SpaceX has agreed to acquire Grain Management’s nationwide portfolio of 800 MHz spectrum licenses, and the company says the spectrum could help Starlink Mobile become a major mobile carrier in the United States. The agreement was announced on October 8, 2026. It is not yet a working retail carrier: the announcement does not establish that the deal has closed, that final FCC approval has been granted, or what a customer would actually buy.
What was announced
Grain Management’s company announcement, distributed through PR Newswire, describes a definitive agreement under which SpaceX would acquire Grain’s nationwide portfolio of 800 MHz spectrum licenses. The portfolio is described as up to 14 MHz of paired spectrum. The announcement says this could help Starlink Mobile become a major mobile carrier in the United States, and that the acquisition “will pave the way” for that outcome. That is the announcement’s own framing of the ambition, not an independent finding that Starlink is already positioned to compete as a conventional carrier.

Agreement, approval, and service are three separate steps
Headlines about spectrum deals often blur three stages that carry very different consequences for customers. Keep them apart when you read any update on this story.
- Signed agreement. Announced October 8, 2026. This is confirmed by the company announcement.
- Regulatory review and closing. Spectrum licenses change hands only after the required approvals and closing steps. The announcement does not establish either. The FCC action specific to this transaction has not been reported in the material available for this article, so approval and closing status remain open.
- A functioning retail service. A plan, price, network architecture, and sign-up process would have to be announced separately. None of these is established for the Grain spectrum.
Until the second and third steps are documented, the accurate description is an agreement to acquire spectrum, not a new carrier.

How Starlink Mobile works today
Starlink Mobile is not a standalone carrier today. Its current service is built on partnerships with mobile network operators, and the figures below describe that model.
The partner model
SpaceX’s February 2025 Direct to Cell fact sheet explains the structure. Operator partners provide the terrestrial networks and LTE spectrum that carry satellite signals, which lets the satellite service attach to the operator’s existing wireless subscribers. At the time of that fact sheet, the service was available in the United States with T-Mobile and in New Zealand with One NZ. Partners and countries may have changed since then, so treat those two pairings as a February 2025 snapshot rather than current availability.
Scale, as reported by the company
SpaceX’s June 2026 prospectus says that, as of March 31, 2026, Starlink Mobile served approximately 7.4 million monthly unique devices across approximately 30 countries. The company also describes a goal of connectivity for unmodified phones and IoT devices, eventually including 5G. These are company-reported operating figures from a company filing, dated to March 31, 2026. They have not been independently audited, and they should not be read as a verified market-share measure.

Regulatory history
The FCC’s 2024 report places the current model in context. T-Mobile and SpaceX announced their Direct to Cell plan in 2022. In November 2024, SpaceX received U.S. authorization for supplemental coverage from space using specified previously authorized Starlink satellites. That authorization covers the existing satellite service. It is not a decision on the Grain spectrum transaction, and it should not be read as one.
Where the EchoStar spectrum fits
SpaceX’s prospectus also reports that it entered agreements in 2025 to acquire 65 MHz of U.S. spectrum and certain global Mobile Satellite Service spectrum licenses from EchoStar. That is a separate set of transactions from the Grain portfolio. The two deals have different spectrum amounts, different counterparties, and different regulatory status, so do not add them together or treat one as a description of the other.

The honest answer is that Starlink is pursuing that status and has taken a step toward it, but the step is an agreement on spectrum. The table compares what is established today with what the announcement leaves open.

What would change the picture
Four developments would move this from announced ambition to a service you could use:
- An FCC action on the Grain transaction, followed by a closing announcement from SpaceX or Grain.
- A named service structure, including whether it runs without an operator partner or alongside one.
- Published plans, pricing, and device requirements.
- Any change to the partner roster or to the country list in the company’s filings.
Until at least one of these appears, the existing partner model is the service that exists.
