What people call “SIM card cloning” is usually described in consumer safety guidance as SIM-swap fraud: someone persuades a mobile carrier to move your number to a SIM or device they control. That is different from proving that your physical SIM was secretly duplicated. If your phone unexpectedly loses service or you receive a SIM-change notice you did not request, contact your carrier through a verified channel and check your account.
What is SIM card cloning?
In the consumer threat covered by official guidance, an attacker contacts a carrier and uses social engineering, phishing, or sometimes an insider to get a victim’s phone number transferred to another SIM or device. If the carrier activates the transfer, the attacker may receive calls and text messages sent to that number, including SMS verification codes and account-recovery messages. The FBI’s April 11, 2024 IC3 alert describes this as SIM swapping.

A SIM change can also be legitimate—for example, when you replace a damaged phone or request a replacement SIM. A change or loss of service alone does not establish that a crime occurred. The key is whether the change was authorized and whether you still control your number.

- You receive an unexpected message that a SIM was activated on a new device, or that a SIM-change or number-transfer request was made.
- Your phone suddenly cannot make calls, send texts, or use mobile data, particularly if the service loss is unexpected.
- You notice account-recovery messages, password-reset notices, or financial-account changes you did not initiate.
These signs warrant a prompt check, but none proves a SIM swap by itself. Outages and device problems can also interrupt service. Use a known number or the carrier’s official app or website to confirm the line’s status; do not rely on contact details in an unexpected message.

How do you reduce the risk of a number transfer?
Secure the carrier account
Set an account PIN or password if your carrier offers one. Ask through official support whether it provides a SIM-change lock, port-out lock, number-transfer PIN, or equivalent safeguard. Names and availability vary by provider. The FBI also advises asking about blocking SIM changes, call forwarding, and simultaneous ring. Never give an unsolicited caller your password, account PIN, or one-time code.
Use stronger sign-in methods for important accounts
Where an email, financial, or other sensitive account supports them, choose an authenticator app or a physical security key instead of SMS-based verification. These options can protect sign-in to the online account, but they do not stop a carrier from transferring your number. Keep the account’s recovery options current so losing access to your phone does not leave you locked out.

Understand which layer each measure protects
| Measure | What it protects | Depends on the phone number? | Recovery consideration |
|---|---|---|---|
| Carrier account PIN or transfer lock | Carrier-side account changes, if offered | No; it is intended to help secure the carrier account | Keep the PIN or recovery details somewhere safe and ask the carrier how to regain access |
| Authenticator app | Sign-in to online accounts that support it | Usually not for code generation, though account setup and recovery practices differ | Set up the provider’s supported backup or recovery method |
| Physical security key | Sign-in to supported online accounts | No for key-based authentication | Follow the account provider’s recovery process; where supported, register a backup key |
| SMS verification | Sign-in or recovery for accounts that send codes by text | Yes; codes go to the number | Recovery depends on restoring access to the number or using the account provider’s alternative process |
No single measure covers both the carrier account and every online account. The FTC advises people concerned about SIM swapping to use an authentication app or security key for accounts that support them (FTC consumer guidance).

- Verify the line with your carrier. Contact it immediately using a number from its official site or app, or another contact method you already trust. Ask whether a SIM change, number transfer, forwarding, or other account change is pending or has occurred.
- Ask the carrier to restore control. If a transfer was unauthorized, ask it to regain control of the number, stop further changes, and explain what account activity it can confirm.
- Protect important online accounts. Change passwords for email and other high-value accounts, beginning with accounts that can reset other passwords. Use a non-SMS sign-in method where available, and check for unfamiliar recovery details or sessions.
- Check financial and identity-related accounts. Review transactions and profile changes, and contact the relevant institution promptly about anything you did not authorize.
- Report suspected fraud through official channels. In the United States, the FBI advises reporting suspected social-engineering activity to IC3; the FTC directs identity-theft victims to IdentityTheft.gov. Keep notes of carrier contacts and account changes.
What U.S. carrier safeguards are in place?
For U.S. consumers, an FCC rule on SIM-swap and port-out fraud was published in the Federal Register on December 8, 2023. Its general effective date was January 8, 2024, while specified information-collection provisions were delayed indefinitely in the notice. The rule addresses carrier authentication and customer notifications; it should not be read as a guarantee that every provider offers identical controls or that protections are uniform outside the United States. See the Federal Register notice for details.

What do reported SIM-swap losses show?
Historical FBI/IC3 complaint figures illustrate the potential harm but are not a current measure of prevalence. IC3 reported 320 SIM-swapping complaints and approximately $12 million in adjusted losses for January 2018 through December 2020. The FBI’s February 2022 alert separately reported 1,611 complaints and more than $68 million in adjusted losses for 2021. These are figures for the stated periods, not estimates of how many people experience literal physical SIM cloning or a current annual rate (FBI/IC3 alert).
