The U.S. Department of Energy (DOE) uses SSL as an umbrella term for lighting made with light-emitting diodes (LEDs) and organic light-emitting diodes (OLEDs). Both generate light in semiconductor devices rather than by heating a filament or exciting gas in a conventional lamp.
What counts as solid-state lighting?
DOE’s glossary defines SSL as technology that uses semiconducting materials to convert electricity into light. The term covers lamps and luminaires that use either LEDs or OLEDs. A replaceable LED bulb is one familiar example, but integrated LED fixtures and OLED lighting products also fit the category.

“Solid-state” describes how a source produces light; it is not a performance rating. The label alone does not tell you how efficient a product is, what its color looks like, how long it will maintain its output, or whether it will dim smoothly.
How LEDs and OLEDs differ
LEDs and OLEDs are both semiconductor light sources, but their materials and typical forms differ. The DOE’s LED overview and OLED overview describe the distinction:

These are different ways to make and distribute light within the same broad SSL category, not competing definitions of it.
How a light source differs from a complete fixture
An LED, an LED package, a lamp, and a luminaire are related but distinct terms. An LED is a semiconductor device that emits light when electrical current flows through it. An LED package assembles one or more LEDs with electrical connections and may include an optical element; it does not include the power source or base.

A luminaire is the complete fixture. It includes the LEDs or LED packages, a driver that supplies power, and components that position, distribute, and protect the light-emitting elements. As a result, the light delivered by a fixture depends on more than the source alone.

What SSL does—and does not—say about performance
DOE notes that LED products vary in energy efficiency and color qualities. To assess a particular product, look at relevant specifications and test information rather than relying on the SSL label:

- Efficacy: Measured in lumens per watt (lm/W), efficacy indicates light output relative to electricity use. Source efficacy and luminaire efficacy are not interchangeable: fixture optics, thermal design, power supply, and other design choices affect how much useful light reaches the space.
- Color appearance and fidelity: Correlated color temperature (CCT) describes whether light appears warmer or cooler. Color fidelity describes how the light affects the apparent colors of objects. The color rendering index (CRI) and IES TM-30 metrics can help evaluate color rendering, but CRI has limitations and one figure does not capture every aspect of color quality.
- Distribution and dimming: The fixture’s design affects where light goes, and dimming behavior depends on the product and its compatibility with controls.
- Output maintenance and lifetime: These depend on the product and the conditions and methods used to evaluate it; the category name does not promise a fixed service life.
DOE’s standards and test procedures overview lists ANSI/IES LM-79-2019 for optical and electrical measurements of SSL products; ANSI/IES LM-80-2020 for luminous-flux and color maintenance of LED packages, arrays, and modules; and ANSI/IES TM-21-21 for projecting long-term flux maintenance. It also lists newer color-evaluation references, including ANSI/IES TM-30-24. These are standards references, not substitutes for checking a product’s test data; verify the applicable edition before making a compliance claim.

If a product description calls a bulb or fixture “solid-state lighting,” it identifies the semiconductor-based light-generation technology. To decide whether that product suits a room or fixture, assess its own output, color, light distribution, dimming behavior, and compatibility. An LED bulb is a convenient example of SSL, but the term also covers OLED sources and complete lighting fixtures.
