SSL Certificates and CAA Records: How to Fix Issuance Errors

CAA errors usually trace to an unauthorized CA, a wildcard policy mismatch, or a DNS response failure. This guide shows how CAA lookup works and how to fix each failure safely.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CAA errors usually come from one of three causes: your DNS policy authorizes a different certificate authority, DNSSEC or an authoritative nameserver is returning SERVFAIL, or the CA cannot obtain a valid answer for one of the names in the certificate request. A CAA record is not required for ordinary certificate issuance; with no CAA policy, a CA can continue its other domain-control and validation checks. To fix a failure, identify the exact CA and every requested name, inspect CAA at each name and its parents, follow any CNAME, correct the policy or DNS response, then wait for TTL caches to expire before retrying.

What CAA controls—and what it does not

Certification Authority Authorization (CAA) is a DNS resource record defined by RFC 8659 (Internet Engineering Task Force, November 2019). It lets the holder of a DNS name publish which certificate authorities (CAs) are authorized to issue certificates for that name. The policy reduces the chance that an unintended CA will issue a certificate, but it is only one part of issuance. A CA must still complete its required domain-control, email, organization, or other validation checks.

CAA is an authorization filter, not a certificate or a proof that a certificate should be issued. A record that permits a CA does not bypass validation, and a missing record does not automatically cause rejection.

A missing CAA record is normally valid

DigiCert states that a CAA record is not required for TLS/SSL or Secure Email (S/MIME) issuance. If no applicable CAA set exists, any CA may proceed when its other checks pass. Let’s Encrypt also checks CAA before every issuance, which means a DNS failure can produce a CAA error even on a domain that has never published a CAA record.

Adding CAA is therefore a policy choice. Use it when you want to limit issuance to named CAs; do not add a restrictive record merely because a certificate request failed.

How a CA finds the applicable CAA policy

For each requested fully qualified domain name (FQDN), the CA performs a DNS search. It starts at the exact name, then moves toward the root one label at a time until it finds a CAA record set. A record at a parent applies to descendants unless a closer record set overrides it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Evaluate the exact requested name, such as www.example.com.
  2. If no CAA set is found, check example.com, then com, stopping at the first set returned by DNS.
  3. If the name is a CNAME, follow the CNAME target and evaluate the target domain’s CAA policy as part of the lookup.
  4. Apply the resulting issue or issuewild rules to the certificate request.

Every SAN (Subject Alternative Name) in a certificate is evaluated. A request for example.com, www.example.com, and api.example.net can therefore fail because only one of those names is blocked or cannot be resolved. A wildcard name, such as *.example.com, must also satisfy the policy for wildcard issuance.

CAA record syntax and tags

The basic TLS syntax is:

example.com. CAA 0 issue "ca.example"

Each record has a flag, a tag, and a value. The flag is commonly 0. A flag of 1 marks the property as issuer-critical: a CA that does not understand that property must reject issuance rather than ignore it.

Tag Purpose Example
issue Authorizes a CA for ordinary, non-wildcard certificates. example.com. CAA 0 issue "letsencrypt.org"
issuewild Controls authorization for wildcard certificates. example.com. CAA 0 issuewild "letsencrypt.org"
iodef Publishes a reporting destination for policy violation reports. example.com. CAA 0 iodef "mailto:[email protected]"

For Let’s Encrypt, the documented issuer value is letsencrypt.org. DigiCert documentation uses digicert.com and related issuer identifiers for its services; use the exact value supplied for the product and validation flow you are ordering. The value is an identifier, not necessarily the hostname of the server that answers your DNS query.

Parent policies and subdomain overrides

A CAA set on example.com normally governs www.example.com, mail.example.com, and other descendants. Publishing a CAA set on mail.example.com creates a closer policy for that name and its descendants. Check the closest applicable set rather than assuming the apex record is the one the CA will use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a restrictive parent contains only issue "letsencrypt.org", a DigiCert request will be rejected unless a closer policy authorizes DigiCert. Conversely, adding a closer policy can unintentionally change issuance rules for an entire subdomain branch, so document the scope of every record.

Step-by-step workflow for fixing an issuance error

1. Identify the CA and every name in the request

Read the certificate order, not just the browser hostname. Record the requested CA, the common name, every SAN, and whether any name is a wildcard. Include names added automatically by an ACME client or control panel. The CA must be authorized for each applicable name, and a single failing SAN can stop the order.

2. Query the exact names and their parents

From a system with a DNS diagnostic tool, query each FQDN:

dig CAA example.com +noall +answer
dig CAA www.example.com +noall +answer
dig CAA api.example.net +noall +answer

Repeat the query for parent labels when the exact name returns no records:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
dig CAA example.com +dnssec
dig CAA com +dnssec

The authoritative answer matters more than one cached resolver. First identify the delegated nameservers:

dig NS example.com +short

Then query each authoritative server directly, replacing the server name with one returned by the NS query:

dig CAA example.com @ns1.example-dns.net +noall +answer +comments

Compare the answers. A record present on one authoritative server but missing on another indicates an incomplete zone update or inconsistent service configuration.

3. Inspect CNAME targets

If the requested name is an alias, display the CNAME chain:

dig CNAME www.example.com +short

CAA processing follows CNAME targets. Query the final target and its parents as well. A target policy that authorizes a different CA can block the order even when the original hostname appears unrestricted. A loop, broken target, or target hosted on an unavailable nameserver can prevent the CA from obtaining a usable policy.

4. Compare the policy with the requested CA

Read each returned record literally. If the set contains issue "digicert.com" but the order is for Let’s Encrypt, the policy is doing exactly what it was configured to do: it denies the other issuer. Add a separate issue authorization for the intended CA, change the existing value if that matches your security policy, or remove the restrictive set when you deliberately want no issuer restriction.

Do not add a second record as a guess if the existing policy is managed by a security team, registrar, hosting panel, or infrastructure-as-code system. Find the source of truth first; an automated deployment may overwrite a manual edit.

5. Handle wildcard requests separately

Check the wildcard name and its policy deliberately. A certificate for *.example.com is not the same request as one for www.example.com. Use issuewild to state which CA may issue wildcards:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
example.com. CAA 0 issue "letsencrypt.org"
example.com. CAA 0 issuewild "letsencrypt.org"

Verify the exact behavior required by your CA and DNS configuration. A policy that permits ordinary certificates may not authorize the wildcard order, and a closer subdomain policy can override the apex policy.

6. Distinguish a policy denial from a DNS failure

A normal DNS response with a CAA answer lets the CA evaluate policy. A normal NOERROR response with an empty CAA answer means that the queried zone has no CAA records at that name; the CA can continue searching parents or proceed without a policy when no applicable set exists. By contrast, SERVFAIL, an unsupported-type error such as NOTIMP, malformed data, or a timeout can stop the search before a policy is found.

Check the response status and the authority section:

dig CAA example.com +dnssec +comments

For a DNSSEC-related failure, query with validation enabled through a validating resolver and inspect the chain:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
dig CAA example.com +dnssec
dig DNSKEY example.com +dnssec
dig DS example.com +dnssec

An invalid signature, expired or mismatched delegation signer, missing DNSKEY, or broken chain can make validating resolvers return SERVFAIL. Correct the DNSSEC data at the authoritative provider or registrar, then retest from more than one validating network.

7. Check every authoritative nameserver and network path

Query each authoritative server directly over the DNS transports your environment uses. Confirm that firewalls, anti-DDoS middleware, or DNS proxies are not dropping CAA queries. Nameservers must answer an otherwise valid CAA query with a usable authoritative response.

If DNSSEC is disabled, an authoritative server that does not implement CAA should still return NOERROR with an empty answer for the unsupported type, not NOTIMP. A repeated NOTIMP or malformed response is a DNS-provider implementation problem; open a support case with the exact query, timestamp, server address, and returned status.

8. Wait for TTL convergence and retry safely

CAA records have TTLs like other DNS data. Recursive resolvers can retain the old policy until that TTL expires, while authoritative servers may already show the new value. After correcting the zone, query an authoritative server and several independent recursive resolvers before retrying the order.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For Let’s Encrypt, use its staging environment when available. A staging attempt helps separate a persistent policy or DNS problem from a transient production failure without consuming production issuance limits. Move to production only after all names return consistent, valid answers.

Reading the most common error patterns

Observed result Likely cause Practical correction
CAA records block issuance An applicable issue or issuewild record names another CA. Authorize the intended CA in the correct zone, or remove the restriction if your policy permits unrestricted issuance.
SERVFAIL Most often DNSSEC validation failure; it can also indicate malformed authoritative behavior or an unavailable nameserver. Validate the DNSSEC chain, query every authoritative server, and repair delegation, signatures, or server availability.
NOTIMP or another error for CAA The authoritative server mishandles an unknown or unsupported CAA type. Escalate to the DNS provider; an unsupported type should produce NOERROR with an empty answer when DNSSEC is not involved.
Timeout A firewall, middlebox, anti-DDoS layer, or failed authoritative server is not answering the query. Check UDP and TCP DNS reachability, provider status, firewall rules, and nameserver uptime.
CNAME loop or target conflict The alias chain cannot reach a usable target, or the target’s CAA policy authorizes a different CA. Remove the loop or broken alias and authorize the requested CA at the policy actually reached by the chain.
Wildcard mismatch The order is a wildcard request but only ordinary issue authorization was considered, or a closer policy controls the wildcard name. Check the exact wildcard name and publish the required issuewild authorization.
Different results from different resolvers TTL caching or inconsistent authoritative zone data. Compare authoritative answers, correct all nameservers, and wait for the longest relevant TTL.

Designing a CAA policy that does not break renewals

Authorize every issuer your operations actually use

List automated ACME clients, managed hosting services, disaster-recovery systems, and manual certificate workflows. If two approved CAs are used, publish two issue records rather than relying on an undocumented exception. Test renewals for every SAN pattern, including wildcard orders.

Keep wildcard authorization intentional

Wildcards cover many hosts, so treat issuewild as a separate privilege. Permit it only for a CA and account process that your team monitors. Do not assume that an ordinary certificate authorization automatically expresses your wildcard policy.

Use critical flags sparingly

Flag 1 requires an issuer to understand the property. That can be useful for extensions your organization requires, but it can also cause rejection by a CA that does not recognize the tag. Use the non-critical 0 flag for standard issue, issuewild, and iodef records unless you have a documented reason to require critical processing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep DNS operations resilient

  • Maintain at least two healthy authoritative nameservers in separate failure domains.
  • Monitor DNSSEC signatures, delegation records, and key rollovers.
  • Test CAA queries from validating and non-validating resolvers.
  • Document the intended TTL and the expected propagation window for policy changes.
  • Ensure zone automation preserves CAA records during imports, migrations, and provider changes.

Provider and CA checks before changing records

When choosing or troubleshooting a DNS service, evaluate whether it answers CAA queries correctly, supports DNSSEC without validation gaps, keeps all authoritative servers synchronized, follows CNAME behavior consistently, exposes TTL controls, and provides incident support with query-level diagnostics. For a CA, confirm the exact issuer value, supported validation methods, wildcard rules, account or validation-method restrictions, renewal behavior, operational support, and current pricing. The issuer string must come from that CA’s current documentation for the certificate product you use.

CAA is not a substitute for monitoring. Alert on unexpected certificate issuance, DNSSEC failures, nameserver outages, and changes to the CAA set. A policy that is correct today can still cause a renewal outage later if an automation account, SAN list, or certificate authority changes.

When to involve your DNS provider

Contact the DNS provider when authoritative servers disagree, return NOTIMP or malformed data, fail DNSSEC validation, or time out from multiple networks. Include the FQDN, record type, UTC timestamp, authoritative server queried, full status code, and whether the same result occurs over UDP and TCP. This evidence lets the provider distinguish a zone-content error from an implementation or infrastructure fault.

Contact the CA when every requested name returns a consistent, valid CAA response that authorizes the intended issuer but the order still fails. Provide the exact order identifiers and validation method; CAA conformance is necessary but does not guarantee issuance, so the remaining failure may be domain-control, account, rate, or certificate-profile related.

Final checklist

  • Identify the issuing CA, every SAN, and whether the request contains a wildcard.
  • Query CAA at each exact name, then its parents, and follow every CNAME target.
  • Confirm that the applicable issue or issuewild value matches the requested CA.
  • Verify that all authoritative nameservers return the same zone data.
  • Investigate SERVFAIL as a DNSSEC, availability, or malformed-response problem—not as proof that a CAA record is missing.
  • Treat NOERROR with an empty answer as a normal absence of policy and continue checking parent names.
  • Correct timeouts, firewalls, CNAME loops, and unsupported-type handling at the DNS layer.
  • Wait for TTL caches to converge, test with independent resolvers, and use Let’s Encrypt staging for safe diagnosis when applicable.
