Stablecoins and money market funds (MMFs) are not interchangeable forms of cash. A payment stablecoin is a digital token designed to hold a reference value and move on blockchain networks; an MMF share is an investment in a portfolio of short-term assets. A tokenized MMF is still a fund share, represented on a blockchain. For all three, fast transfer does not necessarily mean immediate access to dollars at par: redemption depends on issuer, fund, intermediary, and product terms.
What you own—and what it is for
| Feature | Payment stablecoin | Traditional MMF | Tokenized MMF |
|---|---|---|---|
| What you hold | A digital token intended to track a reference value, typically the U.S. dollar. | A share in a fund holding short-term instruments. | A blockchain-based representation of a share in an MMF. |
| Typical use | Digital-dollar payments, transfers, and crypto settlement. | Cash management and investment exposure to short-term assets. | On-chain access to a yield-bearing fund asset; Treasury’s Q2 2025 advisory presentation also describes collateral use in near-term institutional settings. |
| How it moves | Peer-to-peer over a supported blockchain, potentially at any time. | Transactions follow the fund and intermediary’s processes and cutoff times. | The token may transfer quickly, subject to its contract, fund rules, and transfer restrictions. |
| Where return comes from | Under the GENIUS Act framework described by the Federal Reserve in September 2026, the issuer does not directly pay interest to token holders. A provider may offer separate or indirect compensation. | Returns arise from the fund’s portfolio and are passed to investors under the fund’s terms. | Returns arise from the underlying fund and pass through under its terms. |
| How dollars are obtained | Redeem with the issuer if eligible, or sell on a secondary market. | Redeem shares under fund and intermediary rules. | Follow the prospectus and protocol; the process may require an authorized intermediary. |
| Main additional dependencies | Issuer, reserve assets, redemption access, custody, blockchain, and trading venue. | Fund portfolio, fund operations, and any intermediary. | All relevant fund and intermediary arrangements, plus token contract, custody, and transfer restrictions. |
The distinction matters most when you need dollars rather than a transferable asset. A blockchain transaction can settle between wallets without the recipient being able to redeem the token immediately for dollars. Likewise, a tokenized fund share does not become a stablecoin merely because it can move on-chain: the holder still has a claim governed by the underlying fund’s documents and processes.

Liquidity means more than transfer speed
It helps to separate three events: moving an asset to another holder, selling it to someone else, and redeeming it through the issuer or fund for dollars. These routes can have different timing, prices, eligibility rules, and failure points.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsStablecoins: transfer, sale, and issuer redemption
Stablecoins can move on supported blockchain networks around the clock, but that describes transfer availability—not a guarantee of a dollar payout at any hour. A holder who cannot redeem directly may have to sell through a venue. In that case, the amount received depends on available buyers, trading spreads, venue operations, and whether the token is trading at its intended value.

The Federal Reserve’s September 2026 note says the GENIUS Act requires redemption in U.S. dollars but does not itself set a conversion speed, and reports that actual issuer policies remained unclear. The note describes an OCC proposal that contemplated redemption within two business days, with a possible extension to seven calendar days if redemptions exceeded 10% of an issuer’s outstanding amount in a 24-hour period. Those are proposed-rule details reported in the note, not a universal, currently guaranteed redemption promise for every stablecoin.
MMFs: fund redemption is governed by fund terms
An MMF share is redeemed through the fund’s arrangements, often via an intermediary, rather than simply converted because it is transferable. Cutoff times, settlement procedures, account requirements, fees, and any restrictions depend on the particular fund and service provider. A fund’s share price or yield also should not be confused with a bank deposit or a guaranteed payment on demand.

Tokenized MMFs: on-chain transfer does not remove fund rules
Treasury’s Q2 2025 Borrowing Advisory Committee presentation says redemption of tokenized MMF shares depends on the prospectus and protocol, commonly involving an authorized broker-dealer or asset manager and a stated timeframe at net asset value (NAV). This is a structural description, not a current offer sheet or assurance that a particular token is available to every investor. An MMF can generate a return from interest and other income earned by its short-term portfolio, less expenses. That return can change as market rates and portfolio holdings change. A payment stablecoin is designed for payment and value transfer, not to pass the reserve portfolio’s income directly to token holders under the GENIUS framework described by the Federal Reserve. If a platform offers rewards or compensation for holding or using a stablecoin, check who pays it, what conditions apply, and whether it is a separate arrangement rather than interest from the token issuer.

Risks and protections are different
Stablecoin risks
- Reserve and issuer risk: The value and liquidity of reserve assets, and the issuer’s ability to meet claims, matter to redemption. The Federal Reserve’s May 2026 Financial Stability Report says stablecoin reserves typically include Treasury bills and other short-term instruments, while some stablecoins also include loans and other digital assets. The reserve mix must be checked in the issuer’s current disclosures.
- Redemption and market risk: Direct redemption may not be available to every holder. If access is unavailable or demand is concentrated, a secondary-market sale may be delayed or occur below the intended dollar value.
- Technology and custody risk: Transfers can depend on a supported network, wallet, custodian, or platform. Operational disruption, contract vulnerabilities, or a mistaken transfer can create risks that a conventional fund transaction does not share in the same way.
- No deposit insurance or central-bank liquidity: Federal Reserve Governor Michael S. Barr said in an October 16, 2025 speech: “Because stablecoins are not backed by deposit insurance and stablecoin issuers do not have access to central bank liquidity, the quality and liquidity of their reserve assets is critical to their long-run viability.”
Barr also said that reserve restrictions, supervision, and capital and liquidity requirements could improve stability, while emphasizing that outcomes depend on implementation; even some permitted reserve assets, including uninsured deposits, can be exposed to stress. The GENIUS Act was signed on June 18, 2025. The Federal Reserve Bank of St. Louis’s 2025 summary says it generally takes effect 18 months after enactment or 120 days after final implementing regulations, whichever comes first. Because implementation and issuer terms matter, enactment alone does not establish that all assets marketed as stablecoins offer the same protections.
MMF risks
- Portfolio and liquidity risk: A fund’s holdings can be affected by credit, interest-rate, and market-liquidity conditions. In a period of heavy withdrawals, selling assets or processing redemptions can become more difficult.
- Changing returns: The income available to investors changes with the portfolio and market conditions; an MMF yield is not a fixed deposit rate.
- Fund and intermediary terms: Eligibility, transaction processing, fees, cutoff times, and redemption arrangements vary by product and provider.
- No equivalence to insured cash: Regulation can impose portfolio and liquidity safeguards, but an MMF share remains a fund investment, not an insured bank deposit.
The Federal Reserve’s September 2026 note describes SEC Rule 2a-7 as the primary regulation for registered MMFs, requiring high portfolio quality, liquidity, and diversification; limiting investments to short-term, high-quality debt; and requiring daily and weekly liquid assets. These controls address some risks but do not eliminate run dynamics or market-liquidity pressures. A preliminary Federal Reserve staff working paper frames analysis of both stablecoins and MMFs around liquidity transformation, threshold effects, money-like use, contagion, and reactive investors. That is a framework for examining risks, not evidence that every product has the same exposure.

Tokenized MMF risks
A tokenized MMF combines the relevant fund risks with dependencies on token issuance and transfer, smart-contract or protocol operations, custody, and any required intermediary. Tokenization changes the representation and transfer layer; it does not by itself remove the fund’s prospectus, investor eligibility, or redemption rules.

U.S. regulatory context and dated market figures
The GENIUS Act framework discussed here is U.S.-specific. The St. Louis Fed’s 2025 summary lists U.S. currency, deposits at insured depository institutions, short-dated Treasury securities, and certain other liquid federal government instruments—including government MMFs—among permitted reserve assets. It also describes monthly reserve-composition disclosures and redemption procedures and fees. Rules and implementation remain material to the protection a holder can actually rely on.

The same St. Louis Fed summary states that a state-approved issuer crossing $10 billion in issuance must transition to the federal regulatory framework within one year, and that issuers with at least $50 billion in total issuance must prepare annual audited financial statements. These are thresholds described in that 2025 summary of the law, not measures of any particular issuer’s current status.
For scale, the Federal Reserve Board’s May 2026 Financial Stability Report put stablecoin assets at $320 billion when the report was published and said assets had grown 16% from July 2025 to the end of 2025, with concentration among the two largest issuers. These are dated report figures, not a live October 2026 market-cap reading.
A separate SEC Division of Corporation Finance staff statement dated April 4, 2025 gave a view that a defined category of “Covered Stablecoins,” with specified reserve, redemption, and use characteristics, was not a security under the analysis it presented. That staff analysis is not a blanket determination for every asset described or marketed as a stablecoin.
How to compare access before choosing
Access is product-specific. A stablecoin may be transferable by many holders while issuer redemption is limited to eligible customers or particular channels. An MMF may be available through a brokerage or other intermediary but subject to its account rules. A tokenized MMF may require an authorized broker-dealer or asset manager, and availability can be restricted by investor type or location. The Treasury presentation names Franklin Templeton’s BENJI and BlackRock’s BUIDL as examples; it does not establish current retail eligibility or availability for a reader.
For a payment stablecoin
- Identify the issuer and the jurisdictions in which it operates.
- Read the latest reserve breakdown and attestations, and note the date covered.
- Confirm whether you can redeem directly, or must sell on a secondary market.
- Check minimums, fees, redemption hours, processing time, and any eligibility requirements.
- Compare supported networks, custody arrangements, venue liquidity, and the implications if a platform or transfer route is unavailable.
For an MMF or tokenized MMF
- Read the official prospectus and identify the fund category and portfolio.
- Check the dated yield, fees, redemption rules, cutoff times, settlement process, and any minimum investment.
- Confirm investor eligibility, intermediary requirements, and any transfer restrictions.
- For a tokenized share, also examine the token contract, custody arrangements, protocol dependencies, and whether redemption is supported through the platform you intend to use.
Do not compare headline yields or advertised “instant” transfers as if they answered the same question. Compare the route you can actually use to reach dollars, its conditions and costs, and what happens if your preferred issuer, fund, venue, or platform is unavailable.
