Tech Giants Ramp Up Bond Borrowing for AI; Sunak Claim Unverified

Tech and cloud companies are turning to bond markets to help fund AI infrastructure, but reported totals use different scopes—and the Sunak attribution remains unverified.

Major technology and cloud companies are issuing more bonds as they fund AI infrastructure, but the available reporting does not verify the claim that Rishi Sunak said they would outpace the US in issuing long-term debt. The evidence supports a story about corporate borrowing—not a confirmed comparison with US government debt issuance.

What the debt figures measure

Reuters calculations reported by CNA put public bond issuance by four large cloud companies at nearly $90 billion since September 2025. The report attributes $25 billion to Alphabet, $30 billion to Meta and $18 billion to Oracle; the combined total also includes a fourth issuer. The accessible CNA text does not provide a publication timestamp, so this is a time-specific snapshot rather than a current running total.

A separate estimate is broader. BofA Securities analysts, as reported by CNA and The Economic Times, put hyperscaler debt issuance above $120 billion in 2025 when a separate $27 billion Meta financing deal is included. The analysts compared that estimate with an average of $28 billion over the previous five years. Because this total includes financing beyond the public-bond tally, the two figures should not be treated as competing counts of the same activity.

TrendForce DataTrack reported approximately $244 billion in worldwide bond issuance through July 9, 2026, by a six-company group of technology and AI firms. It compared that with $108 billion for all of 2025. This later total uses a different company set, period and global scope from CNA’s four-company snapshot; it cannot be read as a like-for-like increase from the earlier figure.

Why AI investment is drawing bond-market funding

Building AI capacity requires substantial spending on data centers, chips, networks, storage, land and power. Companies can fund that buildout through operating cash flow, existing cash, bonds, private credit, project financing and other arrangements. Issuing bonds lets them raise capital from public markets while spreading repayment over time, but adds interest costs and future obligations.

Market participants quoted by CNA described a shift in how investors view the funding mix. Brij Khurana, a portfolio manager at Wellington Management Company, said: “You have all these hyperscaler issuance coming out, and I think the market woke up to the fact that it’s not going to be private credit markets that are going to fund AI, it’s not going to be free cash flow. It’s going to have to come from the public bond markets,” That is his assessment of financing needs, not proof that every company must borrow or that bonds will be the only source of capital.

The Economic Times reported Sage Advisory forecasts that AI capital expenditure would rise from more than $200 billion in 2024 and just under $400 billion in 2025 to $600 billion in 2027. The same report said net debt issuance was projected to reach $100 billion in 2026. These are forecasts reported in November 2025, not confirmed spending or issuance outcomes.

More issuance does not mean every issuer is in distress

Debt totals alone reveal little about whether a company can comfortably service its obligations. Investors also consider available cash, operating cash flow, existing leverage, investment outlays and the expected return on new infrastructure. CNA reported that investors still regarded the companies as lightly leveraged relative to their scale, while TrendForce DataTrack’s July 2026 analysis emphasized differences among issuers. It characterized Oracle as more leveraged and under greater cash-flow pressure than several peers, while describing Alphabet and Microsoft as having stronger cash flow and relatively low leverage. Those are the publishers’ assessments, not a uniform rating of the sector.

Windows 11 Pro, performance-mode switching, Wake-on-LAN and auto power-on support flexible workstation use.

The central business uncertainty is whether revenue and returns from AI-related services will justify the scale and pace of investment. Larry Hatheway, global investment strategist for Franklin Templeton Institute, told CNA: “There are doubts that have emerged in the last few weeks around the AI spend story that are related to … the need for firms to be able to finance that, and that includes through debt finance,” Goldman Sachs analysts, also quoted by CNA, said: “Supply bottlenecks or investor appetite are more likely to act as constraints on near-term capex than cash flows or balance sheet capacity.” These comments frame market concerns; they are not guarantees about future financing conditions.

Why long-term bonds can be harder to sell

Borrowing at longer maturities can lock in funding for longer, but investors face more exposure to changes in interest rates and uncertainty about an issuer’s financial position over time. TrendForce DataTrack said in July 2026 that rising supply was beginning to test investor absorption, with pressure more concentrated in longer maturities. If investors want greater compensation for taking that duration risk, issuers may face higher yields or premiums. The analysis said financing remained available that month, while supply, duration and pricing hurdles had increased.

How much new debt the market can absorb—and at what price—therefore matters alongside companies’ ability to borrow. If investor demand weakens or borrowing costs rise, firms may need to adjust the timing or scale of projects, or rely more on other funding sources.

Do not count every lease commitment as AI debt

TrendForce DataTrack put future lease commitments disclosed by several large cloud- and data-center-related companies at approximately $850 billion as of the end of the first quarter of 2026. That figure is not a bond total or a measure of AI borrowing. The source cautioned that lease commitments can cover offices, warehouses and other facilities, not only AI infrastructure, and that some agreements include termination provisions. Lease commitments, bond issuance and broader debt-financing estimates belong in separate categories.

What is—and is not—established about Sunak

The reporting available for this article does not establish that Rishi Sunak made the stated forecast, identify when or where he supposedly said it, or support a comparison between technology-company issuance and US government long-term borrowing. The figures instead document corporate financing activity and market commentary. Without an original speech, interview, transcript or reliable report of the statement, the Sunak attribution should not be presented as fact.
