A small cell is a lower-powered radio placed closer to users to improve coverage or add capacity in a localized area. Mobile networks use both: small cells complement macro sites rather than replacing them.
How do small cells and macro cells differ?
The main difference is their scale and role in the network. Macrocells provide broad-area coverage. Small cells serve a more localized area, often where coverage needs attention or many people are using the network at once.

The labels describe broad deployment categories, not a single universal distance boundary. FCC 19-103 cites a historical convention in which macrocells had a radius of 1 to 30 km and microcells were smaller, low-power deployments. That cited convention is not a current universal definition. FCC 19-103 (2019)
Do small cells replace cell towers?
No. Small cells are generally added to complement the macro layer, not to make macro sites disappear. A small cell can serve a busy street, building, or other localized area while macro sites continue to provide broader coverage. Where a cell has concentrated traffic, adding a small cell can help offload some demand from the wider network. Small Cell Forum, “About small cells”

How far does a small cell reach?
There is no single range that applies to every small cell. The UK government’s 2020 overview describes small-cell coverage as up to two kilometres, but actual reach depends on factors such as site design, radio propagation, throughput demand, terrain, buildings, frequency, antenna height, and network configuration. Treat the figure as an indicative description, not a promise that a particular installation will reach that far.
Coverage is not simply a circle around a site. For example, the FCC’s mobile broadband reporting uses propagation models with specified technology, speed, environment, and other assumptions; a modeled coverage area is not the same as a guarantee of service at every location. Does a small cell give you faster 5G?
Not necessarily. A small cell can add capacity near users, but it does not guarantee a faster phone connection. The result depends on available spectrum, radio conditions, traffic on the cell, and the rest of the network.
The FCC explains that cell capacity depends on available spectrum and spectral efficiency, and that total network capacity is the sum of the capacities of its cells. Because traffic is unevenly distributed, an individual cell can become congested even when other parts of the network are less busy. FCC 19-103 (2019)

Can small cells use different spectrum?
Yes, depending on the deployment. The FCC’s 2019 order describes small cells as radios that can operate in licensed or unlicensed spectrum. It also discusses Wi-Fi and licensed assisted access (LAA) in that regulatory context; those examples should not be taken to mean that every small cell uses those technologies. FCC 19-103 (2019)

The category alone does not establish which installation has lower exposure. The Australian Communications and Media Authority says multiple small cells may provide the same coverage level as a macro cell, and that mobile phone base stations—including small cells and 5G base stations—must remain within applicable safe EME levels in Australia.
