The AI Economy Has a Proof Problem

AI may improve tasks and help some firms produce more, but those effects do not yet add up to a settled measure of how much AI has increased national productivity or GDP. The central difficulty is that studies often measure different things: task performance, firm activity, historical patent-linked outcomes, or modeled future gains. Each can be informative, but none should be mistaken for the others.

Why does the AI economy have a proof problem?

“AI is being used,” “AI improves a task,” and “AI has raised GDP” are three different claims. Evidence for the first does not establish the second, and evidence for the second does not by itself establish the third.

A tool might let a worker finish a particular task faster or improve its quality. Whether that change raises firm productivity depends on how much of the worker’s job consists of that task, whether the saved time is put to productive use, and whether new costs or errors offset the gain. Economy-wide productivity depends on still more: which tasks are affected, how widely firms adopt the tools, the mix of industries, and how changes in one firm or sector affect others.

Even a measured increase in output per worker is not automatically a causal estimate of AI’s contribution. To make that claim, analysts need a credible account of what would have happened without AI—the counterfactual—and a way to separate AI’s effect from other changes occurring at the same time.

Is AI actually boosting productivity?

There is evidence of potential gains and of productivity effects in particular settings, but the available findings do not establish one definitive, realized aggregate contribution from current generative AI. The International Monetary Fund’s 2024 literature review described empirical research on AI’s employment and productivity effects as inconclusive at that time. That does not mean no task or firm has benefited; it means those effects had not settled the economy-wide question.

The estimates below address different outcomes, periods, and kinds of evidence. They should be read as separate findings, not competing measurements of one common quantity.

Acemoglu cautions that estimates could be exaggerated, including because early evidence concerns easier-to-learn tasks.
IMF, 2026 In its OECD-country patent sample for 2000–2017, AI-related patent issuance more than tripled by 2017, and OECD countries held about 89% of those patents. Its production-function analysis estimates labor productivity (output per worker) rose by 0.8–1.2% in relation to the pace of AI patent applications over that period. A study-specific historical estimate using patent data. It is not proof that current generative AI has already raised GDP by that amount.

The table’s numbers are not interchangeable. In particular, the OECD’s annual percentage-point scenario gains and Acemoglu’s estimated cumulative percentage change in TFP over 10 years use different measures and methods. Nor is the IMF’s historical patent-linked estimate a measurement of generative AI’s present-day effect.

How much will AI add to GDP?

There is no established single number for AI’s realized contribution to GDP in the evidence summarized here. The OECD figures are projections of productivity growth under specified horizons and assumptions; they are not national accounts showing that AI has already added a particular amount to GDP. The IMF’s historical analysis concerns a relationship estimated from patent activity and labor productivity in a past sample, not a direct current-GDP attribution.

That distinction matters because productivity and GDP are related but not identical measures. Labor productivity describes output per worker or hour; TFP attempts to capture output growth not explained by measured inputs such as labor and capital. GDP measures the value of economic output. A projected productivity gain can inform expectations about future output, but translating it into a realized GDP contribution requires evidence about adoption, timing, costs, and the wider economy.

Forecasts can still be useful. They make assumptions about future adoption and performance explicit and help compare plausible scenarios. Their value lies in showing how outcomes might vary—not in turning an uncertain future into an observed fact.

Why are firm-level AI claims not enough?

Investment, reported use, patenting, and AI-related hiring can show exposure or activity. On their own, they do not show that AI caused an increase in output or productivity. A company can spend on AI without integrating it into important workflows, and a firm that adopts a tool may change staffing, processes, or other technology at the same time.

An NBER review of firm-level measurement emphasizes that datasets capture distinct objects, including invention versus use, internal capability-building versus outsourcing, and realized activity versus investor perceptions. A claim based on one of these measures should not silently be presented as evidence about another. For example, a count of AI patents says something about invention; it is not a count of firms using AI successfully.

To interpret a firm result, ask what was measured: task time or quality, output, costs, revenue, or productivity. Then ask how the comparison was made and whether the study can distinguish AI’s contribution from other changes. A reported improvement can be real and useful while still falling short of proof about national productivity.

Why do projections differ across countries and studies?

Countries differ in the industries that make up their economies, the tasks workers perform, the tools firms can adopt, and the conditions that help adoption translate into output. OECD’s 2025 analysis connects differences in projected gains to sector mix, exposure, adoption, and scenario assumptions. It identifies stronger potential gains in knowledge-intensive services, while noting that lower-income countries can face constraints such as infrastructure, skills, financing, and institutional capacity.

These factors help explain why a projection is conditional rather than universal. An economy with many exposed tasks may still see limited gains if firms do not adopt AI widely or cannot reorganize work around it. Conversely, benefits may be larger where adoption and complementary capabilities are strong. Forecast ranges reflect some of that uncertainty; they do not guarantee that any country will realize the upper end.

What should a credible AI productivity claim specify?

Before comparing headline figures, identify what each one actually says. A useful claim should make the following details visible:

  • Outcome: Is it task performance, firm productivity, employment, labor productivity, TFP, output per worker, or GDP?
  • Unit and geography: Does the evidence concern a worker, task, firm, sector, country, or group of countries?
  • Period and horizon: Is it based on historical data, a current observation, or a forecast? What dates or future window apply?
  • Evidence type: Is the result an observed association, a causal estimate, a simulation, a scenario, or an extrapolation?
  • AI measure: Does it track patents, task exposure, reported adoption, investment, actual use, or technical capability?
  • Counterfactual and assumptions: What is the comparison case without AI, and which assumptions about adoption or performance drive the estimate?
  • Distribution: Who is expected to capture gains, and which workers, firms, sectors, or countries may bear costs?

Units matter as much as the headline figure. A percentage-point change in an annual growth rate is not the same as a percentage change accumulated over a decade. A country scenario is not a global result, and an association with patent activity is not direct proof of AI’s causal effect.

Why GDP is not the whole economic story

Even a well-supported increase in output would not describe who benefits or who loses. Productivity statistics do not, by themselves, show how gains are divided among workers, firms, consumers, and investors, or whether workers face displacement during the transition. Market concentration and unequal access to AI’s benefits also matter.

The OECD’s 2024 review identifies distribution, labor displacement, and market concentration among the policy and societal challenges surrounding AI. Those questions belong alongside output measures: an economy-wide gain could coexist with uneven outcomes across people, firms, and places.

What the evidence supports—and what it does not

The evidence supports a cautious but substantive conclusion: AI has plausible productivity potential, and measured task or firm improvements can be meaningful. Modeling studies offer estimates of how those gains might scale under different assumptions, while historical patent-based analysis provides a distinct view of earlier AI-related activity.

What these findings do not establish is a single, settled causal figure for how much present-day generative AI has already added to aggregate GDP. That claim requires evidence that connects actual adoption to realized output across the economy, distinguishes AI from other causes, and accounts for timing and distribution.
