The agentic AI transition is underway—but it is still uneven

Agentic AI is shifting from generating answers to carrying out multi-step tasks. Adoption is growing in some business settings, but broad productivity gains and dependable autonomous consumer use remain unproven.

Agentic AI is moving into real business workflows, but that does not mean dependable, fully autonomous agents are already handling everyday life or that every organisation has moved past experiments. The change is gradual: instead of only asking AI for an answer, users can delegate a task that draws on context, tools and actions. The more an AI system can do without approval, the more its access and oversight matter.

What “agentic AI” means

There is no single settled definition of agentic AI. An OECD working paper published on 13 February 2026 reviews recurring features across definitions, while the UK Information Commissioner’s Office (ICO) describes agentic AI as combining generative AI with tools and new ways of interacting with the world. In practical terms, an agentic system can use context and tools to plan or carry out a more open-ended, multi-step task. Systems differ substantially in how much they can do on their own.

A chatbot that drafts a reply is mainly generating content. A system that gathers relevant information, prepares a reply in a connected application and waits for approval is taking steps toward execution. If it can send that reply without review, its autonomy—and the consequences of a mistake—are greater. “Agentic” is therefore not a guarantee of independent judgment or reliability; it describes a range of capabilities and permissions.

Where adoption stands

In business, agentic capabilities are already being deployed for bounded tasks, and some companies are investing in them in anticipation of productivity and competitive gains. That is a meaningful shift, but it is not evidence that every deployment works well or that organisations have broadly replaced pilots with routine operations. The UK Department for Business and Trade’s report Agentic AI and consumers says fully autonomous consumer agents depend on improvements in reliability, coordination and real-world performance. It also notes that initiatives may be delayed, narrowed or abandoned as organisations test them.

One sign of changing workplace use comes from OpenAI’s enterprise analysis, published on 12 August 2026. The company says its analysis draws on more than 10 million messages and reports use of its Codex product beyond engineering. These figures describe OpenAI’s own customer dataset, not the entire economy:

OpenAI-reported measure What it says—and what it does not
As of June 2026, Codex accounted for 64% of combined Codex and ChatGPT output tokens among OpenAI enterprise customers. This is a share of output tokens, not the share of companies, workers or tasks using Codex.
Since February 2026, weekly active enterprise Codex users grew 108× in legal, 41× in sales, 41× in recruiting, 26× in marketing and 5× in engineering. These are product-specific growth figures from OpenAI’s customer dataset; they do not establish how common agent use is across each profession.
In June 2026, OpenAI’s “frontier firms” generated 8.3× as many output tokens per active user as typical firms, compared with 2.6× in January 2026. OpenAI treats output tokens as a proxy for depth of use. Longer multi-step agent workflows can produce more output, so this is not a direct measure of productivity.
By June 2026, users at the 99th percentile of OpenAI’s internal daily Codex use regularly generated more than 60 hours of agent turns per day, distributed across parallel agents. This is an internal usage observation about the most intensive users, not a picture of a typical worker’s day.

These numbers indicate that some users are moving from asking for assistance to delegating sequences of work. They do not show that agents have delivered broad productivity gains. The sources available for this article do not establish an independent, comparable cross-industry causal estimate of economy-wide productivity attributable to agentic AI.

Why the transition is not simply “more agents”

Adoption depends on more than whether a system can complete a task in a demonstration. A useful assessment asks what work it performs, what information and tools it can reach, how reliably it handles exceptions, and who can review or stop it. It should also consider whether actions are traceable, whether the system can work with existing technology, and whether outcomes can be measured against the previous process.

Gartner’s 28 April 2026 press release forecasts that an average global Fortune 500 enterprise will have more than 150,000 agents in use by 2028, up from fewer than 15 in 2025. This is a forecast, not a count of agents already deployed. Gartner also reports that 13% of organisations think they have the right AI-agent governance in place; that is Gartner’s reported organisational self-assessment, not an independently verified universal rate.

The European Commission’s DG CONNECT report, last updated 23 January 2026, identifies practical barriers to scaling adoption in Europe: fragmented data, technological dependence, uneven readiness, compliance concerns, reputational risk and a shortage of reference cases. It also notes that multi-step autonomous actions make responsibility harder to assign across the systems and tools involved.

What can go wrong when an agent has access

An agent’s permissions determine what it can affect. A system that can only draft text presents a different risk from one that can query customer records, update a database, share files or send messages. The ICO says organisations remain responsible for data-protection compliance when they develop, deploy or integrate agentic AI, including where responsibilities are divided across a supply chain.

The ICO highlights several risks that can arise if a system is poorly designed or governed:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Unclear controller and processor responsibilities among the organisations supplying or operating the system.
  • Broad or poorly specified processing purposes, or collecting and using more information than is necessary.
  • Unintended inferences about special-category data and reduced transparency for people whose information is processed.
  • Cyber threats and the concentration of personal information in connected systems.
  • Unnecessary database connections, weak access security, inadequate monitoring, no effective stop controls, or uncontrolled sharing of further information.

Consumer-facing agents also raise concerns about personal data and delegated authority. The UK government report warns of possible lock-in if a closed ecosystem makes it difficult to transfer data, preferences or an agent’s memory to another service.

How organisations can govern agentic workflows

Controls should match the task’s intent and risk. A basic assistant that drafts a low-stakes note should not automatically receive the same permissions as an agent executing a financial, legal or customer-data workflow. Microsoft’s guidance, Adopt agentic AI at scale, recommends classifying initiatives by intent and risk, identifying maturity gaps and using an organisational Center of Excellence to make successful practices repeatable. A practical sequence is:

  1. Define the task and its limits. Specify what outcome the agent is meant to achieve, what it must not do, and which actions require a person’s approval.
  2. Limit access to what the task needs. Map the data, tools and systems involved; avoid unnecessary connections and constrain the agent’s ability to change or share information.
  3. Assign responsibility. Make clear who owns the workflow and who is accountable for the connected systems, data handling and decisions made with the agent’s output.
  4. Make actions reviewable and stoppable. Keep traceable records, monitor behaviour, provide a way to intervene or stop execution, and set limits on follow-on actions and information sharing.
  5. Check outcomes before expanding. Test reliability on real workflow exceptions, assess security and privacy, and measure task results rather than treating usage volume as proof of value. Expand only when controls and capabilities are ready.

Gartner’s recommendations add that organisations should define agent identity, permissions and lifecycle; govern information access and currency; monitor and remediate behaviour; and train employees in responsible use. The European Commission likewise calls for continuous traceability and meaningful human oversight.

What the transition means for users

For individuals, the near-term change is more likely to be AI taking on bounded steps inside services than a universally reliable personal agent that can act freely across the internet. Before delegating a consequential task, check what data the agent can access, what actions it may take, whether it asks for approval, and how to review or reverse an error. For organisations, the same principle applies at a larger scale: autonomy should grow only as fast as the ability to secure, monitor and account for it.

The UK government report captures the condition for consumer trust: “Agentic AI will deliver greatest consumer value and be trusted when autonomy is bounded clearly by user intent and backed by strong transparency and accountability.”

The transition is underway in that multi-step AI work is being used in bounded business settings and spreading beyond engineering in some company data. The evidence does not yet justify treating autonomous agents as dependable by default or claiming that economy-wide productivity gains have been proved.
