The Australian Greens have become more familiar inside parliamentary politics, but that does not settle whether they have become part of the establishment. They have spent decades in parliament and have used Senate negotiations to shape legislation; they have not, on the evidence here, become a governing party. Their principles and reform agenda remain oppositional, while their ability to persuade voters that they offer a distinct alternative is contested.
What does “part of the establishment” mean here?
“The establishment” is not a single institution with a clear membership list. Applied to the Australian Greens, the phrase can mean several different things: that the party has been in parliament for a long time, that it bargains with major parties, that its leaders and staff have become professional politicians, or that voters no longer see it as an outsider. Those claims need to be assessed separately.
The Guardian’s 12 July 2026 account frames the party’s problem as a tension: it wants to turn dissatisfaction with the status quo into votes and seats, while its long parliamentary presence can make it look like part of the system. That is a reported political interpretation, not proof that every voter sees the Greens that way.
| Measure | What the evidence shows | What it does not establish |
|---|---|---|
| Institutional presence | The federal party formed in 1992 and has spent a long period in parliament, according to the party’s official history and the Guardian. | Time in parliament alone does not show that the party has become a governing party or abandoned its principles. |
| Policy influence | ABC News Australia reported that Greens senators negotiated an additional $3 billion for Labor’s Housing Australia Future Fund legislation. | A successful negotiation does not establish that the Greens controlled the government or owned the resulting policy. |
| Electoral position | The Guardian reported that the Greens received about 12% of first-preference votes in the 2025 federal election, while Adam Bandt, Max Chandler-Mather and Stephen Bates lost their House seats, leaving one lower-house member. | A primary-vote share, a count of seats and influence in the Senate measure different things. |
| Voter perception | The Guardian reported competing views: academic Jill Sheppard said long parliamentary tenure can make a party “like parliament”; former senator Lidia Thorpe criticized the Greens’ communications as preaching to the converted. | These are attributed perspectives, not a universal finding about what voters think. |
How much influence do the Greens have?
The Greens can influence legislation without governing. ABC News Australia’s 1 May 2025 account described their Senate bargaining role, including negotiations that secured an additional $3 billion for Labor’s Housing Australia Future Fund legislation. That is concrete evidence of leverage in a particular legislative process. It is not evidence that the party won broad electoral support for its whole program or became part of the executive government.

Leverage depends on the parliamentary numbers and on what a party is willing to trade or demand. ABC noted the significance of whether Labor held a majority in the House of Representatives. Senate negotiations can therefore make the Greens consequential even when their lower-house representation is limited. Influence over a bill should not be confused with control over the government that introduces or administers it.
The distinction matters because influence is one of the clearest ways an outsider party can start to look institutional: it sits at the negotiating table and works within parliamentary rules. But bargaining inside parliament is also how a party can try to turn its voters’ priorities into policy.
What remains oppositional in the Greens’ politics?
The Australian Greens say the federal party was established in 1992 when state-based Greens parties joined. The party describes its four principles as ecological sustainability, grassroots democracy, social justice, and peace and non-violence. Those are the party’s own statements about its identity, not an independent evaluation of how consistently it has enacted them.

Its democracy policy also calls for greater public participation, proportional representation, controls on political donations and limits on corporate political influence. This is a reform agenda aimed at changing how political power is exercised. It supports the view that the Greens continue to present themselves as challenging entrenched arrangements, though it cannot tell us whether voters find that claim credible.

The party’s political pitch has also broadened beyond its environmental roots. ABC described a shift toward positioning the Greens as a “party of renters,” while the Guardian’s account of the party’s post-election review discussed voter support for proposals including dental and mental health care in Medicare and action against price gouging. A broader agenda may help the party address everyday economic concerns; it may also make it harder for voters to recognize which policies are distinctly Greens proposals.
Why did the Greens lose House seats while keeping their primary vote?
The 2025 result illustrates why votes and seats should not be treated as interchangeable. The Guardian reported that the Greens’ primary vote remained about 12%, but Adam Bandt, Max Chandler-Mather and Stephen Bates lost their House seats, leaving the party with one lower-house member. A national primary-vote figure does not guarantee that support is distributed in a way that wins seats in particular electorates.

The Guardian also reported the party’s own explanation for the result. Its post-election review said voters supported policies such as dental and mental health care in Medicare and action against price gouging but did not recognize them as Greens policies. It pointed to minimal media exposure and a fragmented audience. The review criticized the “keep Dutton out” message, arguing it made Labor appear the safer choice. These are the party’s diagnoses as reported by the newspaper, not experimentally established causes of the election outcome.
That diagnosis links electoral performance to the outsider question. A party can retain a meaningful base yet struggle to communicate what distinguishes it, especially when a campaign’s central message focuses on stopping another party rather than explaining its own offer. Whether that was decisive in 2025 is not established by the reported review alone.
Why do some people say the Greens are no longer anti-establishment?
The criticism has at least two strands. One concerns institutional familiarity: Associate Professor Jill Sheppard of the Australian National University said, “The Greens are a bit stuck because they have had so long around parliament that you start becoming like parliament,” adding, “Almost by osmosis.” She also said, “The Greens will be – and always have been – on stronger ground when they’re criticising mainstream politics in the country.” Her argument is that long tenure may weaken the credibility of an outsider posture even if the party still criticizes mainstream politics.

The other strand concerns who hears the message. Lidia Thorpe, a former Greens senator, characterized the party’s communications this way: “They’re preaching to the converted, and they’ll always stay at that 10% because they just talk to themselves.” That is Thorpe’s criticism, not a verified ceiling for Greens support. Peter Lewis, an Essential Media pollster, offered a different way to think about the audience: “You’d find Greens voters and One Nation voters have similar concerns, but very different policy prognoses.” Shared dissatisfaction, in other words, does not mean agreement about the remedies.
At the Greens’ national conference, leader Larissa Waters put the party’s ambition plainly: “We’re not a pressure group, we’re a political party,” and “And the aim of a political party is to win government.” The Guardian amended its 12 July 2026 account to correct her chamber: Waters is a Queensland senator in the upper house, not a lower-house MP. The quotation makes clear that seeking power is not, in itself, a departure from being a political alternative. It also means the party’s success cannot be measured only by whether it remains outside government.

- Germany: A 2025 British Journal of Political Science study found that Green entry into state parliaments was followed by a 1.3–1.5 percentage-point increase in support for the CDU/CSU at the subsequent federal election. This is a bounded finding about German elections: it describes a conservative backlash associated with Green parliamentary entry, not proof that entering parliament automatically makes Green parties indistinguishable from established parties.
- United Kingdom: The House of Commons Library reported that UK Green parties received a combined 6.7% of the vote in the 2024 general election, while the Green Party of England and Wales won four seats. It notes that first-past-the-post can produce a substantial gap between vote share and seat share. The UK case therefore illustrates how an electoral system affects the conversion of votes into seats; it is not a direct measure of Australian Greens support or influence.
The useful comparison is not simply whether another Green party entered parliament. It is how a party’s electoral system, coalition options, policy choices and public communication shape what parliamentary presence means in that country.
So, are the Australian Greens part of the establishment?
If “part of it” means a party with an established parliamentary presence that negotiates legislation, then the Greens are plainly inside important parts of the political system. If it means a party that governs, controls the political agenda or has abandoned its stated reform principles, the evidence presented here does not support that broader conclusion.
The unresolved issue is credibility: can the Greens use parliamentary experience to deliver visible changes while still persuading voters that they challenge the political status quo? Their Senate influence shows they can affect policy from within the system; the 2025 election and the criticisms reported by the Guardian show that influence has not erased doubts about their electoral reach or outsider identity.
