What Etihad said—and what it has not done publicly
Etihad rejected any implication that it had been involved in improper commercial arrangements and objected to the way the Premier League communicated the commission’s findings. In a statement reproduced by The Guardian on 30 September, the airline said: “At no time did the Premier League reach out to or engage with Etihad in the process associated with the commission’s opinion.” That is Etihad’s account of its involvement, not an adjudicated conclusion about whether the process was fair.
Etihad also said it would “seek the relevant legal counsel on the options and recourse available to protect its interests.” The Guardian and other coverage described the airline as considering legal action. As of 3 October 2026, the available reporting did not establish that Etihad had commenced proceedings, and it did not identify a specific legal claim or remedy the airline would pursue.
What the Premier League decision was about
The Premier League published a redacted core decision from an independent commission on 29 September 2026. The league said the commission found Manchester City guilty of all charges related to serious financial-rule breaches over nine seasons, from 2009/10 through 2017/18, and of the majority of charges related to non-cooperation. The league’s summary says the findings concerned commercial-partner arrangements and other agreements; it reported that the commission found schemes had inflated revenue and reduced costs by more than £900 million over the affected period. Those are the league’s account of findings about City, not a separate finding against Etihad.

The league said the commission process included a 42-day hearing that concluded in December 2024. Its published account was a redacted core decision, with further material subject to confidentiality rules. Premier League chief executive Richard Masters said: “The core decision establishes the facts of what happened at Manchester City during this period.”
Three separate matters remain distinct

These tracks should not be conflated: the reviewed material does not establish that Etihad is a party to City’s appeal or whether it could bring any particular claim. The league says its independent judicial panel appoints commissions and appeal boards, and that an appeal board may allow or dismiss an appeal or make another order it considers fit.

What happens next
The appeal result and any sanction against City remained unresolved at the research timestamp. AP reported that league regulations provide for an appeal hearing within 12 weeks of City’s filing; that is a reported procedural timetable, not a confirmed hearing date. Masters said in the league’s 29 September statement: “There are elements of the case that remain to be decided, including, importantly, what sanction must follow for these breaches.” The league has also said confidentiality rules limit what it can publish.
City disputes the commission’s opinion. Its position, as reported by AP on 2 October, was that the opinion “contains clear material errors, of law, principle and fact and is unsafe.” That is the club’s appeal position, not an appeal-board ruling. Whether Etihad will file proceedings, the basis for any action, and the outcome of City’s appeal and sanction process had not been established as of 3 October 2026.
