A request count tells you how many times a customer called a model, not how much model input and output those calls consumed. For LLM SaaS products where calls vary substantially in length, token budgets can make a usage ceiling more closely reflect token consumption. They do not replace request-rate limits, which address call frequency and backend protection.
Why request counts can misrepresent model usage
Under a simple per-request allowance, a short classification call and a long-context generation call each use one request. If their token volumes differ, the call count treats unlike workloads as equal units. That makes requests a weak proxy for variable model consumption.

Token limits offer a more direct way to constrain input and output volume. Google Cloud, for example, documents daily input-token and output-token quotas for certain BigQuery generative AI functions. For that use case, its documentation says token consumption correlates directly with Vertex AI billing. This is an example of a specific platform and workload, not a rule that applies to every LLM SaaS product. Google Cloud’s BigQuery token-quota documentation
What each control is for
| Control | What it measures or provides | Best suited to |
|---|---|---|
| Request quota | Number of calls within a defined period | Limiting call volume as a customer entitlement |
| Token budget | Input tokens, output tokens, or a defined combination over a period | Constraining variable token consumption |
| Rate limit | Calls or token flow over time | Managing bursts, call frequency, and backend protection |
| Reserved throughput | Capacity made available through a reservation | Capacity planning and throughput needs, rather than a customer usage ceiling |
These controls can work together, but they are not interchangeable. Google Cloud’s Vertex AI documentation describes quotas and limits as tools for resource management and availability, while its throughput guidance distinguishes shared pay-as-you-go capacity from Provisioned Throughput, which provides reserved capacity for a fixed cost. When a token budget makes sense
Consider token budgets when a product’s usage entitlement is intended to track how much model input and output a customer can consume. They can make limits more responsive to the difference between short and long calls than a raw request allowance does.
- Use token budgets when variable token volume is the consumption unit you want to constrain.
- Use request quotas when the product needs a ceiling on the number of calls in a period.
- Use rate limits when call frequency, bursts, or protection of a backend matters.
- Consider combining a token budget and a rate limit when both cumulative consumption and traffic patterns need controls.
This layered approach follows from the distinct purposes of token quotas, request limits, and rate controls documented by Google Cloud and Apigee; it is a product-design recommendation, not a universal vendor requirement. Apigee’s example describes policies that enforce LLM token-consumption limits by product, developer, or app, as well as prompt token rate limits intended to protect a backend. Define what your token quota counts
“Tokens” do not necessarily mean one uniform, interchangeable unit across all workloads. Providers can distinguish input from output, models, modalities, and other billing dimensions; pricing can also treat cached and uncached usage differently. Google Cloud’s Vertex AI pricing page illustrates model- and modality-sensitive pricing. It does not establish a vendor-neutral conversion that makes every token equally costly or comparable. - Whether input and output tokens have separate ceilings or contribute to a combined budget.
- How the product treats different models, modalities, and cached usage.
- Which scope receives the allowance, such as a user, app, project, or organization.
- Whether failed, retried, or rejected calls count, and when usage is recorded.
- The period over which the budget resets and what happens when it is exhausted.
These are policy choices rather than details settled by the cited platform examples. Clear rules make a token allowance interpretable; without them, customers may not know what their remaining balance represents.

A token budget can constrain a defined category of model usage, but it does not necessarily equal the complete cost of operating an LLM SaaS product. Upstream model charges may vary with model, input/output type, and modality, while the SaaS operator may also incur infrastructure and product costs outside token billing. A quota can help control usage without guaranteeing a fixed or fully predictable total cost.

Nor does a token ceiling by itself prevent a burst of calls or ensure backend availability. Those operational concerns require appropriate rate and capacity controls; Google Cloud documents quotas and limits separately from its reserved-throughput offering. - Choose the customer-facing unit. If the entitlement is about variable model consumption, define a token budget. If it is about number of calls, define a request quota.
- Set an operational guardrail separately. Decide whether call-rate limits or throughput capacity are needed to handle bursts and protect service availability.
- Document the accounting and scope. State what tokens count, which models or modalities are covered, who shares the allowance, the reset window, and how rejected or failed calls are treated.
- Match enforcement to the product. Google Cloud’s BigQuery example checks quotas before execution for the functions it covers; Apigee’s policy example applies token limits by product, developer, or app. Those are implementation examples, not requirements for every SaaS system. BigQuery token quotas and Apigee LLM token policies
Token-based quotas are worth considering when request counts hide meaningful differences in model consumption. The strongest design is not necessarily token-only: choose a usage ceiling and operational limits according to the different problems each is meant to solve.
