Speech-to-Text API Rate Limits Compared: RPM, Concurrency, and Quotas

Speech-to-text API quotas measure different things. Compare published request rates, active streams and jobs, quota scope, and content limits before estimating capacity.

There is no apples-to-apples “requests per minute” ranking for speech-to-text APIs. OpenAI publishes model- and usage-tier limits in RPM and TPM; Google Cloud publishes project- and region-scoped request quotas plus streaming limits; Azure Speech uses resource-scoped quotas; and Amazon Transcribe separates per-operation TPS from concurrent jobs and streams. Compare the limit for the workload you plan to run, then verify the current quota for your own account and resource.

What the rate-limit numbers mean

Rate limits measure different things, and none alone tells you how many audio minutes a service can process per minute.

  • RPM (requests per minute) is the number of requests allowed in a minute. A request might submit a short audio file, create a batch job, or send part of a stream, depending on the API.
  • TPM (tokens per minute) is a token-processing limit. It is not the same unit as audio duration or request count.
  • TPS (transactions per second) limits how often a named operation can be called per second.
  • Concurrency is the number of jobs or sessions that may be active at the same time. It is not a submission rate: a long-running job can occupy a slot after its one-time submission.

Before comparing a number, identify its scope (model tier, project, resource, account, or region), endpoint or operation, workload mode, and whether it is a published default or an account-specific value.

Google Cloud Speech-to-Text: synchronous recognition 300 requests per 60 seconds per region. Per developer project and region; applications and IP addresses using the same project share its quota. Google Cloud quotas.
Google Cloud Speech-to-Text: batch recognition 150 requests per 60 seconds per region. Per developer project and region; shared across applications and IP addresses using that project. Google Cloud quotas.
Google Cloud Speech-to-Text: streaming Up to 300 concurrent sessions and a shared 3,000 requests per minute across those sessions. Per developer project and region. Initial session configuration does not count toward the streaming request quota. Google Cloud quotas.
Google Cloud Speech-to-Text: other request classes 100 resource requests per 60 seconds per region; 150 operation requests per 60 seconds per region. Per developer project and region. Google Cloud quotas.
Azure Speech: real-time speech-to-text Standard S0: default 100 concurrent requests for the base model endpoint and 100 for a custom endpoint; free F0: 1. Per Speech resource. Real-time speech-to-text and speech translation share a concurrency limit. The existing concurrency value is not exposed in the portal, CLI, or API; contact support to verify it. Azure Speech: fast and batch transcription Standard S0: 600 requests per minute shared between fast and batch transcription. Per Speech resource. Azure says this shared rate can be adjusted; other batch constraints are not adjustable. Microsoft Learn: Azure Speech quotas.
Amazon Transcribe: job and stream operations StartTranscriptionJob: 25 TPS; StartStreamTranscription: 25 TPS. For each supported Region, subject to the AWS account’s applicable quota. These operation rates are separate from concurrency quotas. Check the account and Region in Service Quotas. AWS endpoints and quotas.
Amazon Transcribe: active jobs and streams 250 concurrent transcription jobs; 25 concurrent HTTP/2 and WebSocket streams. For each supported Region, subject to the AWS account’s applicable quota. Service Quotas identifies whether a quota can be adjusted. AWS endpoints and quotas.

Google’s quota page says its values can change and was last updated 2026-09-30 UTC. Provider documentation describes current limits, not permanent guarantees; check the linked page and your live quota view before sizing a deployment.

How to compare providers for your workload

Short synchronous or file transcription

Compare request quotas for the synchronous or file endpoint you will call. A request cap does not specify how long the accepted audio may be, nor how long processing takes. For example, Google’s synchronous recognition content limit is up to 10 MB or one minute of audio; that is a content constraint, separate from its request quota. Google Cloud documents these limits separately.

Batch transcription

Batch submission rates count job-creation requests, not audio minutes. A small number of submissions can represent a large amount of audio, and a job may continue running after submission. Google batch recognition accepts up to five files per request, with files up to eight hours; those are request-shape and content limits, not additional throughput allowances. Real-time streaming

For streaming, check both the concurrent-session ceiling and any request rate shared across sessions. Google documents a five-minute maximum open session with audio sent near real time; the documented concurrent-session and request quotas are separate constraints. Azure’s real-time concurrency combines speech-to-text and speech translation, so other real-time use of the same resource can consume capacity. AWS publishes both a stream-start operation rate and active-stream quota.

Plan capacity and verify the quota that applies

  1. Choose the exact mode and endpoint. Separate synchronous files, batch jobs, and live streams; do not size a stream using a batch-submission figure.
  2. Find the quota’s scope. Confirm the model and usage tier for OpenAI; the developer project and region for Google; the Speech resource for Azure; or the AWS account and supported Region for Transcribe.
  3. Check adjustability and current value. Consult the provider’s quota page or console for the applicable resource. Azure’s existing real-time concurrency value must be verified through support; AWS Service Quotas indicates whether a listed limit is adjustable.
  4. Estimate each bottleneck separately. Account for request rate, active-job or session concurrency, audio duration or file size, and any shared quota used by other applications. Do not convert RPM, TPM, TPS, or concurrency directly into audio minutes without workload-specific evidence.
  5. Test representative traffic. Use the expected audio lengths and mode, measure actual processing and slot occupancy, and implement queueing and backoff for throttled requests. The published quota tables are not controlled speed or accuracy benchmarks, so they cannot establish which provider will finish a workload faster or transcribe it more accurately.
