The best customer support SLA is a specific, measurable promise your team can meet consistently—not a response-time number borrowed from another company. Define which customers and requests it covers, distinguish first response from resolution, set targets by priority and operating hours, and give staff clear ownership, escalation, and tracking rules.
There is no universal response-time benchmark established by the sources cited here. Choose targets that match your staffing, request complexity, and service needs, then review the results alongside resolution quality and customer feedback.

What a customer support SLA should define
A service-level agreement (SLA) turns a service expectation into a measurable commitment. In support, that usually means targets for responding to and resolving requests, with the applicable target depending on conditions such as ticket priority. Zendesk Documentation Team’s definition, edited May 28, 2026, describes an SLA policy as an agreed measure of the response and resolution times a support team delivers to customers.

A useful policy makes clear what is promised, to whom, and how the team will determine whether it met that promise. A number by itself is not an operational SLA: agents also need to know which tickets it applies to, when the clock runs, what events count, and what to do when a target is at risk.

Set the scope before setting targets
State which customer groups, intake channels, and request types are covered. Specify whether the policy applies to every request or excludes defined cases, such as requests outside the supported service. If different customer groups or work types receive different service, spell out which policy applies to each rather than leaving agents to infer it.
Document the service hours and observed holidays. A customer should be able to tell whether the stated time is measured continuously or only during scheduled business hours. Microsoft Dynamics 365 Customer Service documentation describes customer-service and holiday schedules as inputs to SLA time calculation; exact behavior depends on the system configuration.
Define the events that start, pause, and stop the clock
Write down what counts as a first response, a subsequent reply, a periodic update, and a resolution. If an automated acknowledgment is not what you intend customers to understand as a substantive response, distinguish the two explicitly. Specify whether waiting for a customer pauses any internal measure, and define how reopened or transferred work is treated. These rules must be consistent enough that agents and reports classify the same event the same way.

Separate first response from resolution
First response and resolution measure different outcomes. A first-response target addresses how quickly the team engages with a request; a resolution target addresses how long it takes to resolve it. Meeting one does not demonstrate performance on the other.
Define each measure in customer-facing language and in the system used to report it. A fast acknowledgment alone may not show that a person assessed the issue or moved it forward, so say whether your first-response commitment requires a substantive reply. For complex requests, also consider whether a defined progress update is part of the promise. Only add measures your team can define and track consistently.

| Measure | Question it answers | Policy decision to make |
|---|---|---|
| First response | When did the team first respond to the request? | Does an acknowledgment count, or must the response show substantive engagement? |
| Next reply | How promptly does the team respond after a customer’s further message? | Which customer messages restart the measure, and which hours count? |
| Periodic update | Does the customer receive progress information while work is ongoing? | When is an update due, and what qualifies as an update? |
| Resolution | How long does it take to resolve the request? | What event counts as resolution, and how are reopened requests handled? |
The table describes policy choices, not a requirement to track every measure. Choose metrics that correspond to the service your team actually promises.
Set realistic targets by priority and operating hours
Choose targets based on staffing, request complexity, and organizational service needs. Section508.gov guidance advises agencies to set service levels appropriate to those factors; its accessibility help-desk examples are specific examples, not cross-industry standards. The reviewed sources establish no universal response or resolution time for commercial support teams.
Use a priority model to distinguish requests by impact and urgency, then connect each level to an explicit target and action. An urgent incident and a routine question need not follow the same route or receive the same target, but agents need a reliable way to identify the difference.
Make priority usable in daily work
- Define the criteria agents use to assign priority, using impact and urgency rather than an unexplained label.
- Identify who can change a priority and what circumstances justify the change.
- Connect each priority to the applicable response, update, and resolution targets.
- State the expected action when an urgent request is received, including who owns it next.
Zendesk’s documented policy targets depend on the system Priority field. This makes accurate priority assignment operationally important: a misclassified ticket can receive the wrong policy even when the policy itself is configured correctly.
Choose a clock that matches the promise
Decide whether targets use calendar time or scheduled business time. If the clock follows a support schedule, specify the hours and holidays it observes and explain what happens when a request arrives outside them. If customer waiting pauses an internal measure, define the triggering event and the conditions for resuming the clock.
Do not publish an operating-hours promise that differs from the schedule used to calculate performance. Microsoft Dynamics 365 Customer Service documentation describes service and holiday schedules as part of SLA time calculation, as well as warning or failure criteria. The exact mechanics are platform-specific; check the current documentation for the system you use before configuring them.

Turn the promise into routing, ownership, and escalation
An SLA is credible only if work can reach someone able to act before a target is missed. Assign an owner at each stage, establish routing rules that reflect request type and priority, and define who takes over when the original owner is unavailable or the work needs another skill set.
Cisco’s service-level management paper discusses tiered support, response and resolution measures by priority, and escalation. Section508.gov guidance also emphasizes routing, keeping users informed, and tracking resolution. Apply those ideas by making each handoff actionable rather than simply recording that a ticket changed queues.
Specify the escalation path
- Name the role or team responsible for each stage, including after a transfer.
- Define a warning trigger early enough for an owner to intervene before a breach.
- State who receives an escalated request and what response is expected from that role.
- Provide a route for exceptions, such as a priority dispute or a request that does not fit a standard queue.
- Keep the customer informed when ownership or expected timing changes.
Warnings should reach people with authority and capacity to change the outcome. A notification that nobody owns is not an escalation process.

Report first response and resolution separately, using the same definitions as the policy. Where they are part of the customer promise, add next-reply, periodic-update, requester-wait, or escalation measures. Report which tickets met their targets and which missed them, and inspect cases where a target did not apply so exclusions or configuration problems are visible rather than hidden in an overall rate.
Review target attainment alongside ticket volume, resolution outcomes, recurring issues, and customer feedback where available. A high first-response attainment rate does not by itself show that customers received a good resolution. Section508.gov recommends using performance data and feedback to evaluate and improve service, including analysis of recurring issues and periodic review.
Use review findings to improve the operating model
- Look for repeated misses by priority, request type, time period, or team; investigate whether the cause is demand, staffing, routing, or an unclear policy.
- Check whether tickets were assigned the right priority and whether transfers left any work without an owner.
- Review customer feedback and resolution outcomes alongside speed measures.
- Update targets, schedules, definitions, or routes when evidence shows the current promise is not workable or useful.
- Communicate policy changes to agents and customers affected by them, then use the revised definitions consistently in reporting.
The available sources do not establish that any particular target time causes higher satisfaction or better business outcomes. Treat targets as operating commitments to evaluate, not as proof of service quality on their own.

Assess those separately against your existing intake channels and workflows rather than assuming that SLA functionality alone covers the full support operation.
A practical SLA policy checklist
Before publishing or configuring a support SLA, make sure the policy answers each of these questions:
- Who and what are covered: customers, channels, and request types?
- What do first response, next reply, update, and resolution mean?
- Does an acknowledgment count as the first response?
- Which priority criteria determine the applicable target, and who may change priority?
- Are targets measured in calendar time or scheduled service hours?
- Which service schedule and holidays apply, and what happens outside those hours?
- Does waiting for a customer pause any internal measure?
- Who owns a request at each stage, and how are handoffs and exceptions handled?
- What warning triggers an escalation, and who can act on it?
- How will target attainment, misses, resolution outcomes, recurring issues, and feedback be reviewed?
If a policy cannot answer these questions consistently, the team is likely to measure different things under the same SLA label. Resolve the definitions and ownership first; then configure the system to reflect them.
