Stablecoin Safety FAQs: How Reserves, Redemption Rights, and Depegging Risk Work

A $1 target is not a guarantee. This guide shows how reserves, assurance reports, redemption eligibility, intermediaries, and run dynamics determine a stablecoin’s practical safety.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Short answer: a stablecoin is not safe merely because it is designed to track one U.S. dollar. Assess the assets held for redemption, the quality and frequency of independent assurance, your legal ability to redeem with the issuer, and the banks, custodians, exchanges, wallets, and blockchains needed to move or convert the token. A coin can trade below its target when redemptions are restricted or confidence, liquidity, banking access, or market infrastructure is impaired.

The checks below explain how to evaluate those risks without treating an issuer statement, a $1 price display, or a large market value as a guarantee. They use dated, issuer-specific examples where available; conditions and terms can change.

What does “safe” mean for a stablecoin?

Safety has several separate dimensions. A token may have substantial reserves but still be difficult for an individual holder to redeem. Conversely, an exchange may quote a price close to $1 even when a holder has no direct contractual claim on the issuer. Evaluate these questions independently:

  • Reserve quality: What assets back the token? Are they cash or short-dated, liquid instruments, or assets that could lose value or become hard to sell during stress?
  • Transparency and assurance: How often are balances and asset categories disclosed, and is the outside work an attestation or a full financial-statement audit?
  • Redemption access: Can you present tokens to the issuer for cash, or are you limited to a secondary-market sale? Check eligibility, account requirements, fees, limits, timing, jurisdiction, and operating hours.
  • Operational resilience: Can the relevant bank, custodian, exchange, wallet, blockchain, and off-ramp keep working when demand surges?
  • Legal protection: What does the contract actually promise, and does it provide any government deposit or investor insurance?

No single metric answers all five questions. A one-to-one target is an intention or contractual commitment whose practical value depends on the conditions attached to it.

How reserves support a fiat-backed token

What to look for in a reserve disclosure

A credible disclosure identifies the asset categories, who safeguards them, their maturity and liquidity, concentration by bank or custodian, and the date measured. It should also explain how often information is updated and what independent professional work covers it.

Circle’s USDC disclosure says the token is backed by cash and cash-equivalent assets. It describes the majority of the reserve as held in the Circle Reserve Fund, a government money market fund registered under SEC Rule 2a-7, with permitted holdings that include cash, short-dated U.S. Treasury securities, and overnight Treasury repurchase agreements. Those descriptions are issuer statements, not a universal guarantee for every stablecoin. See the current disclosure at Circle’s USDC page.

A dated example, not a permanent balance

Circle reported $73.0 billion in USDC circulation and $73.2 billion in reserves as of October 8, 2026. The figures are tied to that date and can change with minting, redemption, investment, and market conditions; they should not be presented as a current market-wide total.

Attestation is not automatically an audit

Circle’s transparency page says reserve holdings are disclosed weekly and receive monthly assurance from a Big Four accounting firm under AICPA attestation standards. An attestation reports on the subject and criteria defined for that engagement. It should not be silently described as a full audit of every financial statement or as proof that redemption will always be available. Read the scope and as-of date in the latest report at Circle’s transparency page.

Is a one-to-one reserve claim enough?

No. A reserve can be large in aggregate while an individual holder faces eligibility rules, a banking interruption, a frozen account, or a non-functioning off-ramp. Liquidity also matters: an asset that is sound over a long horizon may not be saleable at its expected value when many holders demand cash at once.

The Federal Reserve describes this run vulnerability directly: “Stablecoins are susceptible to runs if there are widespread redemption demands by coin holders, and are vulnerable to risks from liquidity and maturity transformation due to holdings of reserve assets that may become illiquid or lose value amid stress or increases in interest rates.” This is a regulator’s analysis of a mechanism, not a finding that every issuer has experienced it. Read the Federal Reserve Financial Stability Report (November 2022).

Can every holder redeem a stablecoin for cash?

Direct issuer redemption versus a market sale

These are different routes. Direct redemption is a contractual transaction with the issuer. A market sale is a trade with another participant on an exchange or through an intermediary; its price depends on order-book liquidity and the intermediary’s ability to settle.

Route What determines access What the price means
Issuer redemption Contract terms, account eligibility, identity and jurisdiction checks, fees, limits, processing, and banking availability The issuer’s stated conversion rule, subject to its conditions; not necessarily an immediate payment for every holder
Exchange or broker sale Whether the venue lists the token, accepts your account, has buyers, and can deliver fiat A secondary-market quote that can be above or below the target
Peer-to-peer or other intermediary Counterparty, wallet, payment rail, custody, and local-law risk A negotiated or platform price, with additional settlement risk

USDC’s contractual example

Circle’s terms say, “Each USDC is intended to maintain a value of 1 USD.” They also state that Circle commits to redeem one USDC for one U.S. dollar subject to the terms, applicable law, and fees. The same terms say some holders cannot redeem directly unless they qualify for and open an eligible Circle Mint account. Therefore, owning USDC in a personal wallet or on an exchange does not by itself establish a direct issuer redemption right. Read the complete conditions at Circle’s USDC Terms.

Those terms also state that virtual currency is not government-backed and is not covered by FDIC or SIPC protections. That specific contractual statement should not be generalized to every token or every jurisdiction.

Why does a stablecoin depeg?

A peg is an intended relationship between a token price and a reference asset. The market price can diverge when the mechanisms that connect the token to that reference are stressed.

Reserve uncertainty or loss

Holders may sell if they doubt the amount, quality, custody, or valuation of reserves. A reserve asset can also become illiquid or lose value, especially when interest rates rise or markets are dislocated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Redemption rushes

If many holders seek cash simultaneously, the issuer must mobilize reserve assets quickly. Delays, withdrawal limits, or uncertainty about who can redeem can turn concern into more selling. The Federal Reserve’s analysis links widespread redemption demands with run risk.

Banking and custody interruptions

A token may depend on specific banks to receive dollars, hold reserves, process wires, or settle redemptions. A bank, custodian, payment processor, or exchange under stress can restrict the practical path to cash even if the token’s stated reserve composition has not changed.

Trading and blockchain friction

Congested networks, paused transfers, thin order books, exchange outages, or a broken minting and redemption interface can separate the market price from the intended value. These are infrastructure and liquidity problems, not necessarily proof that reserves are absent.

What the New York Fed study found

The New York Fed staff report “Runs and Flights to Safety: Are Stablecoins the New Money Market Funds?” by Kenechukwu Anadu and coauthors (2023, revised April 2024) reports flight-to-safety dynamics in stablecoin flows. Its analysis describes a discrete “break-the-buck” threshold below $1, under which redemptions accelerate in the studied data. That is an empirical result within the paper’s methods and sample, not a deterministic rule that predicts every token or episode. Read it at New York Fed Staff Report 1073.

How intermediaries transmit stress

Your ability to use a stablecoin often depends on a chain of providers:

  1. A bank holds or transfers fiat used in minting and redemption.
  2. A custodian or reserve vehicle safeguards assets.
  3. An issuer operates compliance, minting, burning, and redemption systems.
  4. An exchange, broker, or payment service provides a market or fiat off-ramp.
  5. A wallet and blockchain let you hold and transfer the token.

Failure or restriction at any link can create conversion pressure. Federal Reserve staff analysis notes that stress at connected providers can transmit into off-ramp pressure; read the discussion in “Stablecoins in 2025: Developments and financial stability implications”. A hardware wallet may improve private-key custody, but it does not improve reserve quality, create an issuer redemption right, or prevent a market depeg.

How to check a stablecoin before relying on it

  1. Open the latest reserve report. Record the as-of date, circulation, reserve amount, asset categories, bank and custodian concentration, and whether the outside work is an attestation or an audit.
  2. Read the legal terms. Look for the definition of one unit, eligible redeemers, required accounts, identity checks, fees, limits, suspension rights, governing law, and processing timelines.
  3. Map your actual conversion route. Decide whether you would use issuer redemption, an exchange sale, a broker, or a peer-to-peer transfer. Verify that the route is available in your jurisdiction and for your account type.
  4. Identify single points of failure. Note the banks, custodians, exchanges, wallets, blockchain networks, and payment rails involved. Ask what happens if one pauses withdrawals or wires.
  5. Check secondary-market liquidity. Review spread, order-book depth, withdrawal status, and whether multiple venues are available. A displayed $1 price is not proof of executable size or direct redemption.
  6. Set a stress plan. Know how you would move funds if transfers, redemptions, or an off-ramp were delayed. Avoid assuming that a token can be converted instantly during a rush.

How to compare two stablecoins responsibly

Use the same dated evidence for each token. A larger market capitalization, familiar name, or one-to-one target is not enough to rank safety.

Comparison axis Questions to answer
Reserve assets Are holdings cash, short-dated government securities, repurchase agreements, crypto collateral, or other assets? How liquid are they under stress?
Concentration Which banks, custodians, funds, and jurisdictions are exposed? Is one provider a single point of failure?
Disclosure and assurance How often are balances published? What date and scope does the attestation or audit cover?
Redemption rights Who may redeem directly, what account is required, and what fees, limits, timing, and legal conditions apply?
Operations Can minting, burning, transfers, and customer support operate during market or banking stress?
Market liquidity Where does it trade, how deep are the markets, and how have spreads behaved during disruptions?
Issuer and jurisdiction Who is the legal issuer, where is it regulated or incorporated, and which law governs a holder’s claim?

If a source does not establish a value for one of these dimensions, mark it as unknown rather than inferring safety from another metric.

What the available evidence does—and does not—show

The dated Circle figures and operating terms apply to USDC, not to every fiat-backed, crypto-collateralized, or algorithmic stablecoin. Federal Reserve publications describe general run, liquidity, and contagion mechanisms. The New York Fed report covers its own analytical scope. None supplies one comparable, current safety statistic for the entire stablecoin market.

Because reserve balances, banking relationships, legal terms, and market access change, repeat these checks before committing funds and whenever an issuer publishes a new disclosure or changes its terms. Local legal and tax rules can also alter who may redeem and how a conversion is treated.
