That is a 7.4% decline. It does not establish that 14,279 children were deported, disappeared, or left Texas. The category is narrowly defined, and the snapshots do not track individual students or explain where they went.
What does the 14,200 figure measure?
The Texas Education Agency’s June 2026 report lists 193,831 students in its immigrant category for 2024-25 and 179,552 for 2025-26. Subtracting the later total from the earlier one gives 14,279 fewer students, about 7.4% of the earlier count. These are statewide October snapshot counts, not a tally of children confirmed to have left school or Texas.
The Texas Tribune described the change as more than 14,200 students, or a 7% decline, but its article gives 179,423 as the 2025-26 count. That is 129 lower than the total in TEA’s table. The 14,279 calculation here uses TEA’s primary count.
Who qualifies as an “immigrant student” in Texas data?
For this reporting category, TEA counts students ages 3 through 21 who were not born in a U.S. state, Puerto Rico, or the District of Columbia, and who have not attended school in the United States for more than three full academic years. Citizenship does not determine eligibility. The Texas Tribune reports that districts do not ask students’ immigration or citizenship status to identify the category.

This is an education-program reporting category, not a count of every immigrant child or of undocumented students. For example, an undocumented student who has attended U.S. schools for more than three full academic years would not necessarily be included.
Why the snapshot cannot tell where students went
TEA defines enrollment in its 2025-26 report as the number of students registered in the Texas public-school system on the last Friday in October. Each year’s count is a snapshot taken at that point in time; it is not a linked record following the same students from one year to the next.

A lower count therefore cannot, by itself, show whether individual students moved to another Texas district, left the state or country, changed to another type of school, stopped attending, or no longer met the category’s criteria. TEA’s separate annual leaver statistics cover a different population and measure: Grade 7–12 students reported as leaving Texas public schools during a school year, grouped by withdrawal codes. They are not a direct explanation of the difference between these October snapshots.
Does the decline show that students were deported?
No. The statewide category counts do not identify students’ destinations or establish why the total changed. The Texas Tribune reports that the specific cause of the statewide decline is unclear.

The Tribune describes increased immigration enforcement and the rescission of a prior restriction on enforcement in protected areas, including schools, as context. It also reports that Austin and Houston administrators attributed much of their districts’ overall enrollment losses to deportations or fear of enforcement, based on family accounts. Those local explanations and accounts are not a statewide causal estimate.
Austin ISD Superintendent Matias Segura told the Tribune, “We knew that some of the immigration changes at the federal level were going to continue to have impacts in our schools, and they are,” describing students leaving in areas with enforcement activity. Esmeralda Alday, senior director of programs and impact at ImmSchools, told the Tribune, “You have families that don’t want to send their kids to school.” These are attributed statements about reported experiences, not proof of what happened to every student absent from the later count.

The Department of Homeland Security told the Tribune that ICE does not target schools and that people living legally in the United States who are not breaking other laws have “nothing to fear.” DHS also called the article’s framing a “false narrative.” These are the agency’s stated positions; they do not independently determine the cause of the enrollment change.

TEA’s report says total statewide public-school enrollment fell by 76,613 students, or 1.4%, to 5,467,642 in 2025-26. That broader decline is context, not an explanation for the change in the immigrant category. The two figures describe different populations, and the statewide total does not indicate why any particular student was no longer counted.

The Texas Tribune also reported that Hispanic and emergent bilingual students accounted for most of the overall statewide enrollment loss. Those groups overlap with other student categories but are not interchangeable with TEA’s immigrant category. The Tribune quoted Georgetown’s Edunomics Lab director Marguerite Roza on immigration having offset declining birth rates for some districts in earlier years; that broader demographic context does not quantify the cause of this year’s category decline.
Is the “true number” likely higher?
The TEA figure is the change in the state’s defined category, not an established count of all immigrant children who left public school or Texas. The sources cited here do not provide an independently published statewide estimate of that broader number. It is therefore not possible to say from these data that the true number of children who left is higher—or to calculate such a number. The defensible finding is that 14,279 fewer students met the reporting category at the later October snapshot.
Federal claims about unaccompanied migrant children who did not receive court notices or missed hearings concern a different population and different records. They do not establish that Texas public-school students in this enrollment category are missing.
