Supply-chain security means controlling how trust and change move through the systems your organization depends on: suppliers, source code, open-source components, build and delivery systems, applications, and cloud services. It takes more than an SBOM. You need to know who controls each dependency, what could be changed or compromised, what evidence can verify that change, and who will detect and respond to a problem.
What does supply-chain security cover?
A supply-chain compromise can start with a vulnerable third-party component, malicious code inserted into a supplier’s development process, or software altered before it reaches a customer. A weakness in a shared package or supplier can affect multiple downstream users. CISA and the Enduring Security Framework (ESF) describe these risks and the separate customer and supplier responsibilities in their customer guidance.

For software, the chain runs from supplier selection and source access through dependencies, builds, releases, deployment, and ongoing maintenance. Cloud services are part of that picture too: they host applications, identities, build systems, and other services on which software relies. A software bill of materials describes software components; it does not inventory every cloud, hardware, or operational-technology dependency in an organization.
How do you secure the supply chain across its lifecycle?
Each stage needs an owner, a control, and evidence that the control is working. Some responsibilities sit with the supplier, some with the customer, and some require coordination. CISA/ESF’s supplier guidance addresses practices such as protecting access to code, using least privilege, validating binaries with secure hashes, and maintaining secure update and patch processes.

| Stage | Who acts | Useful evidence | What the control is for |
|---|---|---|---|
| Acquire and govern | Customer and supplier | Supplier and dependency records; documented security assumptions and requirements | Establish ownership and expectations before adoption, and identify changes that may alter risk |
| Develop and protect | Supplier or internal development team | Access records for code, packages, build systems, and development identities | Limit who can make or authorize changes and reduce unauthorized modification |
| Build, release, and verify | Supplier or internal release team; customer verifies where applicable | Secure hash and build provenance connecting source and build to a released artifact | Detect unexpected artifact changes and check how an artifact was produced |
| Deploy, operate, and respond | Customer and supplier, with shared responsibilities as applicable | Component inventory, vulnerability status, and update information | Identify exposure, maintain software, and coordinate response |
Acquire and govern dependencies
Record which suppliers and components matter, who owns each relationship, and what security assumptions the organization is making. Set requirements appropriate to the software’s role, and establish how updates and security issues will be communicated. Revisit the assessment when a supplier changes ownership or location, or when its functionality or support changes; the original assumptions may no longer hold.
Protect development and build access
Restrict access to source code, package repositories, build systems, and the identities that can change or release software. Least privilege means granting only the access needed for a person or system’s task. The goal is to make unauthorized changes harder and to preserve useful records of who or what made an authorized change.

- POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5C NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
Release with verifiable evidence
Keep evidence that links what was built to what is distributed. A secure hash can help confirm that a binary matches a trusted reference value; it does not establish that the software is safe or that the reference value itself is trustworthy. Provenance adds information about how an artifact was produced. Customers and suppliers should agree on how that evidence is provided and checked.

Operate and respond
Maintain an inventory of components, monitor relevant vulnerabilities, and keep a path for receiving and applying updates. When a problem crosses the supplier boundary, the customer and supplier need to coordinate: the supplier may need to investigate or issue a fix, while the customer determines its exposure and manages deployment and operational impact.

What does an SBOM tell you—and what does it not?
A software bill of materials (SBOM) is an inventory of software components. It helps teams see which components are present and assess whether a newly identified vulnerability may affect their software. CISA/ESF discusses SBOM creation and validation alongside open-source dependency management, secure internal repositories, maintenance, and vulnerability response in its open-source software and SBOM guidance.
- Use it for visibility: identify components that need review when a vulnerability or other concern arises.
- Validate and maintain it: an inventory is useful only if it accurately reflects the software and is kept current as dependencies change.
- Do not treat it as a safety certificate: an SBOM does not prove that components are free of vulnerabilities, that code is non-malicious, or that a build and release process was protected.
Open-source security is therefore not just a matter of listing packages. Teams also need a process for selecting and maintaining dependencies, securing the repositories through which they are obtained, and responding when a component requires attention.

How can you verify a software artifact?
Verification asks whether a delivered artifact matches what was expected and whether there is evidence about how it was produced. A hash provides a way to compare file contents against a trusted reference. Provenance can record information linking an artifact to its build process. These controls answer different questions: a matching hash supports integrity checking, while provenance supports review of production history. Neither alone proves that the source code is benign.

Where do cloud and infrastructure controls fit?
Cloud services extend the supply chain beyond application code. CISA’s July 15, 2025 discussion of cloud identity infrastructure calls out token authentication, key management, logging, third-party dependencies, and governance as concerns. Those controls affect who and what can access cloud resources, how credentials are protected, and whether activity can be investigated. See CISA’s cloud identity infrastructure discussion.
Apply the same lifecycle questions to cloud services: who supplies and administers them, which identities and dependencies can change them, what records establish what happened, and how a customer and provider coordinate when something goes wrong. The software-focused guidance here does not amount to a complete framework for physical hardware or operational technology. Those assets need to be considered in their own context rather than assumed to be covered by a software SBOM.
Who is responsible for third-party software risk?
Responsibility is divided, not transferred entirely to one side. Suppliers can protect development and release processes, provide useful information, and maintain secure updates. Customers choose and configure software, manage deployment and operations, track exposure, and decide how to respond in their environment. Some mitigations depend on both parties sharing information and coordinating actions. Define those responsibilities during acquisition rather than waiting for an incident to reveal a gap.
