Scraping is not a permission workaround: Telegram restricts collection and reuse, and expressly prohibits platform-data scraping for AI and machine-learning development except under a narrow, consent-based exception.
What “the Telegram API” means
Telegram offers different interfaces for different kinds of software. The Bot API is a simplified HTTPS interface for bot programs. The Telegram API uses MTProto for building customized clients, and TDLib is a client library that handles networking, encryption, and local data storage. When the Bot API is the right fit
The Bot API is a good fit for ongoing bot workflows: Telegram sends the bot relevant events using getUpdates long polling or a webhook. Its update types include channel_post and edited_channel_post. The bot must be in a context where it is entitled to receive those events; the interface is not a general-purpose archive for public channels. Bot API reference

Telegram’s bot FAQ explains that bots receive messages relevant to them, such as messages sent to the bot and replies or other messages meant for it. Adding a bot should not be treated as granting historical access to every existing post. Bots FAQ

Plan around the 24-hour update window
Telegram says incoming updates are kept for no more than 24 hours. Process and persist the events your legitimate service needs rather than relying on the Bot API queue as long-term storage. This retention limit concerns pending updates, not a promise that the bot can fetch older channel history. Bot API reference
When MTProto or TDLib makes sense
Use the client API when your application legitimately operates as a Telegram client and needs history available to an authorized user account. Telegram documents messages.getHistory as returning a peer’s messages in descending date order, with offsets and limits for pagination; the method is explicitly for users. A private-channel error such as CHANNEL_PRIVATE means the account has not joined the channel or supergroup. This is account-scoped access, not a universal way to retrieve any Telegram message. messages.getHistory

History retrieval is not a guarantee of complete archives
Telegram’s pagination guide describes fetching messages older than, newer than, or around a known message ID. Pagination helps traverse messages the account can access, but does not guarantee that every historical message remains available. Application credentials and client oversight
Telegram requires an api_id and api_hash for application authorization. Its setup page says API client libraries are monitored for abuse and that unofficial clients are automatically put under observation to help avoid violations. Why scraping is not a shortcut to access
Scraping describes a collection technique; it does not grant access or permission to reuse what is collected. Telegram’s API terms connect API use with its content-licensing and AI-scraping terms. Its Bot Platform Developer Terms prohibit collecting, storing, aggregating, or processing data beyond what is essential to operate the service, and specifically identify large datasets, machine-learning models, AI products, and scraping public group or channel contents as prohibited uses. Telegram’s Content Licensing terms prohibit scraping, indexing, harvesting, aggregating, or using platform data for AI/ML development, enhancement, benchmarking, or deployment. The stated exception is narrow: all relevant users must provide explicit, informed, affirmative, continuing consent, limited to the specific content and context. Consent for one chat or context does not authorize collection of other chats or broader platform data. The terms also limit access to user-generated content beyond ordinary, legitimate, intended use, subject to an exception for data needed to operate a legitimate client, bot, or mini app in compliance with the terms. Choose a method in five steps
- Define the service and minimum data. Decide whether you are building a bot that handles relevant incoming events or a client that retrieves history for an account. Collect only what the legitimate service needs.
- Check whether a bot can receive the events. If the bot is entitled to receive them, the Bot API is the simpler starting point. Design prompt processing around the 24-hour update-retention limit.
- For user-client history, assess MTProto or TDLib. Confirm the account can access the peer and account for pagination, access errors, update gaps, and older messages that may not be recoverable.
- Evaluate the purpose before collection. Do not use either API or scraping for prohibited dataset or AI/ML purposes. Account for privacy, retention, security, and copyright obligations.
- Design for operational change. Handle API errors, monitor service behavior, and revisit Telegram’s documentation and terms as they change.
Can a Telegram bot access old channel messages?
Do not assume that adding a bot lets it fetch all posts published before it joined or was able to receive channel updates. The Bot API is documented around updates, and its pending-update queue is retained for no more than 24 hours; it is not a general channel-history endpoint. For accessible history, the relevant method is the user-only MTProto messages.getHistory, subject to the account’s peer access and message availability. Bot API reference and messages.getHistory
