025 product guide describes its Tapo NVR system as supporting local management and continuous recording, with up to eight PoE cameras and up to 20 TB HDD capacity using the drive bay and expansion. The hard drives are purchased separately (TP-Link Tapo NVR guide).

This is a different kind of installation from adding a Wi-Fi camera: it involves a recorder, compatible PoE cameras, and cabling. The system also describes remote app and web access, so local recording should not be taken as proof that every service stays within the local network.

Best for existing network storage: a compatible camera and NAS
If you already maintain a NAS, recording directly to it can centralize footage without using a camera vendor’s cloud archive. eufy documents RTSP recording to a compatible NAS for specific Indoor Cam and eufyCam models, and names Synology as a verified compatible vendor. The guide says up to two cameras are covered by its free allowance and that the NAS supplier may charge for additional cameras (eufy NAS setup guidance).
Do not assume that any eufy camera—or any NAS—will work with this setup. Verify the exact camera model, protocol support, NAS compatibility, and any applicable license costs before relying on it.

Check what works without internet
Offline behavior is model- and setup-specific. eufy says suitable configurations may continue local recording and motion detection without internet, while remote viewing and push notifications stop. Verify the behavior for the exact camera and configuration rather than treating local storage as a guarantee (eufy guidance on internet loss).
If you want to restrict remote access, check for a documented control and understand what it disables. Reolink provides device-specific instructions to disable UID/P2P on applicable powered cameras, NVRs, and Home Hub systems; it describes the result as limiting access to the local network. Availability and behavior depend on the device (Reolink UID/P2P instructions).
Privacy and compatibility checks before you buy
- Confirm the recording mode. A card slot alone does not establish support for continuous recording, every card size, or a particular overwrite policy.
- Check the exact model’s storage limits. Make sure the card, hub, NVR, or NAS supports the camera and recording method you intend to use.
- Decide whether card encryption matters. TP-Link documents an encryption option on supported Tapo models. Its guidance says encrypted recordings are accessed through the Tapo app and may not be readable if the card is moved to a computer or another device; support varies by model (TP-Link guidance on SD card encryption).
- Review remote-access controls. If you plan to disable remote access, confirm the feature exists on the specific device and check how it affects remote viewing and notifications.
- Treat privacy claims as manufacturer statements. eufy says its local AI processes without offloading analysis and that data is stored on the device or HomeBase. Those statements are not an independent privacy or security audit (eufy’s local AI description).
Choosing between the options
Choose a microSD camera if you want one camera, local clips, and a relatively simple installation. Choose an NVR if you need multiple wired views and continuous recording and are prepared to install cabling and a recorder. Choose NAS recording if you already have suitable network storage and are comfortable verifying protocol, model, and license compatibility.
