Neither U.S. dollar payment stablecoins nor money market funds are simply insured cash. A money market fund is a mutual fund share designed to maintain a stable value; a payment stablecoin is a digital token whose value and redemption depend on its issuer, reserves, and access terms. They can both have exposure to short-term government assets, but that does not make them equivalent. A fund’s income may flow to shareholders; reserve income does not automatically go to stablecoin holders.
What do you own?
| Question | Money market fund | U.S. dollar payment stablecoin |
|---|---|---|
| Holder’s claim | Shares in a mutual fund portfolio governed by the fund’s mandate and applicable regulation. | A digital token issued under the issuer’s terms and applicable law; it is not a share in the issuer’s reserve portfolio. |
| Intended value | Typically seeks to maintain a stable net asset value (NAV), commonly $1.00 per share. | Typically seeks to track one U.S. dollar, subject to the token’s reserves, redemption arrangements, and market access. |
| How income reaches the holder | Portfolio income is reflected in fund distributions or yield measures, after the effects of fees and share class. | Reserve earnings do not automatically pass through to token holders. Any separate reward needs its own terms and source. |
| FDIC insurance | No. Fund shares are not bank deposits. | No. A payment stablecoin is not an FDIC-insured bank deposit. |
| Access route | Buy or redeem through the fund or an investment account, subject to the fund and account’s terms. | Hold or transfer through a wallet or service; direct issuer redemption may be limited to eligible participants. |
The SEC says money market funds invest in high-quality short-term debt and seek a stable NAV, but investors can lose money if a fund fails to maintain that value. A stable NAV is an objective, not a guarantee. The SEC’s investor bulletin on money market funds explains the structure and risks.

Some payment-stablecoin reserve rules permit short-term Treasuries and qualifying government money market fund securities. That overlap describes assets behind a token, not what the token holder owns: a fund shareholder has a mutual fund share, while a token holder has a claim subject to the issuer’s redemption terms and the token’s market access. The GENIUS Act sets reserve categories for permitted payment stablecoin issuers.

There is no responsible universal winner. Fund yields move with short-term rates and differ by portfolio, fees, share class, and measurement date. Stablecoin holders do not automatically receive the income generated by reserves, and a third-party reward is not the same thing as issuer-paid interest or a guaranteed return. The sources available for this comparison do not establish same-date, comparable yields for a named fund and token, so quoting a rate comparison would be misleading.

Compare specific products on the same date, and check what each advertised number measures. For a fund, look at its yield definition, share class, expenses, and whether the figure is annualized. For a token, identify whether any reward comes from the issuer or a separate platform, and review the reward’s conditions, duration, and risks. Do not compare a fund’s dated yield with a stablecoin promotion or a reserve portfolio’s earnings as though all three were returns to the holder.
What risks can make either one lose value?
Money market fund risks
- NAV and portfolio risk: A fund may “break the buck” and fall below its intended $1.00 NAV. Its short-term debt holdings can carry credit, interest-rate, and liquidity risks.
- Fees and access terms: Expenses reduce the income reaching shareholders. Fund-specific redemption rules, cutoffs, and settlement terms affect when proceeds are available.
- No deposit guarantee: Fund shares are not FDIC-insured or guaranteed by the government. The SEC’s investor bulletin sets out this distinction and the possibility of loss.
Risk varies with the fund’s mandate; a government fund and a prime fund do not necessarily hold the same portfolio. Review the named fund’s prospectus and account terms rather than assuming every money market fund has identical assets or liquidity.

Payment stablecoin risks
- Issuer, reserve, and custody exposure: The quality and liquidity of reserve assets, their custody, and the issuer’s disclosure practices matter to the ability to support redemption.
- Redemption and market-price risk: A dollar peg is not a promise that every holder can redeem instantly at par. If direct issuer redemption is unavailable, the holder may depend on a secondary market, where price and spread can differ from one dollar.
- Technology and operational risk: Network congestion or failure, cybersecurity incidents, wallet-key loss, and service outages can affect transfers or access.
- Control and legal risk: Issuers or service providers may have freeze or sanctions controls; jurisdiction and issuer policy affect what a holder can do.
Statutory reserve and redemption requirements do not remove these market, operational, and access risks, nor should they be read as a guarantee for every token. The SEC Division of Corporation Finance’s April 4, 2025 statement is limited to its described “Covered Stablecoins”—dollar-referenced, reserve-backed tokens intended for one-for-one issuer minting and redemption with low-risk liquid reserves. It does not address all stablecoins or yield-bearing stablecoins. Read the SEC staff statement and its scope.

Money market funds
Fund access usually runs through the fund company or an investment account. The fund’s prospectus and the account provider’s rules determine minimums, transaction cutoffs, fees, settlement, and redemption conditions. Confirm those terms before treating fund shares as readily available spending money.

Payment stablecoins
A token may be held in a self-custody wallet or through a service, but holding it does not necessarily grant direct access to the issuer. Some issuers limit direct redemption to eligible or designated intermediaries; other holders may need to sell through an exchange or another secondary market. The U.S. Treasury Borrowing Advisory Committee describes the distinction between direct issuer redemption and secondary-market access in its Q2 2025 stablecoin market overview. That overview is not a substitute for current terms from a particular issuer or platform.
Before relying on a specific token, check its issuer’s redemption eligibility, fees, reserve disclosures, supported chain, custody arrangement, and pause or freeze policy. Also account for network and platform availability: a token that is transferable in principle may not be accessible through a particular service at a particular time.

What does the GENIUS Act change?
The GENIUS Act, Public Law 119-27, was enacted on July 18, 2025. It establishes a framework for permitted payment stablecoin issuers, including reserve requirements and procedures for timely redemption of outstanding payment stablecoins. It also bars a permitted issuer from paying a holder interest or yield—whether in cash, tokens, or other consideration—solely in connection with holding, using, or retaining a payment stablecoin. This restriction does not make every separately offered third-party reward equivalent to issuer interest; the provider, terms, and legal treatment of a particular reward still matter. The relevant provisions appear in the current preliminary text of 12 U.S.C. Chapter 56.
The Act’s statutory effective date is the earlier of January 18, 2027, or 120 days after the relevant implementing regulations are issued. Enactment and implementation are distinct: the statute’s passage alone does not establish that every token complies with the framework or that all requirements are already effective. For a particular token, check the issuer’s current legal and redemption disclosures.
A 2026 SEC-filed summary prospectus for the ProShares GENIUS Money Market ETF illustrates why a fund’s stated mandate matters: it warns that investors could lose money, that the fund cannot guarantee a $1.00 share price, and that it is not FDIC-insured or government-guaranteed. It also says its limitation to GENIUS-eligible assets may result in lower yield than broader money market fund mandates. Those are disclosures for that specific product, not a conclusion about all money market funds. See the ETF’s SEC-filed summary prospectus.
How to choose between them
Start with what you need the holding to do. If your priority is an investment account’s fund structure and a published portfolio mandate, compare actual funds and their redemption terms. If you need a transferable digital token, evaluate the particular issuer, wallet or service, and redemption route—not just the peg or reserve headline.
Quick Recap
- For a money market fund: verify whether it is government, prime, retail, or institutional; its current yield date and definition; expense ratio; NAV structure; minimums; liquidity and redemption terms; and tax treatment.
- For a payment stablecoin: verify the issuer, reserve report and disclosure cadence, direct-redemption eligibility and fees, available chains, custody, pause/freeze rules, and the real market route and spread if you cannot redeem directly.
- For either: compare named products on the same date and do not infer insurance or guaranteed principal from a stable value target.
