Those are different failures: check the team, tag membership, permissions, and channel context first; troubleshoot notifications or clear the client cache only if the mention itself is valid.
Identify what is failing
Use the symptom to choose the right checks. A missing banner alone does not show that the tag mention failed.

Check the tag and how you are using it
Confirm the tag belongs to the current team
Tags are scoped to a team, not tenant-wide distribution lists. A tag created in one team should not be expected to appear when you compose a post in an unrelated team. Open the team where the tag was created and check its membership there.
Check that the tag has eligible members
In the relevant team, select More options (…) > Manage tags. Check that the tag exists and has the intended people assigned. Microsoft’s tag documentation, last updated March 18, 2025, lists limits of up to 200 tags per team, 200 team members per tag, and 25 tags per user in one team; these product limits can change. - Open a channel conversation in the team that owns the tag.
- Type
@followed by the tag name. - Select the tag from Teams’ suggestion list.
- Send the message, then inspect it to confirm the tag appears as a mention rather than ordinary text.
Typing the name without selecting the suggestion does not create an interactive tag mention. Microsoft also documents starting a chat with members of a tag; that does not mean every existing chat can resolve every team-scoped tag. Microsoft: Use tags to mention groups in Microsoft Teams.

Use a standard channel as a control test
Test a simple tag in a standard channel before drawing conclusions from a less common context. Microsoft’s documentation states that only direct members of a shared channel can be added to a shared-channel tag. Membership in the parent team alone does not make someone eligible if they are not a direct member of that shared channel. The reviewed Microsoft guidance does not give a complete compatibility matrix for private-channel tag scenarios, so do not assume behavior there is universal; verify against your tenant or test in a standard channel.
Identify what kind of tag it is
- Custom: A person creates the tag and assigns team members.
- Shift-based: Membership depends on Shifts schedule and assignment data. Someone not assigned to the relevant shift may not be included.
- Automatic: Membership depends on administrator configuration and mapped directory attributes such as department or job title; missing or stale attributes can lead to incomplete membership.
These tag types and their configuration are described in Microsoft’s tag administration guidance. Suggested tags are a separate feature: Microsoft says they are available in classic Teams but not new Teams. Do not expect the classic suggested-tag experience in new Teams.
Check permissions and organization policy
If “Manage tags” is missing, an ordinary user should ask the team owner or IT administrator to check access rather than trying to bypass the restriction. Administrators can disable tagging or limit who can manage tags. In the Teams admin center, go to Teams > Teams settings > Tagging > Who can manage tags. Documented choices are team owners, members, and guests; team owners and members; team owners; or Not enabled. Microsoft recommends choosing an explicit setting rather than relying indefinitely on Microsoft default, which may change. See Manage tags and the Teams settings and policies reference.

- Team owner: Ask whether the organization permits your role to manage tags and whether team-level controls further limit it.
- Administrator: Confirm tagging is not set to Not enabled, check whether custom tags are enabled, and review whether team owners can change who manages tags.
- Education or guest account: Permissions can differ. Guest rights depend on the organization’s selected policy; Teams for Education has special behavior for non-owner students.
Tags are not available in air-gapped environments, according to Microsoft’s user guidance. If your organization uses such an environment, a local cache reset will not add the feature.
Separate a failed mention from a failed notification
Microsoft says members associated with a tag should be notified when it is mentioned. But a correct mention and a visible banner are separate outcomes. Check the sent message and the recipient’s Activity area or relevant tag-mentions view before recreating the tag.
- Inspect the message. Confirm the tag resolved as an interactive mention.
- Check Activity. If the mention is there but no banner appeared, the mention may have worked while alerts were suppressed.
- Review Teams notifications. Open Settings > Notifications and activity and check mention settings. Review the channel’s own notification settings as well.
- Check the device. Confirm the operating system permits Teams notifications. On mobile, also review quiet-time settings, battery optimization, and whether the user is active on another Teams client.
- Compare mentions. Test a direct
@mention of one user. If that also fails, the issue is broader than tags. Test another tagged member to distinguish a tag-wide problem from one recipient’s setup.

Compare Teams on the web and in the app
A cross-client test helps determine whether the problem follows the account or stays with one installation. Use the same team, tag, channel, and test message so the results are comparable.

- Reproduce the issue in the desktop app and note whether the tag appears in the picker and whether Activity records the mention.
- Repeat at teams.microsoft.com.
- If possible, ask another user in the same team to try the same tag.
- Test a standard channel and a simple custom tag with one or two known members.
- Compare the mention and Activity results—not just toast notifications.
If the web client works but the desktop app does not, troubleshoot the desktop client. Microsoft’s client guidance includes trying the web version and, where appropriate, signing out, restarting, clearing cache, or reinstalling: I can’t reconnect to Microsoft Teams.
Reset or clear the Teams cache only for a client-specific problem
Cache work is a later step: it cannot enable an organization setting, grant permission, add tag members, or make an unsupported context work. First establish that the tag, membership, policy, and channel context are correct. Microsoft’s cache guidance was last updated July 13, 2025; follow the path for your Teams version and operating system. Resetting the new Windows app removes Teams app data and personalization settings. Microsoft: Clear the Teams cache.

To reset the app, open Settings > Apps > Installed apps > Microsoft Teams > Advanced options > Reset. Alternatively, quit Teams and remove the local cache at:

Copied messages
A copied message can look like it contains a tag even if the destination mention is not interactive. A third-party archive of a Microsoft Message Center item describes improved preservation of supported tags during copy and paste when the tag is valid in the destination; otherwise, the mention can fall back to plain text. Treat that as a specific product-change report, not a permanent guarantee: Message Center archive: MC1250273.

Automation and integrations
Manual tag behavior does not establish that an automation or third-party connector can create the same interactive tag mention. Support varies by integration and action. Test the exact workflow and verify the resulting message is an interactive mention, not just text that begins with @.
Temporary alternatives
If a valid tag cannot be used while it is being investigated, directly mention the affected people, start a group chat with the intended members, or use an enabled team or channel mention where appropriate. For organization-wide notifications, use a Microsoft 365 group or distribution list suited to that purpose rather than treating a team tag as a tenant-wide list. These are substitutes, not fixes to the tag.

When to suspect a service or tenant-wide issue
If multiple users cannot use tags across teams and clients, first have an administrator confirm the tagging policy and reproduce the issue with a simple custom tag. Then check Microsoft 365 admin center > Health > Service Health. A Microsoft Q&A response also recommends checking Service Health for broad tag failures; it is community troubleshooting guidance, not proof that a particular outage is occurring: Microsoft Q&A: Teams @tags have stopped working.
- Test with another user and in another team.
- Repeat in the web client and a standard channel.
- Check Service Health for a relevant incident.
- Record the tenant, affected users, client and version, channel type, timestamp, and screenshots of the picker, sent message, and Activity result.
- If the issue is broad and reproducible without a policy or membership explanation, open a Microsoft support request.
