The reported plan calls for an open competition to select participants, but the 2027 budget, eligibility rules, funding structure and procurement details are not yet final.
What is South Korea’s proposed frontier AI project?
It is a planned effort to concentrate public and private funding, computing resources, data and talent on developing an AI model capable of competing at the frontier. Reuters reported the Ministry of Science and ICT’s plan on October 6, 2026; the Korea Times reported the same overall amount a day earlier. The announcement describes an intended program, not a completed appropriation or an awarded contract. (Reuters via The Economic Times; The Korea Times)

Ryu Je-myung, the ministry’s Second Vice Minister, told the Korea Times, “The frontier AI project will begin next year,” and said it would be reflected in next year’s budget. Those remarks communicate the government’s intention; they do not establish that parliament has approved the funding.
How much is planned, and what would it fund?
The reported total is 4.7 trillion won, given as approximately $3.5 billion by Reuters and $3.48 billion by the Korea Times. The dollar equivalents are approximate conversions in the respective reports; the won figure is the stated planned amount. The Korea Times reported this breakdown:
#1 Best Overall
- Dual-Brain Hybrid Power: Combines the Qualcomm Dragonwing QRB2210 MPU (Quad-core Arm Cortex-A53 @ 2.0 GHz CPU, Adreno GPU, AI acceleration) and the real-time, low-power STM32U585 MCU for advanced applications like object recognition, voice commands, and motion detection.
- AI & Linux Capabilities: Unlocks AI-powered vision and sound solutions; runs Linux Debian OS for coding in Python and supports the Arduino ecosystem with libraries and Sketches; quick start with Arduino App Lab.
- Advanced Features: Equipped with 4 GB LPDDR4 RAM, 32 GB eMMC built-in storage, ideal for single-board computer (SBC) mode, running multiple simultaneous high-level processes, more complex AI or ML models, extensive logs. Dual-band Wi-Fi 5 (2.4/5 GHz), Bluetooth 5.1, and high-speed headers for vision, audio, and display peripherals.
- Seamless Expansion & Connectivity: Features the classic UNO form factor for shields compatibility, an 8x13 LED matrix, and a Qwiic connector for easy expansion with Modulino nodes; power and connect via the USB-C connector.
- Intended Use & Development: The perfect platform for prototyping robotics or IoT projects, empowering innovators with a unified development experience to mix Arduino Sketches, Python scripts, and containerized AI models in a single interface.
| Reported intended use | Amount | Status |
|---|---|---|
| 10,000 Nvidia Vera Rubin GPUs | 3.9 trillion won | Allocation reported by The Korea Times on October 5, 2026; not a confirmed procurement award. |
| Training data | 800 billion won | Allocation reported by The Korea Times on October 5, 2026; subject to final approval and implementation details. |
The Korea Times also reported that participating companies are expected to match public investment with private funds. Reuters described the broader approach as state equity investment combined with private funding, alongside a focus on chips, data and talent. The reports do not establish final investment terms, procurement arrangements or the amount any participant would contribute.
When could it start, and how would participants be chosen?
The proposed sequence is conditional, not a confirmed schedule. Aju Press reported that parliament was expected to consider the 2027 budget in December, with participant selection potentially as early as February 2027 and development intended to start in March. The Korea Times likewise reported a planned start the following year. These dates depend on budget approval and decisions about how to establish the project. (Aju Press)

Reports describe a competitive or open process led by the Ministry of Science and ICT. Possible participants could include individual companies, consortia or special-purpose vehicles, and the reports mention potential leading roles for startups, businesses, universities and researchers. These are possibilities reported before the application criteria were settled, not final eligibility rules or a list of approved applicants.
How is this different from South Korea’s existing AI model program?
The proposed frontier effort is reported as separate from the existing Sovereign AI Foundation Model project, rather than a replacement for it. The existing project is already underway and has used staged evaluations of selected teams; the new proposal is prospective, with a different aim of concentrating resources on frontier-level capability. The Korea Times reported that the existing program is expected to shift further toward industry-specific and practical applications. (South Korea Ministry of Science and ICT)

As of the October 5–6, 2026 reports, the proposal still required budget consideration and further decisions on its design. Aju Press and the Korea Times reported that project entities, funding methods, anchor companies and startup participation were not settled. The reports also do not provide final application criteria, awardees, legal terms or confirmed purchases.

Ryu described the policy choice as whether to pursue a mid-tier model or target competition with leading global models, and whether to distribute more GPUs among companies or pool resources to close the frontier gap. That rationale helps explain the proposed concentrated approach, but the program has not begun, and the reports provide no measured outcome or independent performance result.
