Solar-Plus-Battery vs. Diesel Generators for Telecom Towers

Solar and batteries can reduce generator runtime and fuel deliveries, but diesel remains useful backup. The right choice depends on tower load, solar resource, autonomy and local costs.

There is no universal winner. Solar-plus-battery can cut fuel use and reduce dependence on deliveries; diesel generators offer dispatchable power backed by familiar supply and service chains. For many remote or weak-grid towers, the practical comparison is not solar versus diesel but diesel-only versus a hybrid system that uses solar and batteries first and keeps a generator for backup.

What each power system does

Diesel-only

A diesel-only tower depends on generator capacity and regular fuel deliveries. Diesel is widely used at off-grid and poor-grid sites because it is familiar and has an established supply chain. But fuel transport, theft risk, servicing visits, noise, emissions and contamination risk can make ongoing operation expensive and burdensome. GSMA’s GenCell case study describes the operating-cost challenge for these towers.

Solar-plus-battery

Photovoltaic panels generate electricity, while batteries store energy for use when generation is insufficient or unavailable. In a fully solar-plus-battery configuration, those components must meet the tower’s needs without a generator. That requires enough generation and storage for the site’s load and expected low-sun periods.

Solar-plus-battery with diesel backup

A hybrid system uses solar and stored energy to reduce generator operation, while retaining diesel for periods when those sources cannot meet demand. A solar installation therefore does not necessarily mean a tower has stopped using diesel. The distinction matters when comparing fuel savings, reliability and emissions.

How the options compare

Factor Diesel-only Solar-plus-battery Solar-plus-battery with diesel backup
Power availability Dispatchable while the generator is operating and fuel is available. Depends on solar generation, storage capacity and system design; a fully solar system must be sized for periods of low generation. Solar and batteries serve the load when able; the generator can cover shortfalls.
Fuel logistics Requires recurring fuel supply; delivery access and theft exposure affect operations. Can reduce or remove routine fuel needs if the system meets the load without a generator. Can reduce fuel use, but does not eliminate fuel logistics.
Upfront costs Requires generator equipment and installation. Requires photovoltaic equipment, batteries, controls and integration; initial equipment needs are higher than a generator-only baseline. Requires solar and storage alongside retained generator capacity and controls.
Recurring upkeep Generator servicing and fuel management are recurring needs. Requires maintenance suited to the equipment and site, including attention to dust and cleaning, battery replacement and technician access. Requires upkeep for solar, batteries and the backup generator.
Key site considerations Fuel price, transport, security, service access and generator duty cycle. Load profile, solar resource, required autonomy, battery capacity and replacement, controls, cleaning and technician access. All relevant solar, battery and generator factors, including the conditions that trigger backup operation.

The table is a qualitative comparison, not a quotation or a guarantee of performance. GSMA’s technical guidance treats feasibility as a site- and scenario-specific design problem rather than a single equipment choice. See GSMA’s Green Power for Mobile technical paper.

What published cost and runtime figures show—and what they do not

A GSMA report using Dalberg analysis modeled an off-grid retrofit in 2013. In that model, advanced batteries reduced generator runtime from close to 24 hours to approximately 12 hours per day and cut generation cost by 50–60% against the diesel-only base case. Adding solar PV reduced average generator runtime further to approximately 6 hours per day and modeled an additional 15–20% generation-cost reduction relative to the battery retrofit. These are historical model results, not current prices or forecasts for an individual tower. The findings and their assumptions are reported in GSMA’s 2013 Global Telecom Tower report.

A 2024 Nepal case-study abstract reports a hybrid energy cost of $0.38/kWh and emissions of 213.72 tCO₂ for its studied hybrid solution, with outcomes described as better than diesel in that study. Those figures belong to that case, not to telecom towers generally; the abstract alone does not establish a broadly comparable cost or emissions result. See the study in the International Journal of Ambient Energy.

These results come from different studies and methods and should not be combined into a universal savings estimate. Fuel prices, grid conditions, load, system sizing, battery life, service logistics and financing can all change the result. Published modeling and site studies support the potential benefits of hybrid power, but do not establish a fleet-wide outcome across markets. For additional site-specific evidence, see the 2015 study of a remote Malaysian base station in Springer Nature.

How to choose for a particular tower

  1. Establish the load and grid reality. Measure the tower’s power demand and profile, and document whether grid power is absent, unreliable or available. Include the consequences and cost of outages where relevant.
  2. Check fuel and service access. Estimate fuel price at the site, not just at the supplier; account for transport, delivery reliability, theft exposure and generator servicing visits.
  3. Assess solar conditions and autonomy. Use the site’s solar resource and required period of backup to size generation and storage. Test the design against the site’s worst expected solar conditions, not only average sunshine.
  4. Model the full lifecycle cost. Include equipment, installation, fuel and delivery, generator service, battery replacement, controls, security and any grid connection or outage costs. Use local prices and a stated time horizon.
  5. Compare the right configurations. Evaluate diesel-only, solar-plus-battery with generator backup, and fully solar-plus-battery only where a design can support that configuration. State the site, year, load, grid condition and assumptions behind any cost or emissions figure.
  6. Check whether the site can maintain the system. Account for dust and cleaning, technician access, battery replacement and the ability to service the generator or controls when needed.

Which option fits which situation?

  • Diesel-only may be more practical where fuel is reliably available, the site can be serviced, and solar and storage cannot meet the required autonomy at an acceptable lifecycle cost.
  • Solar-plus-battery with backup may suit sites where solar can serve a meaningful share of demand and reducing fuel deliveries or generator runtime is valuable, but uninterrupted service still requires a dispatchable fallback.
  • Fully solar-plus-battery is a site-specific choice that depends on whether generation and storage can reliably meet the load through low-sun periods, with a maintenance and replacement plan the operator can sustain.

GSMA’s GenCell case-study page captures the pressure behind the decision: “The OpEx to power off-grid or poor-grid towers is too high and for many cellular/mobile phone carriers, the cost to provide grid electricity to an off-grid tower is simply too expensive.” The statement is attributed to the GSMA case-study page, not to a named individual.
